AbstractNext-generation mobile technologies are the enablers for meeting the variable specific requirements of the public safety (PS) community. In particular, due to the development of commercially deployed 5G networks, PS providers look for ways to implement related solutions upon such infrastructures, potentially in a shared use with existing commercial networks. In particular, LTE and 5G NR networks are rapidly gaining recognition as an all-inclusive critical communications platform for the delivery of both mission and business critical applications. Within this scope, we take into account the innovative architectural approach that has been proposed by the 5G ESSENCE project, addressing the paradigms of edge computing and small cell as-a-service that has been realised via a cloud-enabled small cell infrastructure leveraging multi-access technologies in 5G, where we propose a dedicated PS use case, able to offer a mission critical push-to-talk service as well as a Chat and Localisation service. Each one of these services is associated to a dedicated network slice within the scope of the corresponding fundamental 5G ESSENCE architecture and both services are provided via suitable VNFs, thus offering great flexibility to serve PS needs together. We further discuss the overall scenario deployment with the related technical enablers and the proposed functionalities, per case. The corresponding end-to-end slicing makes possible to allocate both radio and cloud resources to the involved critical actors, in an automated and elastic way.

The outbreak of COVID-19 has placed a heavy burden on society, threatening the future of the entire world as the pandemic has hit health systems and economic sectors hard. Where time moves fast, continuing curfews and lockdown is impossible. This paper assembles three main safety behaviors, social distancing, wearing a facemask, and hygiene in one model (PSC Triangle) to be practiced by the public. Integrating public safety compliance with these behaviors is the main recommendation to slow the spread of COVID-19. Although some concerns and challenges face these practices, the shifting of public behaviors to be more safety-centered is appropriate and available as an urgent desire exists to return to normal life on the one hand and the medical effort to find effective cure or vaccine that has not yet succeeded on the other hand. Recommendations to enhance public safety compliance are provided.

Os mecanismos de gestão da segurança pública são instrumentos administrativos que potencializam os resultados de políticas nessa área. É o caso dos Conselhos, Planos, Fundos e Secretarias Municipais de Segurança Pública, além das Guardas Municipais. O artigo tem como objetivo verificar se a adoção de tais mecanismos produz impacto nos indicadores de violência. Paratanto, foram construídos o Índice de Gestão Municipal da Segurança Pública e o Índice de Violência. A partir de análise de correlaçãoentre tais variáveis, aponta que o nível atual de adoção dos mecanismos de gestão avaliados é muito baixo em todas as unidades federativas do Brasil, e não consegue influenciar os níveis de violência. Conclui que, ao omitir-se de implementar mecanismos degestão da segurança pública, o poder municipal, como ente mais próximo da população, enfraquece uma estrutura administrativa quedeveria servir de base para as políticas públicas voltadas para a redução da violência no âmbito local.Palavras-chave: Poder municipal, gestão, políticas públicas, violência.MUNICIPAL MANAGEMENT OF THE PUBLIC SAFETY: responsibility of the Brazilian municipalities for combating violenceAbstract: Mechanisms of the public security management are administrative tools that have improved the policies results in this area. This is the case of the Councils, Plans, Funds and Public Safety Secretariats, besides Municipal Guards. The paper aims to verify whether the adoption of such mechanisms has impacts on the violence indicators. Therefore, were built the Municipal Public Security Management Index and Violence Index. From the analysis of correlation between these variables was observed that the present level of adoption of management mechanisms is very low in all federative units of Brazil, and does not influence the levels of violence. Concludes that to omit to implement mechanisms of public safety management, the municipal power, as nearest entity of the population, weakens the administrative structure which should be the basis of all local public security policies.Key words: Municipal government, management, public policies, violence.

On June 2nd, 2020, the Canadian Association for Security and Intelligence Studies (CASIS) Vancouver hosted its second digital roundtable event of the year titled, “Privacy and Security: Working Hand in Hand to Protect You Online.” This presentation featured Dr. Patrick Neal who has been involved in the public safety field since 1982. Dr. Neal’s presentation focused on the cohesiveness of privacy and security in the near future, privacy constructs, myths and harms of privacy, and privacy enhancing technologies.
