Domestic Violence and Sexual Assault Service Providers’ Perspectives on Nigerian Immigrants’ Domestic Violence Experiences

We investigated 13 domestic violence (DV) and sexual assault agency directors’ perspectives regarding Nigerian immigrants’ experiences of violence, DV-related service needs, and best strategies for providing those needs. Directors across five U.S. states were surveyed. Descriptive analyses showed the most common DV types were controlling behavior and cultural/traditional. The most important DV support needs were informational, informal, and legal. Formal support from DV agencies, support groups, and law enforcement was rated the most helpful strategies. Participants wanted to learn more about Nigerian immigrants’ DV experiences. Findings highlight implications for the development of Nigerian-specific DV services.

Sexual assault is a violent crime that traumatizes individual victims and endangers entire communities. Every victim of sexual assault deserves an opportunity for justice and access to the resources they need to recover from this trauma. In addition, many perpetrators of sexual assaults are serial offenders who also commit other violent crimes, including armed robberies, aggravated assaults, burglary, domestic violence, and homicides, against strangers and acquaintances. Criminal justice agencies have the power to create a strategic, sustainable plan for an improved response to sexual assault that aligns with current best practices and national recommendations. In this document, we define an “improved response” as an approach that supports effective investigation and prosecution of sexual assault cases, holds perpetrators accountable, and promotes healing and recovery for victims of sexual assault. This guide will help prosecutor and law enforcement agencies create a process with milestones, goals, and suggested actions, all designed to support a successful and sustainable approach for addressing sexual assault cases. Improving the criminal justice system’s response to sexual assault ultimately improves public safety and promotes trust between criminal justice agencies and the communities they serve.

Abstract Despite constructions of domestic violence, sexual assault, and stalking as discrete forms of violence, research shows that violence often co-occurs. Victims experiencing multiple forms of violence require different interventions from victims experiencing only one. Service providers’ understandings of domestic violence, sexual assault, and stalking as discrete, then, potentially undermine their goal of effective intervention. Drawing on 26 months of participant observation in an anti-gender-based violence nonprofit organization, I explore how advocates construct each form of violence as independent from the others. Results show that both organizational features, such as training curricula and organizational jurisdictions, and rhetorical strategies, such as an under-emphasis on co-occurring violence, contribute to the construction of each type of violence as discrete. This paper is of interest to researchers, practitioners, and policymakers committed to designing and implementing effective responses to gender-based violence. I also advance social problems theory, showing that organizational features, not just interactional processes, contribute to typification.

The goals of the current study are (a) to understand the community and state context in which STOP(Services* Training* Officers* Prosecutors)-funded victim service (VS) programs operate, (b) to assess the degree to which receipt of STOP funding for VS programs and the degree of state-level STOP agency support for collaboration among community agencies have led to improved program services and community interaction, and (c) to assess the degree to which improved interaction between community agencies leads to improvements for VS programs. The results show that community interaction between VS programs and other community agencies can improve VS program services as reported by service providers. In addition, the higher the pre-STOP levels of activity around violence against women issues in communities, the more agencies can enhance their service system with STOP funding. Also, STOP funding has facilitated greater levels of change for communities whose pre-STOP attention to violence against women was lower.

The roles of teachers and related service providers (e.g., speech-language pathologists, occupational therapists, physical therapists) are vital to skill acquisition and meaningful access to the general education curriculum for students who have been identified as having significant or extensive support needs. However, often delivery of instruction can become fragmented and disjointed as time for service providers to collaborate with team members is limited in rural schools. As a result, students with more extensive support needs may not receive adequate access to systemic and meaningful literacy instruction. This article will identify the obstacles as well as three strategies special education teams can use to improve communication and collaboration.

Summary The U.S. Trafficking Victims’ Protection Act of 2000 established specialized victims’ services and law enforcement directives to protect victims/survivors of sex trafficking through investigation and aftercare services. Yet, gaps remain in our understanding of services needed and the best approaches to improve outcomes. Using cross-sectional electronic survey data from 107 service providers to human trafficking victims across Missouri, this study examines (1) victims’ service needs, (2) agencies’ ability to provide services, (3) victim sub-populations that agencies are able to serve, and (4) the rural/urban availability of anti-trafficking services. Findings Service providers, including social workers, counselors, law enforcement, and medical professionals reported that the most needed services for victims included case management, counseling, crisis services, shelter, and medical assistance. However, out of 15 possible victim services, only two were provided in-house by the majority of agencies. Additionally, respondents identified populations they were frequently unable to serve including incarcerated victims, tribal victims of violence, and refugees and immigrants. Urban counties were served by a significantly higher mean number of respondents compared to rural counties. Applications Findings raise concerns that some of the most critical services needed for best practice response may not be easily accessible for victims, particularly in rural regions. In addition, many providers are tasked with addressing multiple service needs with limited resources. Efforts to increase cross-discipline training, interdisciplinary collaboration, and funding for basic services are needed to ensure adequate and accessible services for survivors. Recommendations for future research and coordination of an effective response are noted.

Social policies and services addressing domestic violence have been developed recently in South Korea but scarcely reported to the international audience. We adopted the empowerment perspective, comprehensively reviewing whether, and how, policies and services empower survivors in Korea. Survivor services and criminal justice responses have great potential for survivor empowerment in Korea. However, these services serve only a limited number of survivors, and police officers often do not arrest perpetrators even though it is encouraged by law. It is critical to increase the number of service providers and make sure that training for law enforcement personnel is fully funded and appropriately implemented nationwide.

The Lethality Assessment Program (LAP) aims to empower law enforcement officers to screen victims of domestic violence for potential lethality and connect them to service providers. This research surveyed domestic violence victims seeking legal services ( n = 141) to assess whether LAP receipt is associated with greater rates of self-protective measures, service use, or empowerment, and to examine victims’ perspectives on the LAP process. Findings indicate no relationship between receipt of the LAP and use of self-protective measures or victim empowerment, mixed evidence between receipt of the LAP and service utilization, and room for improvement regarding how law enforcement officers explain the LAP to victims. Implications are discussed.

Using survey data, we investigate perspectives of 80 program directors of domestic violence and/or sexual assault agencies regarding whether gathering specific information at intake is helpful in determining survivors’ needs for five service areas: legal advocacy, medical advocacy, support group, counseling, and shelter. We explore whether directors’ opinions of information-type usefulness differ by type of service agency (single- or dual-focus). Findings show directors perceive the information most helpful to early service provision includes survivors’ goals, experiences of violence and trauma, and health status. MANOVA results show no significant differences among directors from single- or dual-focus agencies.

Purpose The purpose of this study was to explore the perceptions of special education practitioners (i.e., speech-language pathologists, special educators, para-educators, and other related service providers) on their role as communication partners after participation in the Social Communication and Engagement Triad (Buckley et al., 2015 ) yearlong professional learning program. Method A qualitative approach using interviews and purposeful sampling was used. A total of 22 participants who completed participation in either Year 1 or Year 2 of the program were interviewed. Participants were speech-language pathologists, special educators, para-educators, and other related service providers. Using a grounded theory approach (Glaser & Strauss, 1967 ) to data analysis, open, axial, and selective coding procedures were followed. Results Three themes emerged from the data analysis and included engagement as the goal, role as a communication partner, and importance of collaboration. Conclusions Findings supported the notion that educators see the value of an integrative approach to service delivery, supporting students' social communication and engagement across the school day but also recognizing the challenges they face in making this a reality.
