Abstract By comparing the response to the COVID-19 pandemic in the Tiger economies, Hong Kong, Taiwan, and Singapore, this article examines the advantages and limitations of the statist command and control approaches to crisis management. Local, regional, and global politics as well as global political economy impinge and influence the state response. The article argues that a combination of factors – the institutional memory, overall state capacity and efficacy rooted in the preexisting institutional nexus, performance legitimacy, trust, reliance on scientific rationality, and integration with global scientific networks – stood in good stead in dealing with the crisis. Yet, as the crisis rolled on, some of the stellar performers showed considerable gaps in planning and politics trumped sensible policies. Despite the commonality, the article shows that there were important differences in the responses of the three Tiger economies, especially in rolling out the vaccines, which can be explained not only by the state capacity but also the larger global politico-economic contexts. The article argues that the state capacity is affected by the global dynamics, the specificity of geopolitical and historical contexts, which must be factored in in explaining successes and failures of state responses.

The state apparatus in China today has taken upon itself almost total responsibility for administering the social and economic domain. The welfare and control of the population, the organization of production, planning all social activities, and the distribution of the means of subsistence have become primary concerns of organs of the state. The types of power relationships and their social and symbolic expressions, which have crystallized around the distribution and circulation of desirables in such a political economy, are the subject of the present study. The study will also examine how certain counter-techniques of power deviate from the larger strategy of power exercised through the state socialist political economy, forming pockets of intransigence from within.

Metagovernance has traditionally been evolving as an effective mode of governance in developed democracies for states or governments to legitimately steer and coordinate stakeholder governance across jurisdictions. This article extend this work to understand the application of metagovernance in the context of developing democracies. Using an institutionalist viewpoint, the article explores the conceptual and empirical bases of metagovernance, drawing from the political science and political economy literature on developing economies to explain how political institutions can shape the state capacity to metagovern socio-economic activities in developing democracies. This article finds that the state capacity to metagovern can be challenged by weak democratic political practices.

AbstractThis paper examines relations between the state and capital in Argentina with respect to agricultural biotechnology. Argentina is one of the world's leading exporters of genetically modified (GM) crops and is a key player in the global politics of biotechnology. Whereas in other parts of the world, including other countries in Latin America, active civil societies and some governments have rejected the technology, Argentina has adopted it as a central accumulation strategy. The desirability of this strategy has been secured in material, institutional and discursive arenas of power, producing a particular expression of ‘bio-hegemony’. Looking at the role of business in the political economy of agricultural biotechnology is revealing both of the extent and forms of corporate power and contributes to an understanding of hegemony in practice.

Abstract Much research on contentious politics focuses on the origins and dynamics of contention or the impact of contention on policy change. Although some studies have delved into the state reactions to contention, relatively little is known about the outcome or effectiveness of state responses, especially in non-democratic settings. This paper attempts to fill this gap and to uncover the policy feedback effect in non-democratic settings by studying the Chinese state's repression of violent incidents targeted at healthcare personnel and facilities (yinao). I argue that without comprehensive healthcare reforms to tackle the root causes of yinao, state repression of yinao generates unintended adverse outcomes, causing the doctor–patient relationship to deteriorate. Using the difference-in-differences method with China Family Panel Studies data for 2014 and 2016, I find that the criminalization of yinao diminishes public trust in doctors and confidence in hospitals’ competence and instead increases public concerns about the healthcare system.

The story of anti-communism in California schools is a tale well and often told. But few scholars have appreciated the important role played by private surveillance networks. This article examines how privately funded and run investigations shaped the state government’s pursuit of leftist educators. The previously-secret papers of Major General Ralph H. Van Deman, which were opened to researchers at the National Archives in Washington, D.C., only a few years ago, show that the general operated a private spy network out of San Diego and fed information to military, federal, and state government agencies. Moreover, he taught the state government’s chief anti-communist bureaucrat, Richard E. Combs, how to recruit informants and monitor and control subversives. The case of the suspicious death of one University of California, Los Angeles student – a student that the anti-communists claimed had been “scared to death” by the Reds – shows the extent of the collaboration between Combs and Van Deman. It further illustrates how they conspired to promote fear of communism, influence hiring and firing of University of California faculty, and punish those educators who did not support their project. Although it was rarely successful, Combs’ and Van Deman’s coordinated campaign reveals a story of public-private anticommunist collaboration in California that has been largely forgotten. Because Van Deman’s files are now finally open to researchers, Californians can gain a much more complete understanding of their state bureaucracy’s role in the Red Scare purges of California educators.

Abstract The paper attempts to determine an optimum structure of a directional measurement and control network intended for investigating horizontal displacements. For this purpose it uses the notion of entropy as a logarithmical measure of probability of the state of a particular observation system. An optimum number of observations results from the difference of the entropy of the vector of parameters ΔHX̂ (x)corresponding to one extra observation. An increment of entropy interpreted as an increment of the amount of information about the state of the system determines the adoption or rejection of another extra observation to be carried out.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

This chapter offers an alternative view of the incidence and duration of insurgencies in the postcolonial world. Insurgencies and civil wars are seen as the primary symptom of state weakness, the inability of the central government to monopolize violence. Challenging extant explanations that identify poverty and low state capacity as the cause of insurgencies, the chapter shows that colonial insurgencies, also occurring in the context of poverty and state weakness, were shorter and ended in regime victories, while contemporary insurgencies are longer and states are less successful at subduing them. The reason for this is the development of exclusive identities—based on ethnicity, religion, tribe—in the colonial period. These identities serve as bases for mobilization to challenge state power and demand services from the state. Either way, such mobilization means that popular demands for services exceed the willingness to disarm and/or pay taxes, that is, to supply the state.

In some cases of insurgency, the combat frontier is contested and erratic, as rebels target cities as their economic prey. In other cases, it is tidy and stable, seemingly representing an equilibrium in which cities are effectively protected from violent non-state actors. What factors account for these differences in the interface urban-based states and rural-based challengers? To explore this question, this book examines two regions representing two dramatically different outcomes. In West Africa (Liberia and Sierra Leone), capital cities became economic targets for rebels, who posed dire threats to the survival of the state. In Maoist India, despite an insurgent ideology aiming to overthrow the state via a strategy of progressive city capture, the combat frontier effectively firewalls cities from Maoist violence. This book argues that trade networks underpinning the economic relationship between rural and urban areas—termed “interstitial economies”—may differ dramatically in their impact on (and response to) the combat frontier. It explains rebel predatory tendencies toward cities as a function of transport networks allowing monopoly profits to be made by urban-based traders. It explains combat frontier delineation as a function of the social structure of the trade networks: hierarchical networks permit elite–elite bargains that cohere the frontier. These factors represent what might be termed respectively the “hardware” and “software” of the rural–urban economic relationship. Of interest to any student of political economy and violence, this book presents new arguments and insights about the relationships between violence and the economy, predation and production, core and periphery.
