Background: In accordance with recommendations from The United Nations’ Chief Executives Board of Coordination, several countries are in the process of reforming their punitive drug policies towards health-based approaches – from punishment to help. The Portuguese model of decriminalisation is generally seen as a good model for other countries and has been scientifically described in favourable terms, and not much scrutinised. Method: This article draws on foucauldian archaeological and genealogical approaches in order to understand and compare governance logics of the 19th century Norwegian sobriety boards and 21st century Portuguese commissions. In doing this, we problematize contemporary drug policy reform discussions that point to the “Portuguese model”, which aims to stop punishing and start helping drug-dependent people, are problematised. Findings: The Portuguese commissions investigate whether drug-using people are dependent or not. Dependency, circumstances of consumption and their economy are considered when the commission decides on penalising, assisting, or treating the person, or a combination of all this. This model was studied alongside the Norwegian sobriety boards mandated by the Sobriety Act that was implemented in 1932. Sobriety boards governed poor alcoholics. Authorities from the sobriety movement were central in creating sobriety policies that culminated in sobriety boards. The Portuguese commissions have similarities to Norwegian sobriety boards. They make use of sanctions and treatment to govern people who use illicit substances to make them abstain, with the view that this is emancipatory for these people. The different apparatuses have distinct and different ways of making up, and governing their subjects. Conclusion: This article contributes to debates on drug policy reforms and aims to investigate whether they might produce biopower effects of governance masked by an emancipatory language. There is a need for critical studies on drug policy reforms to avoid policies that maintain divisions and control marginalised populations.

Abstract Drug-induced thrombocytopenia was first described in the 19th century, yet our understanding of its pathogenesis continues to evolve. The list of drugs implicated in drug-induced thrombocytopenia is extensive and growing. Many, if not most, of these medications induce thrombocytopenia by immune mechanisms. Because the degree of thrombocytopenia can put patients at risk for serious bleeding, a prompt diagnosis is key to clinical management. The laboratory approach to diagnosing drug-induced thrombocytopenia is 2-pronged. First, nondrug causes of thrombocytopenia must be ruled out. Second, testing for drug-dependent platelet antibodies, available at specialized reference laboratories, often can identify the offending medication, although usually not in time for initial clinical management. Once a medication is suspected of causing thrombocytopenia, it must be discontinued promptly, and the patient should be monitored closely. Thrombocytopenia generally resolves quickly after offending medication withdrawal, and the prognosis of drug-induced thrombocytopenia is then excellent.

The basic aim of a drug policy is to ensure that effective and safe drugs of good quality are available to cover the health needs of a country. A national drug policy should be considered an integral part of any comprehensive health-care policy. The formulation of national drug policies varies even between similar countries because of conflicting interests and different political, economic, and social pressures. It is influenced by such factors as:the health situation of the country;the medical care system;the education and training of health personnel;the social security and health-insurance schemes;drug research and development possibilities;the domestic production of drugs;the determination of the demand for drugs;the system of drug distribution;the possibilities for evaluation and control of drugs; andinternational policies on medicinal products.

The 19th century also witnessed a plethora of innovations in medicine that led to the rejection of the theory of miasma giving rise to a new perspective on human body and the diseases thereof which facilitated substantial study on tropical medicine and diseases by the imperial administration. Few contemporary novels bear testimony to this advancement of medicine and the advent of natives in the military and civil medical services. The paper, in question, will utilise one such novel that is, Banaphool’s Agniswar as an entrepot to question the absence of women in the evolving 19th century colonial medical discourse as active beneficiaries. It would seek to establish that women suffered worse than their male counterparts as their diseases were considered to be private affairs to be dealt exclusively within the confines of the household. The paper will commence by classifying contemporary females under three heads that is Memsahibs, Bhadramahilas, and the rest followed by studying them on the basis of Edward John Tilt’s Health in India for British Women, the case of Queen Empress vs Hurree Mohun Mythee, 26th July, 1890, and finally Ranajit Guha’s Chandra’s Death. To sum up, the female bodies will be studied as homogenous, dehumanized, and malleable, spaces appropriated by the males both native and colonial, to serve as sites of performative resistance against polluting mutual influences. Additionally, as female bodies they were intended to be ideologically consumable objects embodying the discourses of purity of the respective civilizations. Protecting the female body, claiming ownership, and control followed by the apathy of the colonial administration will be demonstrated as a reflection of medicine and public health in colonial India as a selective enterprise seeking to maximize economic and political gains.

Nation and empire are intriguing conceptual frameworks for the study of the historical persistence of Atlantic entanglements—especially in the northern hemisphere. The Atlantic might generally be understood to have interlocked the Americas, Africa, and Europe from the beginning of European westward exploration until the official end of both slavery and European imperialism on Northern American soil. But Atlantic ideological battles extended well beyond the 19th century. Today, they are alive and kicking once more. As conceptual frameworks nation and empire organize ideas of belonging, community building, and social cohesion. In addition, they are short-hands for distinct, in fact competing, forms of political and economic hegemony. Since mechanisms of exclusion and seclusion have forged, delimited, and expanded nations as much as empires, this bibliographical essay will focus on studies that draw attention to the commonalities of nation and empire. Within the framework of the (Northern) Atlantic, nations and empires lose their cohesive and exclusivist aura, inviting persistent, if contrastive, comparisons of connective as well as divisive modes of transportation, exchange, and intellectual as well as cultural transformation. The idea of nation evokes several meanings: First used in Anglo-Norman and Middle French to denote birth, lineage, or family, the idea of the nation helped to lay the ground for modern-age ideas of race and biological descent. As a social and cultural concept, the nation organizes communities around questions of kinship, belonging, and culture until today. From the 19th century onward “nation” simultaneously described a political formation established by and for its diverse population. Empire likewise has many layers: etymologically speaking the word is used to speak about extensive territories controlled by a single ruler; politically speaking the term describes a system governed by ideas of supreme sovereignty and extensive subjection or domination; socially speaking it relates practices of command and control. Culturally speaking, empire denotes complex communication among communities with various degrees of authority and power. Scholarly analysis often delineates historical trajectories. From a Eurocentric perspective the New World attracted competing communities of settlers, planters, and traders, rewarding both an unbridled sense of possibility and the ambition to emulate and yet outdo European models. In this ambiguous setting the idea as well as institutional offsprings of empire proliferated long after empire officially ended with the First World War. With the return of empire (and nation) as imaginaries for new forms of coercion and collaboration, future scholarship will need to trace the Atlantic and its history of entanglements well into the 21st century.

This paper describes selected accounting records of the Tudor Ice Company which were devised to manage and control the far-flung business activities of Frederic Tudor, a 19th century entrepreneur who has been called America's first monopolist. Tudor's business genius lay in developing methods of harvesting, transporting, storing, and marketing commercial quantities of ice taken from New England ponds and shipped to tropical ports around the world. Frederic Tudor employed relatively sophisticated accounting techniques to analyze and control transportation costs and the costs of product shrinkage. He also routinely analyzed and translated foreign currency transactions for his geographically dispersed operations and evaluated the impact of competition on his operations.

While the opening up of the city and the loss of neighborhood identity was not universally lamented, many planners, sociologists, and social reformers reacted to the decline by trying to plan the neighborhood back into existence. Essentially the response to industrial capitalism was to apportion cities into manageable units and subunits—segmented, patterned, sorted into equal-size circles, squares, or hexagons at regular intervals, nested into hierarchical arrangements, often with mathematical precision. The quest for order and control manifested as the neighborhood unit—an urban partitioning that even ancient cities had practiced. In the 19th century, garden cities, model villages, and other idealized units were the more immediate precursors of the 20th-century version: relatively self-contained neighborhoods that had access to services, social life, and nature.

In the past decades, Europe has been the site of multiple drug policy innovations and cannabis policy experimentation. Most of the policy reforms in this area are taking place at the national and subnational levels. They have not resulted from agreements or harmonization initiatives at the EU level, but rather from bottom-up adoption of cannabis policies and practices that deviate from punitive approaches. Cannabis regulation has been only marginally debated by European institutions and is not discussed in depth in any EU document. On the one hand, the diversity of European drug policies is a positive development: it serves as a policy laboratory and reflects adaptations to local contexts in light of drug market-related challenges. On the other hand, a greater EU consensus would be helpful for policy coordination and international engagement.

Especially that of the Manila Galleon, the main source of income for the colony. These article deals with the construction of the Royal Navy, whose implantation and development was not possible until it was entrusted to officers of the Navy from the second half of the 18th century. The effort of these men laid the foundations for the Navy to contribute to the conservation of the Philippines during the 19th century.
