Purpose The purpose of this paper is to report on recent performance measurement and impact evaluation progress made in Brazil, India, Indonesia, Moldova, Turkey and Vietnam as part of the last phase of the Global Libraries Initiative. Design/methodology/approach The country reports are presented as a series of case studies, in some cases supplementing those reported earlier in this journal. Findings Recent country-specific survey findings are reported and some conclusions are offered. Research limitations/implications This paper demonstrates how the adoption of a common approach to library service evaluation across several countries can strengthen research practice at country level beyond the Global Libraries Initiative itself. Practical implications This paper shares Global Libraries IPA learning at country level with people in other countries who may be contemplating public library evaluation at regional, national or local levels or who are interested in performance measurement and impact evaluation. Social implications The paper shows how focusing on the impact of public library services on users can enhance the understanding of community requirements and inform the development of more effective services to library users and communities. Originality/value These case studies reflect concentrated impact evaluation and performance measurement work at country level across a range of countries over more than 18 years.

Purpose – The purpose of this paper is to report on performance measurement and impact assessment progress made in 14 countries as part of the Global Libraries initiative, starting with the early country grants in Mexico and Chile. For the mature grants in Bulgaria, Botswana, Poland, Romania, Ukraine and Viet Nam which were recently completed or are approaching completion, the nature of the country program is outlined, before the impact assessment work is described and some recent results and conclusions are reported. A similar approach is adopted with pilot and new grants in Colombia, Indonesia, South Africa, Turkey and Lithuania. Design/methodology/approach – The country reports are presented as a series of case studies, in some cases supplementing those in an earlier special issue of this journal. Findings – Where appropriate, recent country-specific survey findings are reported. Practical implications – This paper shares Global Libraries IPA learning at country level with people in other countries who may be contemplating public library evaluation at regional, national or local level or who are interested in performance measurement and impact evaluation. Originality/value – These cases studies reflect concentrated impact assessment and performance measurement work at country level across a range of countries over more than 12 years.

Purpose – The purpose of this paper is to describe a range of innovative (for public library performance measurement and impact assessment) methods and tools developed by country teams as part of the Global Libraries (GL) initiative. Short reports are provided on: a return on investment study, a simplified data processing system for library managers and an online reporting system for public libraries in Ukraine; a study of the public image of Polish libraries in print mass media, two approaches to sustainability of performance measurement and impact assessment in Romania, through tools to conduct pop-up surveys and use of agricultural subsidies support data, assessments of changes in public library managers’ planning efforts in Poland and of their perceptions of libraries and their own role, using Modified Delphi forecasting, in Lithuania, two ways of focussing on the world of public library users by engaging non-profit organizations in library research in Poland and conducting impact studies in virtual environments in Chile. Design/methodology/approach – A range of methods and tools and their uses are described. Findings – No specific research findings are reported. Research limitations/implications – All of these tools and methods have been (or are being) trialed in national public library contexts; some have been developed over several years. Practical implications – Useful for people in other (non-GL) countries who may be contemplating public library evaluation at regional, national or local level or who are interested in performance measurement and impact evaluation. Social implications – This paper is part of a GL effort to share what participants have learnt about impact planning and assessment in public libraries with the wider international libraries community. Originality/value – The impact planning and assessment program of GL has been the largest sustained international public library evaluation program so far attempted. This paper reports on the more innovative evaluation activities undertaken at country level through this program.

PurposeThis is the first of a cluster of papers which seek to describe the work of impact planning and assessment (IPA) specialists at country level within the Global Libraries Initiative (GL) of the Bill & Melinda Gates Foundation.Design/methodology/approachThe paper describes the evolution of the approach to IPA developed by country specialists and outlines the main elements of the GL IPA Roadmap, which encapsulates this general approach. The Roadmap is a four‐stage process designed to ensure that IPA specialists know how to go about the needs assessment, baseline study and surveys involved in IPA at country level.FindingsThe paper underlines the need to collect required and recommended metrics for comparison and advocacy purposes and to take on the challenge of showing the impact of the country programmes in changing people's lives.Originality/valueThis paper shares the IPA learning at country level with people in other countries who may be contemplating public library evaluation at national, regional or local level or who are interested in impact evaluation.

PurposeThe purpose of this paper is to compare the different performance-based budgeting models used in the judiciaries of three European countries: Italy, Finland and the Netherlands. In particular, this paper focusses on the criteria adopted by these three countries to fund the courts, and it analyses the effects of these criteria on the distribution of resources and performance variability among first instance courts.Design/methodology/approachThis exploratory research is based on a literature review and data analysis of three case studies. Equity in resource distribution and equality in courts' performance are assessed using the coefficient of variation.FindingsThe preliminary findings suggest the following: (1) funding models with a close link between performance and budget better guarantee equitable allocation of resources among courts and, therefore, more equal performance among courts within a country; (2) unbalanced allocation of resources is associated with disparities among courts in terms of judicial efficiency and effectiveness and consequently, unequal treatment of/outcomes for citizens coming before the law.Research limitations/implicationsThis paper is part of a broader research project aimed at analysing the impact of performance budgeting on the efficiency, quality, organization and values of judiciaries. This study only considers quantitative aspects of performance, but it will be followed by further analysis that will explore performance and judicial budgeting from other perspectives.Practical implicationsThis paper describes examples of three different models of performance-based judicial budgeting from other countries, which aim to reform the budgeting processes of the judiciaries in question. The paper emphasizes the importance of adopting rational and transparent funding criteria in order to ensure judicial independence and accountability and to balance courts' performance, guaranteeing the principle that every citizen must obtain the same treatment before the law.Originality/valueThis paper contributes to the existing performance-based budgeting literature by studying its application to the judiciary, which, due to its peculiarities, is an area that has been overlooked in previous studies and deserves further attention. This study contributes to the court administration literature by exploring the issue of budgeting, which, despite its importance, is still a neglected subject.

Purpose Literature highlights the impact of culture on managerial processes in general and the performance measurement system (PMS) in particular. However, understanding how organizational culture (OC) influences the PMS remains a challenge, especially in SMEs as in these companies the studies are very limited. The purpose of this paper is to investigate how OC influences PMSs in manufacturing SMEs. Design/methodology/approach To achieve the above purpose, a case study approach has been adopted. Four manufacturing SMEs with heterogeneous OC were investigated by means of companies’ documents reviews, participant observations and semi-structured interviews. A conceptual framework based on the competing value framework proposed by Cameron and Quinn (1999) and the PMS typology proposed by Garengo (2009) has been used to investigate the impact of OC on PMS. Findings According to the results, OC has a huge impact on PMS in manufacturing SMEs. The dimensions of “internal/external focus” influence strategy formalization, monitoring of the external environment and performance review. The “flexibility/control” dimensions influence the adoption of the balanced (or unbalanced) set of performance measures a company uses. Originality/value This paper contributes to clarifying how OC influences PMSs in manufacturing SMEs. Moreover, the study of interplay between flexibility/control dimensions and internal/external dimensions supports the identification of three theoretical propositions and four PMS types related to the four different OCs identified by Cameron and Quinn (1999).

Purpose The purpose of this paper is to report a range of innovative approaches, methods and tools for evaluating the impact of public libraries and supporting the development of library leaders drawn from projects supported by the Global Libraries initiative of the Bill and Melinda Gates Foundation. Design/methodology/approach A range of approaches, tools and methods are described by specialist staff who were directly involved with these innovations. Findings Some comments are provided on the effectiveness of these innovations. Research limitations/implications All of these innovations have been tried out in public library settings, usually over a period of years. Practical implications All of the selected innovations could be adapted and used by library leaders or impact specialists. Social implications Several of the innovations are specifically designed to engage library staff and users in evaluation processes. Originality/value The impact planning and assessment programme of GL was the largest sustained international public library evaluation programme so far attempted. This paper reports on the more innovative evaluation activities undertaken through this programme.

Purpose This paper aims to show that everything a business does is fundamentally reliant on its culture. Culture determines how successful a strategy is and whether that strategy can be executed. If the culture in a business is out of alignment, it is imperative to change it. This paper examines how HR professionals can take ownership of this cultural space and help to create a growth mindset throughout the organisation. Design/methodology/approach The paper is based on experience gained through working with several large organisations to transform their people culture and performance by embracing a growth mindset and to help their HR leadership become the early champions of change, thus ensuring the process was successfully delivered. The paper includes case studies of two organisations where successful cultural shaping delivered improved results. Findings Companies with a growth mindset will outperform those with a fixed mindset. Changing mindsets is not overly complex, but it requires flawless implementation with the HR leaders at the forefront. Originality/value As Lou Gerstner, who turned around the computing giant IBM, said “I finally realised that culture is not part of the game, it is the game”. By understanding how individual mindsets impact culture, HR professionals can own and drive their organisation’s culture-shaping efforts.

Purpose – Church giving and attendance are two important indicators of church health and performance. In the literature, they are usually understood to be simultaneously determined. The purpose of this paper is to estimate if there a sustainable church congregation size using Wintrobe’s (1998) dictatorship model. The authors want to examine the impact of youth and adult ministry as well. Design/methodology/approach – Using the data collected from among Canadian Baptist churches in Eastern Canada, this study investigates the factors affecting the level of the two indicators by the panel-instrumental variable technique. Applying Wintrobe’s (1998) political economy model on dictatorship, the equilibrium level of worship attendance and giving is predicted. Findings – Through various simulation exercises, the actual church congregation sizes is approximately 50 percent of the predicted value, implying inefficiency and misallocation of church resources. The paper concludes with insights on effective ways church leaders can allocate scarce resources to promote growth within churches. Originality/value – The authors are the only researchers getting the permission from the Atlantic Canada Baptist Convention to use their mega data set on church giving and congregation sizes as per the authors’ knowledge. The authors are also applying a theoretical model on dictatorship to religious/not for profits organizations.

Purpose – The purpose of this paper is to study how Swedish local politicians perceive the impact of public library digital services on public libraries and to discuss how this can affect the sustainable development of public libraries. Design/methodology/approach – Empirical data were collected through semi-structured interviews with local politicians from 19 different Swedish municipalities. Data were treated to qualitative content analysis and discussed based on the concept of sustainable organization. Findings – According to local politicians, public library digital services may affect public libraries through changes to libraries’ physical spaces, librarians’ tasks and competencies and libraries’ economic situations. Based on these findings, public library digital services can both strengthen and weaken public library sustainability through, for example, increased access and expenditures, the latter of which may threaten public library sustainability. Research limitations/implications – Interviews did not focus specifically on the politicians’ views on public library digital services but dealt generally with their views on public libraries. To identify reasons for variations in views on this topic, follow-up interviews should be done. Data on views from public library managers would also be of use to determine the degree to which they are shared with local politicians. Originality/value – When sustainability and public libraries are discussed, the focus is generally on the library’s contribution to a sustainable society. Here, the focus is instead on the sustainability of the public library itself.

Purpose – This paper aims to clarify the impact of the entrepreneurial training on a Tunisian trainee’s entrepreneurial cognitions and intention. An interactive cognitive perspective was adopted to test the interaction effect between the entrepreneurial cognitions: the perceived entrepreneurial self-efficacy, the perceived entrepreneurial feasibility and entrepreneurial desirability. A research model was built showing several relationships between entrepreneurial training, cognitions and intention. Design/methodology/approach – A survey was conducted on a convenience sample of 240 participants in four business incubators. The maximum-likelihood test was used as a structural equation modeling method to test the model. Findings – The results show the importance of the entrepreneurial training in the development of entrepreneurial cognitions. Further, the findings, to some extent, validate the interaction between the entrepreneurial cognitive patterns. However, entrepreneurial intention was only predicted through the entrepreneurial desirability. Several implications are discussed at the end of this paper. Practical implications – The findings seem interesting insofar, as they show the importance of entrepreneurial trainings in the entrepreneurial intention development through the enhancement of desirability. This process can be triggered by a training program that contains case studies, success stories and conferences to make the youth enthusiastic about self-employment. Originality/value – The significant impact of the entrepreneurial training on trainees’ cognitions should encourage governments and incubators to promote entrepreneurial training programs to enhance the youths’ willingness to create their own businesses. The findings in this paper seem interesting insofar as they show the importance of entrepreneurial trainings in the entrepreneurial intention development through the enhancement of desirability. This process can be triggered by a training program that contains case studies, success stories and conferences to make the youth enthusiastic about self-employment.
