Subject India's democratic consensus. Significance India has been facing a series of popular protest movements challenging its political leadership and the authority of its state. They have caused repeated disruptions to the economy and government in recent years and reflect the way that rapid change in society is challenging the 'democratic consensus' that India has constructed since Independence. Whether these protests will generate momentum and violence significant enough to destroy that consensus is doubtful. Impacts Inclusive development would constitute the greatest single source of political stability. Any serious attempt to remove reservations would trigger disruptive protests, especially as the public sector shrinks. Public subsidies -- a key component of India's democratic consensus -- will be reduced gradually, but probably not eliminated.

AbstractCurrent debates about the roles of the public and private sectors in pharmaceutical innovation have a long history. The extent to which, and ways in which, the public sector supports drug innovation has implications for assessments of the returns to public research funding, taxpayer rights in drugs, the argument the high prices are needed to support drug innovation, and the desirability of patenting publicly funded research.

The few existing macro-economic estimates of the potential of an extension of local services provide a convergent message : the development of local services by means of public subsidies can lead to positive effects on employment. A positive assessment is obtained via two different channels. First of all via the traditional effects of financial transfers to households or the creation of public sector jobs. Assuming, however, as is only realistic, no change in the public sector balance, these positive effects disappear. Secondly the effects of changes in the structure of household consumption, which is enriched by the provision of local services, which then provide employment benefits. But it must be stressed that these macro-economic estimates are inevitably based upon a large number of prescriptive hypotheses which cannot but make them rather fragile in quantitative terms.

Dicho análisis, parte de la consideración de la compra pública innovadora como un nuevo instrumento que viene a completar y a complementar a otras técnicas de impulso y fomento de la innovación tales como el otorgamiento de subvenciones, el establecimiento de incentivos fiscales, el acceso a nuevas fuentes de financiación y el desarrollo de iniciativas tecnológicas conjuntas entre el sector público y el privado. ABSTRACT: This work studies the innovative public purchase as an expression of how public administrations pledge to innovation as a key element for their competitiveness, efficacy and efficiency and for guaranteeing the provision of more sustainable and of a greater quality public services, which allow a deeper involvement by the public sector when implementing policies regarding the Research, Development and Innovation. This analysis starts from considering the innovative public purchase as a new tool that comes to complete and complement to those techniques for boosting and promoting the innovation as granting public subsidies, setting fiscal incentives, access to new sources of funding and the development of joint technological initiatives between the public and private sector.

Requests for subsidies from North American cities for the sports facilities used by professional teams continues. While teams elsewhere are expected to use their own revenues and income from lotteries or gaming for their facilities, demands for subsidies are heard. In addition, bids to host national and international competitions are also expected to include public subsidies. This article explores the bargaining games between communities and teams. Its goal is to understand if any city can escape from negotiations and avoid the winner’s curse by reducing or eliminating the need to offer a subsidy. A framework is developed that a larger community can utilize to minimize subsidies. If larger cities correctly understand the dynamic relationship of capital to their internal and external environments, they may well take the initial steps toward deescalating the competition that creates a winner’s curse for the public sector and protect the interests of both small and large cities.
