In the modern economy of Russia, the level of remuneration of workers with higher education significantly exceeds the average level of wages. The level of remuneration of workers with a secondary vocational education practically does not exceed the average level of remuneration for workers with a secondary general education. The level of remuneration of workers having an average professional and general education significantly reduced in relation to the average level of remuneration. The influence of practical experience on the accumulation of human experience is significantly reduced. The most important role in the formation of human capital has a higher education, which allows obtaining fundamental training. The formation of a lower level, which does not provide fundamental training, experience in practical work, is losing its significance.

The study of the influence of the Federal laws adopted in Russia on the rate of economic growth made it possible to establish that since 2005, lawmaking has hindered the growth of the Russian economy. In the work, a model of the dependence of the rates of economic growth on the number of employees of state authorities and local self-government obtained. The model shows that the number of employees of state authorities and local self-government determines the rate of economic growth by one third, and the increase in their number causes a decrease in the rate of economic growth. Excessive number of employees of state authorities and local self-government, enforcing these laws, inhibits economic growth. To assess the possibility of increasing human capital due to the functioning of the education system, the value of the «education premium» estimated. The obtained results of the assessment of the «premium for education» indicate that the education system in modern Russia is losing its role as a means of forming human capital. In the period from 2009 to 2019, premiums for secondary vocational, secondary (complete) general and basic general education were completely lost. The premium for higher education has more than halved; by 2027, the premium for higher education for employed workers will also be completely lost. The loss by the institution of education of the role of a means of forming human capital is due to continuous ineffective reforms in education.

The essence of the educational complex of the Kherson region as a holistic socio-geographical formation is revealed. The importance, role and place of the educational complex in the economic and social development of the territory are highlighted. The most important factors in the formation of the educational complex are revealed. The attention is paid to the deterioration of the demographic situation and its impact on the development of education. The specific of the branch structure of the educational complex is characterized. The analysis of territorial features of functioning and placement of components of the educational complex: pre-school education, general secondary education, out-of-school education, vocational education, higher education, postgraduate education, post-graduate and doctoral studies, self-education, lifelong education. Particular attention is paid to the territorial differentiation of the network of preschool and general education institutions. The dynamic of the number of MES in the region and the problem of uneven placement is traced. The tendency towards the decrease in the number of general educational institutions is revealed, which is the result of a decrease in the number of students due to the deterioration of the demographic situation. The process of formation of basic educational institutions and the impact on them of united territorial communities are described, the system of vocational education is characterized, characteristic features of the development of higher education, placement of the network of institutions of higher education, types of training of specialists are determined, the main forms of preparation of scientific and scientific and pedagogical personnel are singled out. High-level qualifications in the field: post-graduate and doctoral studies. The attention is paid to the increase in the demand for higher qualification specialists. The modern transformational processes in the development of the educational complex of the region are highlighted. The main problems are described and perspective directions of further development of the educational complex are grounded.

Modal manusia berpengetahuan dan berkemahiran merupakan indikator penggerak kepada perkembangan ekonomi negara. Justeru itu, institusi pendidikan memainkan peranan penting dalam penyediaan perkhidmatan pendidikan untuk melahirkan produk modal manusia seperti mana yang dikehendaki oleh industri. Tujuan kajian dijalankan adalah untuk membuat penilaian perkhidmatan pendidikan dalam kalangan pelajar aliran Pendidikan dan Latihan Teknikal dan Vokasional (TVET) di IPTA dalam aspek penerimaan dan perbandingan kepuasan perkhidmatan pendidikan berdasarkan demografi jantina. Populasi kajian yang dilibatkan seramai 6252 orang pelajar dengan saiz sampel seramai 448 sampel. Kajian ini melibatkan kaedah pensampelan rawak berstrata dengan menggunakan instrumen soal selidik sebagai kaedah pengumpulan data. Kebolehpercayaan instrumen adalah baik pada nilai alfa Cronbach = 0.887 bagi kualiti perkhidmatan institusi pengajian dan nilai alfa Cronbach = 0.918 bagi kualiti perkhidmatan latihan dan amali. Analisis deskriptif yang dilibatkan adalah min, peratusan dan kekerapan manakala analisis inferensi melibatkan pengujian MANOVA sehala. Hasil dapatan menunjukkan tahap kepuasan perkhidmatan pendidikan yang sederhana dan tidak terdapat perbezaan yang signifikan kepuasan perkhidmatan pendidikan berdasarkan demografi jantina. Penemuan kajian jelas menunjukkan bahawa IPTA perlu meningkatkan keberkesanan pelaburan dalam perkhidmatan pendidikan yang ditawarkan dalam usaha mempromosikan pendidikan tinggi di negara ini.   Kata kunci: Jantina, kepuasan perkhidmatan pendidikan, pendidikan tinggi, penilaian, TVET   ABSTRACT A knowledgeable and skilled human capital is a driving indicator of the country's economic development. Hence, educational institutions play an important role in the provision of educational services to produce human capital products as required by industry. The purpose of the study was to evaluate the educational services among Technical Vocational Education and Training (TVET) university students in terms of acceptance and delivery satisfaction based on gender demographic. The study population involved 6,252 students with a 448 sample size. This study involved random stratified method, and questionnaires were used to collect data. The reliability of the instrument is good as Cronbach's alpha value = 0.887 for the quality of the institution's services and the alpha value of Cronbach = 0.918 for the training and practical service quality. Descriptive analysis involved mean, percentage and frequency while inference analysis involved one-way MANOVA testing. The finding shows that the level of satisfaction of education services is moderate and there is no significant difference in satisfaction of educational services based on gender demographic. The author considers the questions relating to the formation of lawyers’ professional traits from the point of view of the significance which human capital and investment in this capital hold in contemporary times. It follows from the analyses, which were carried out, that the dire need for taking up actions with the aim to shape lawyers appears one of the most vital tasks. This requires taking into account visible trends in the changing job market. Another aspect results from the need for multilevel qualifications and conditions behind lawyers’ actions and their decisions. Thus, colleges of higher education which educate prospective lawyers, as well as lawyers’ corporations, are confronted by challenges of forming, in young people, features that are indispensable for them to be valuable lawyers and not only executors of simple activities. The author points to the fact that lawyers need shaping because, among others, during their whole social lives and realization of professional tasks their personality traits and potential related to communication will constantly manifest through accepting and following or rejecting and opposing values, principles, reflexions, empathy, sensitivity, the farthest-fetched imagination, objectivism, cooperation, dialogue, distancing themselves from political disputes, etc. Students of the art of law should be characterized by a changed mentality, new vision of law – service to man, and realization of standards of law, as well as perception of the importance of knowledge, skills, attitudes and competences.

In this study, an attempt has been made to estimate the incidences of job mismatch in Pakistan. The study has divided the job mismatch into three categories; education-job mismatch, qualification mismatch and field of study and job mismatch. Both the primary and secondary datasets have been used in which the formal sector employed graduates have been targeted. This study has measured the education-job mismatch by three approaches and found that about one-third of the graduates are facing education-job mismatch. In similar, more than one-fourth of the graduates are mismatched in qualification, about half of them are over-qualified and the half are under-qualified. The analysis also shows that 11.3 percent of the graduates have irrelevant and 13.8 percent have slightly relevant jobs to their studied field of disciplines. Our analysis shows that women are more likely than men to be mismatched in field of study. There are following prerequisites outlined in this article: worldwide democratization trend; complexity of structures of social systems; growing needs in human capital development; autonomy of national higher education institutions; civilizational problem of Ukraine in national elite. Conceptual problems on a road to real democracy in higher education institutions were actualized and analyzed. Determined and characterized three models of higher education institutions activities based on the level of democratization needs of their social environment as: negative, neutral and favorable.
