Libraries in Colombia and Covid-19: Delivery library services to the public amid limits and uncertainties

Covid-19 – or coronavirus disease forced libraries in Colombia to close the doors as well as forced them to strengthen or to create virtual and remote services. Biblioteca Nacional de Colombia (BNC) leads in Colombia the implementation of measures for the library sector during the current health crisis, providing guidelines and recommendations on how to deal with the emergency, as well as giving information resources, and alternatives on how to provide library services, to doing the paperwork, to implement the biosecurity protocols, and the definition of phases for reopening in the future. Also, BNC itself focused on the support BNC researchers throughout virtual services. This article was written during the first months of the health emergency, so that on the date of publication the situation may have changed.

Artificial intelligence (AI) has brought about new prospects for expanding research in all areas. The presence of artificial intelligence technologies in all spheres of work has made the future promising. The application of AI has contributed immensely to the provision and use of library information resources and has helped to achieve the goals and objectives of the library. Librarians need to be innovative in their thinking to stay relevant in their jobs because AI has found numerous applications in libraries ranging from book filing to book delivery. Its application brought about several new possibilities in the library such as connecting physical library information resources and electronic resources, and also associating video help with physical information materials and objects. The chapter discussed some components of AI, library services it can be applied to, the benefits of its application, as well as the challenges libraries face in the application of artificial intelligence in the library.

<p align="center"><strong><em>ABSTRACT</em></strong></p><p align="center"><strong><em> </em></strong></p><p><em>Everyone is able to speak, but only some who are able to gather words into beautiful language and can attract the public to hear it. So, simply speaking public speaking means the ability to speak by "playing" language in front of the public. Public speaking or public speaking is not something that is rare in today's advanced era. All individuals are required to be skilled in speaking in public to convey their goals. In the study of communication, the expertise of public speaking is part of effective communication that is conveying messages to the audience in a way that is appropriate and attracts attention. At present, public speaking is one of the absolute abilities needed in the global era. It is triggered by the demands of the times and the existing technology that forces individuals to compete to improve their quality. The importance of public speaking ability is inseparable from the definition of public speaking itself. In the 'Empowerment for the Community' (PKM) activities involving writers, public speaking training took place at SMA Kristoforus 2 West Jakarta. The reason for targeting students in these schools is none other than to equip students with knowledge related to public speaking skills. The majority of class XI students are not yet fully 'confident' when presenting themselves to the public. Therefore with the method of cermah and practice (practice), students are challenged to be brave in the future and present their opinions.</em></p><strong><em>Keywords: Effective communication, Public Speaking, Students  </em></strong>

In general terms a portal is just a gateway, and a Web portal can be seen as a gateway to the information and services on the Web. This chapter explores the definition of the word “portal” and attempts a categorisation of the various types of Web portals. It outlines some of the many uses for portals and shows that the portal concept is equally useful for accessing corporate intranets as for the public Internet. In conclusion the chapter looks at the proposition that the portal is dead and finds that any announcement to this effect is very much premature. Portals are everywhere and are likely to grow to even greater importance in the future.

The article focuses on studying the definitions of “information technologies” and aims to elaborate on the proposal concerning its legislative consolidation. The analysis of actual regulations in Ukraine, which determine the public relations in the sphere of information, as well as the state of research on this problem by other scholars, have shown the following: (1) currently, there is no unambiguous interpretation of this definition at the legislative level, which creates the preconditions for ambiguous interpretation and practical application of this concept in the legal field; (2) for several reasons, there exists a noticeable lack of a unanimous approach to unifying the definitions of “information resources.” This study offers to rely on an approach according to which the definition of “information resources” is considered in the context of a particular area of social activities. Based on this approach, it is offered to amend the basic normative legal document that defines public relations in the information sphere in Ukraine, i.e., the Law of Ukraine “On Information,” as well as the main legal instrument that regulates information activities in the National Police of Ukraine, that is the Law of Ukraine “On the National Police.”

Abstract. As the criticism of the definition of the phenotype (i.e., clinical diagnosis) represents the major focus of the Research Domain Criteria (RDoC) initiative, it is somewhat surprising that discussions have not yet focused more on specific conceptual and procedural considerations of the suggested RDoC constructs, sub-constructs, and associated paradigms. We argue that we need more precise thinking as well as a conceptual and methodological discussion of RDoC domains and constructs, their interrelationships as well as their experimental operationalization and nomenclature. The present work is intended to start such a debate using fear conditioning as an example. Thereby, we aim to provide thought-provoking impulses on the role of fear conditioning in the age of RDoC as well as conceptual and methodological considerations and suggestions to guide RDoC-based fear conditioning research in the future.

The European Commission initiated a discussion on the expediency of using the International Public Sector Accounting Standards (IPSAS), based on the IAS/IFRS, as a common base for harmonizing the public sector accounting systems of the member states. However, literature suggests that accounting is not neutral with respect to the economic, social and political dimensions. In the perspective of evolution of the accounting regulation outlined, balanced between accountability, with the need to represent phenomena for reporting pur-poses, and decisionmaking issues, which concentrates on the quantitative importance of the values, the paper aims to analyse the effects of the application of different criteria for the definition of the reporting entity of the local government consolidated financial statements (CFS). The Italian PCA 4/4, the test of control and the financial accountability approaches are examined. The evidence that emerged from the case studies examined identifies several criticalities in the Italian PCA 4/4 and support the thesis that the financial accountability approach is more effective in providing a complete representation of the public resources entrusted to and managed by the group, whereas the control approach better approximates quantification of the group results in terms of central government surveillance. The analysis highlights the importance of the post implementation review period and the opportunity to contextualize the adoption of the consolidated financial statement in the broader spectrum of the accounting harmonization process, participating in the process of definition of the European Public Sector Accounting Standards (EPSAS).

Drawing on Karin Bijsterveld’s triple definition of noise as ownership, political responsibility, and causal responsibility, this article traces how modern Japan problematized noise, and how noise represented both the aspirational discourse of Western civilization and the experiential nuisance accompanying rapid changes in living conditions in 1920s Japan. Primarily based on newspaper archives, the analysis will approach the problematic of noise as it was manifested in different ways in the public and private realms. In the public realm, the mid-1920s marked a turning point due to the reconstruction work after the Great Kantô Earthquake (1923) and the spread of the use of radios, phonographs, and loudspeakers. Within a few years, public opinion against noise had been formed by a coalition of journalists, police, the judiciary, engineers, academics, and municipal officials. This section will also address the legal regulation of noise and its failure; because public opinion was “owned” by middle-class (sub)urbanites, factory noises in downtown areas were hardly included in noise abatement discourse. Around 1930, the sounds of radios became a social problem, but the police and the courts hesitated to intervene in a “private” conflict, partly because they valued radio as a tool for encouraging nationalist mobilization and transmitting announcements from above. In sum, this article investigates the diverse contexts in which noise was perceived and interpreted as such, as noise became an integral part of modern life in early 20th-century Japan.

"Feminist Interpretations of Action and the Public in Hannah Arendt’s Theory. Arendt’s typology of human activity and her arguments on the precondition of politics allow for a variety in interpretations for contemporary political thought. The feminist reception of Arendt’s work ranges from critical to conciliatory readings that attempt to find the points in which Arendt’s theory might inspire a feminist political project. In this paper I explore the ways in which feminist thought has responded to Arendt’s definition of action, freedom and politics, and whether her theoretical framework can be useful in a feminist rethinking of politics, power and the public realm. Coronavirus disease 2019 (COVID-19) is a communicable infection caused by the novel coronavirus resulting in severe acute respiratory syndrome coronavirus 2 (SARS-CoV). It was recognized to be a health crisis for the general population of international concern on 30th January 2020 and conceded as a pandemic on 11th March 2020. India is taking various measures to fight this invisible enemy by adopting different strategies and policies. To stop the COVID-19 from spreading, the Home Affairs Ministry and the health ministry, of India, has issued the nCoV 19 guidelines on travel. Screening for COVID-19 by asking questions about any symptoms, recent travel history, and exposure. India has been trying to get testing kits available. The government of India has enforced various laws like the social distancing, Janata curfew, strict lockdowns, screening door to door to control the spread of novel coronavirus. In this pandemic, innovative medical treatments are being explored, and a proper vaccine is being hunted to deal with the situation. Infection control measures are necessary to prevent the virus from further spreading and to help control the current situation. Thus, this review illustrates and explains the criteria provided by the government of India to the awareness of the public to prevent the spread of COVID-19.
