AbstractCoexisting and eye-watering levels of food abundance, waste, overconsumption and hunger are symptomatic of a broken food system punctuated by vested interests in systematic overproduction. Against that backdrop, this paper evaluates England's ‘new’ approach to food waste in light of concerns that policy-makers have framed food waste as a consumer behaviour problem, rather than a structural challenge. The Resources and Waste Strategy's acknowledgement of normalised overproduction is thus remarkable, but unexpected. However, frame critical analysis reveals how an apparent departure from preoccupations with economic growth, combined with promises of government action, obscure an ongoing reluctance to intervene against powerful interests and the causes (not symptoms) of food waste. Legislative proposals, rather than reducing surplus, shift the burden of redistributing food away from the state and retailers, on to charities and farmers. With England, perhaps wrongly, seen as a world-leader on food waste, this has implications for other jurisdictions, as well as forthcoming consultations.

Unsustainable food production and consumption contribute to greenhouse gas emissions and global warming. Adopting a more plant-based diet has been identified as a necessary change toward a more sustainable food system. In response to the call for transdisciplinary research on the sustainability of food consumption, this exploratory study combined consumer science, nutrition and health, sustainability research, and innovation to develop a new approach that can accelerate the shift toward a more sustainable diet. Quantitative data on the eating habits and attitudes of 1785 consumers was combined with data on environmental impacts via a life cycle assessment for different consumer segments. We studied the sustainable dietary shift using the diffusion of innovation theory, as well as qualitative and quantitative approaches. We identified and characterized seven consumer segments and related habits and attitudes toward an increase in plant-based foods and meat reduction. The nutritional quality and the environmental footprint of the segments’ dinners showed large differences. The results indicate that moving consumers along the innovation adoption curve with targeted interventions can reduce the environmental footprint of people’s diets and improve dietary health. We also discussed the value of user-centric innovation tools for the translation of insights into interventions by working with personas.

For a transition to a circular economy to take place, behavioural change from people who are part of the transition is a key requirement. However, this change often does not occur by itself. For systemic behavioural change, policy instruments that incentivise behaviour supporting circular food systems play a key role. These instruments need to be aligned with the environment in which the behaviour takes place. In this study, we scrutinise a case study with five initiatives on the reduction of food loss and waste (FLW) contributing to a circular food system, to understand how specific, well-targeted combinations of instruments as well as other contextual and personal factors can fuel the transition to a circular economy and the reduction of FLW. All the initiatives are taking place under the umbrella of the Dutch initiative “United against food waste” (STV). We use a behavioural change perspective to assess how initiatives that support circular food systems arise and how they can be further supported. Based on the case-study analysis, we arrive at five common success traits and barriers, and five key needs for upscaling. We conclude that motivated, inspiring frontrunners are of key importance in the initial phase of a transition process. However, once a niche initiative is ready to be scaled up, the enabling environment becomes increasingly important.

The article discusses the issues of the activity of the public catering system during the Soviet period, in particular, the policy and problems in this area affecting the issues of ensuring the material and technical base, as well as the need of the population itself in the field of public catering.During the years of Soviet rule, new directions in the public catering system were formed. A new approach was integrated in the management structure and in provision.A differentiated approach was introduced in the direction of public catering, i.e. reform in the issue of service, the cost of public catering. In other words, the cost price and service (in the public catering system) in large enterprises differed sharply from the prices in schools.

Regional governance is coming to play an increasingly pivotal role in the planning of housing development. It has been argued that an absence of formal accountability lines in regional governance is beneficial because it makes inter-municipal coordination more flexible, without the need for territorial adjustments in local authorities. However, this view is based on a narrow interpretation of public accountability. In fact, regional governance becomes effective when hierarchical accountability arrangements are structured to reinforce horizontal accountability that strengthens self-organising capacity. This paper is based on a study of regional housing planning in the province of South Holland, the Netherlands, and analyses three types of governance modes (hierarchical, horizontal and market-oriented) and public accountability relationships. The measures undertaken in the case under review to ensure effective regional housing planning under changing market circumstances highlight the need to modify accountability arrangements when policy-makers choose a new set of governance modes in order to shape relational dynamics appropriately.

AbstractPolicy makers increasingly rely on hospital competition to incentivize patients to choose high-value care. Travel distance is one of the most important drivers of patients’ decision. The paper presents a method to numerically measure, for a given hospital, the distance beyond which no patient is expected to choose the hospital for treatment by using a new approach in discrete choice models. To illustrate, we compared 3 hospitals attractiveness related to this distance for asthma patients admissions in 2009 in Hérault (France), showing, as expected, CHU Montpellier is the one with the most important spatial wingspan. For estimation, Monte Carlo Markov Chain (MCMC) methods are used.

Recycling phosphorus (P) within the food system is fundamental to long-term sustainability. This greenhouse study compared three sources of recycled P – struvite precipitated from municipal wastewater, black soldier fly frass from food waste, and anaerobic digestate of food waste – to mono-ammonium phosphate (MAP), compost, and a control. Italian Ryegrass (Lolium multiflorum) was harvested four times during a 123 day trial from a P-depleted soil. In nitrogen (N) sufficient conditions, all amendments significantly increased cumulative ryegrass yields compared to the control, and were not significantly different from MAP. Relative P supply was frass=MAP>struvite>= compost>=digestate>>control. The recycled nutrient sources tested show promise as sustainable P sources.

<p class="apa">This paper examines Nigeria's democratization dilemmas and the imperatives of an educational framework against the backdrop of the Boko Haram insurgency. It identifies and connects the pattern, character and dynamics of the existing educational system. It also discusses the system’s failure in calling for a new approach to overcome the prevailing dearth of civic order and the increasing spread of dissent groups. This new method is about acculturating Nigerian youth into a more civic culture, a Nigeria where citizens can live side by side with each other in peace.” While examining both theoretical and practical characteristics of this new educational agenda, the paper especially examines the link between philosophical education and the development of a civic culture, trusting that such a connection suggests an approach to education that may assist future policy makers, educators, and teachers. Specific theoretical analysis of pedagogical and philosophical education contained here can further the current understanding of how philosophical education is likely to facilitate the development of the values, beliefs, and attitudes that generally underpin the operations of a civic society, developments desperately needed to address the problem of Boko Haram and the increasing spread of dissent groups in Nigeria.</p>

Food production and consumption have remarkable negative environmental effects, in particular food waste. Food waste occurs throughout the entire food system, but households make the largest contribution. Reducing unnecessary waste of food represents a crucial step toward overcoming global issues of food waste, hunger, and climate change. Identifying barriers in reducing food waste is important not only to government and policymakers, but also to food producers, retailers, and marketers. Therefore, the objective of this research was to find out how consumer behavior in daily food provisioning affects food waste. An online survey was set up to question Dutch consumers (partly) in charge of the household’s food management. A total of 211 consumers participated in answering questions on household composition, food management behavior (e.g., food purchase planning) and food waste awareness (i.e., concern about wasting food and intention not to waste food). Results show that purchase behavior in-store was the main driver of food waste. Specifically, participants indicated that buying more food than needed often had led to food waste. In addition, intention not to waste food acted as a moderator in the relationship between planning behavior and food waste. Age appears to have a diminishing impact on wasting food.
