Social media is a valuable tool, providing a means of instruction, communication, and collaboration to many organizations including the government institutions that citizens rely upon. However, while important for distributing information, social media has not historically prioritized accessibility. The federal government has a duty to provide fair and usable information access for those with disabilities, but the delineation between where this responsibility lies becomes blurred when third-party platforms like social media are utilized. The extent to which social media pervades government sites and causes accessibility issues is one that is not well understood. This article presents an overview of the current state of affairs for Section 508, the implications it has for social media, and a study to evaluate the potential impact it has on all users.

Words in spoken political and journalistic texts may inspire, infuriate or even become mottos. Often, the entire spoken interaction may be forgotten, yet individual words may remain associated with the Speaker and/or the group represented by the Speaker or even the individual word or words themselves obtain a dynamic of their own, outshining the original Speaker. In the current-state-of affairs, connected with the impact of international news networks and social media, the impact of words in spoken political and journalistic texts is directly linked to its impact to a diverse international audience. The impact or controversy of a word and related topic may be registered by the reaction it generates. Special focus is placed in the registration and evaluation of words and their related topics in spoken political and journalistic discussions and interviews. Although as text types, spoken political and journalistic texts pose challenges for their evaluation, processing and translation, the presented approaches allow the registration of complex and implied information, indications of Speakers attitude and intentions and can contribute to evaluating the behaviour of Speakers-Participants. This registration also allows the identification of words generating positive, negative or diverse reactions, their relation to Cognitive Bias and their impact to a national and international audience within a context of international news networks and social media.

People have always shared information through chains and networks of testimony. It is arguably part of what makes us human and enables us to live in cooperative communities with populations greater than 150 or so. The invention of the internet and the rise of social media have turbocharged our ability to share information. This chapter develops a normative epistemic framework for sharing information online. This framework takes into account both ethical and epistemic considerations that are intertwined in typical cases of online testimony. The authors argue that, while the current state of affairs is not entirely novel, recent technological developments call for a rethinking of the norms of testimony, as well as the articulation of a set of virtuous dispositions that people would do well to cultivate in their capacity as conduits (not just sources or receivers) of information.

BACKGROUND During the COVID-19 outbreak, social media served as the main platform for information exchange, through which the Chinese government, media and public would spread information. At the same time, a variety of emotions interweave, and the public emotions would also be affected by the government and media. OBJECTIVE This study aims to investigate the types, trends and relationships of emotional diffusion in Chinese social media among the public, the government and the media under the pandemic of COVID-19 (December 30,2019, to July 1,2020) . METHODS In this paper, Python 3.7.0 and its data crawling framework Scrapy 1.5.1 are used to write a web crawler program to search for super topics related to COVID-19 on Sina Weibo platform of different keywords . Then, we used emotional lexicon to analyze the types and trends of the public, government and media emotions on social media. Finally cross-lagged regression was applied to build the relationships of different subjects’ emotions. RESULTS The highlights of our study are threefold: (1) The public, the government and the media mainly diffuse positive emotions during the COVID-19 pandemic in China; (2) Emotional diffusion shows a certain change over time, and negative emotions are obvious in the initial phase of the pandemic, with the development of the pandemic, positive emotions surpass negative emotions and remain stable. (3)The impact among the three main emotions with the period as the time point is weak, while the impact of emotion with the day as the time point is relatively obvious. The emotions of the public and the government impact each other, and the media emotions can guide the public emotions. CONCLUSIONS This is the first study of comparing pubic, government and media emotions on the social media during COVID-19 pandemic in China. The pubic, the government and the media mainly diffuse positive emotions during the pandemic. And the government and the media have better effect on short-term emotional guidance. Therefore, when the pandemic suddenly occurs, the government and the media should intervene in time to solve problems and conflicts and diffuse positive and neutral emotions. In this regard, the government and the media can play important roles through social media in the major outbreaks. At the theoretical level, this paper takes China's epidemic environment and social media as the background to provide one of the explanatory perspectives for the spread of emotions on social media. At the some time, because of this special background, it can provide comparison and reference for the research on internet emotions in other countries.

Open and distance learning (ODL) has created room for the emergence of virtual education. Not only are students found everywhere and anywhere undertaking their studies and earning their degrees, but geographical boundaries between nations no longer appear to have much relevance. As the new education paradigm irretrievably alters the way teaching and learning is conducted, the application of modern educational ICTs has a major role to play.

With students of transnational or cross-border education dispersed into various nooks and crannies of Botswana, many others enlist for the “home-baked” distance learning programmes from their diverse locations. Like the face-to-face conventional students, distance learners also have information needs which have to be met. But blocking the distance learners’ realization of their information needs is the digital divide, which further marginalizes the underclass of “info-poor.”

The survey method was used, and a questionnaire administered to 519 students of four tertiary level distance teaching institutions that met the criteria set for the study yielded a 70.1% response rate. The results showed that while the Government of Botswana has made considerable effort to ensure country-wide access to ICT, which now constitutes an effective instrument for meeting information needs, a number of problems still exist. The factors impeding easy access are unearthed. The findings of an empirical study portraying some learners as information-rich and others, information-poor, and the consequence of distance learners studying on both sides of the digital divide, are discussed. Suggestions on bridging the digital divide are offered.
