Considering Territorial Agendas of the EU in context of Rising of Territorial Dimension of Cohesion Policy

The Treaty establishing a Constitution for Europe ads territorial cohesion as Union’s third goal, beside economic and social cohesion and lists it as a shared competence. In the other hand, the Lisbon Strategy aims to turn Europe into the most competitive area of sustainable growth in the world and it is considered that the Territorial cohesion policy should contribute to it. This paper is structured by a descriptive language while deduction method is used. It refers to official documents, strategies, agendas and reports, as well as books, articles and assessments related to topic. This paper covers all of two Territorial Agendas as well as the background of territorial cohesion thinking and setting process of territorial cohesion policy.

Abstract The processes of deepening economic integration and regional development contribute to the intensification of inter-regional disparities. The EU’s efforts to achieve cohesion are intended to contribute to lifting the level of socio-economic development, improving the quality of life of residents, and also solving emerging problems, including social ones, so that the benefits of growth spread evenly across the EU. This inevitably has the implication, in the name of solidarity principle, of the need to provide support to countries and regions at a disadvantage to achieve cohesion within the EU. The Union promotes economic, social and territorial cohesion among Member States (MS) through grants of financial assistance and in the many benefits achieved from the implementation of EU policies. One of these policies is the cohesion policy, the aim of which is to achieve a social, economic and territorial cohesion within the Union. This paper aims to identify current perceptions of cohesion in the EU. Here we will argue that there is no conflictual relationship between economic and social cohesion; that both dimensions are self-reinforcing, and economic cohesion presupposes social cohesion. The paper also discusses the socio-economic cohesion of Poland and its regions against the background of the new EU MS. It will also assess the contribution of EU cohesion policy in the socio-economic development of Polish regions.

The article is devoted to the study of the implementation of territorial cohesion policy in the European Union in order to achieve a secure regional coexistence. In particular, the regulatory and institutional origins of territorial cohesion policy in the EU are considered. The evolution of ontological models of cohesion policy has been outlined. Specifically, the emphasis is placed on the key objective of political geography – effectively combining the need for "territorialization" and the growing importance of networking. The role of urbanization processes in the context of cohesion policy is highlighted. Cross-border dimensions of cohesion policy in the context of interregional cooperation are explored. Particular emphasis is placed on the features of integrated sustainable development strategies.

This chapter provides a broad analysis of the EU's development strategies from Lisbon to EU 2020. The purpose of the chapter is to make a comparison among development strategies of the EU and to reach the answer of the question; if EU 2020 will be a new future for the EU? For this aim, the author focuses on three questions: what is the connection between the globalization and the EU? Has the EU answered to the challenges of globalization or post Fordist transformation with Lisbon Strategy? Lisbon Strategy which was reformed two times was a failure, what were the reasons of launching the EU 2020 strategy? The first one is related to the economic transformation of the world and economic decline of the EU during the 1980 to 2000s. The second one is related to the EU's structural weakness. The third one is related to the future of the EU.

: The starting of DDT production during World War II signalized also the beginning of very rapid increase in pesticide use. Pesticides applied in the control of invertebrates are insecticides. On the other site, vertebrates are controlled by rodenticides killing rodents, avicides are applying to repel birds and piscicides are used in fish control. Herbicides are most important in agriculture by plants cultivation,fungicides are useful in killing fungi, bactericides are used against bacteria, slimicides against slime- cusing organisms in water and algicides against algae. Many pesticides which were used in agriculture last 30-40 years ago are no longer authorised and have been replaced by pesticides on non-chemical basis. Currently, the aim of the REACH Regulation in European Union is to provide better protection for humans and the environment from possible chemical risks and to promote sustainable development. The European Chemicals Agency established under this regulation and based in Helsinki, is responsible for managing the technical, scientific and administrative aspects of REACH, and for ensuring consistency in its application (www.europarl.europa.eu). In order to enhance the level of protection of human health and the environment, the same criteria for identifying, and labels for describing, chemical hazards should be used throughout the EU and the world (www.europarl.europa.eu). This contribution briefly refers about the pesticides classification and their most commonly used detoxification.

In March 2012, the European Commission adopted a Communication on the external dimension of EU social security coordination. On the one hand, the Commission explained that social security coordination between the EU and rest of the world is dealt with at a national level. On the other hand, the Commission argued that a common EU approach to social security coordination with third countries was under development. This common EU approach to social security coordination consists of a number of elements. One element relates to Association Agreements and Stabilisation and Association Agreements. These Agreements and specific Decisions taken by Association Councils (established by such Agreements) stipulate rules, which govern social security coordination for workers and their families, who move between the EU and the associated country. According to the Commission, once the Association Council Decisions are adopted, the common EU approach to social security coordination will be implemented. Six years after the publication of the 2012 European Commission Communication, questions arise as to whether or not the Association Agreements have been implemented, and the reasons for this. This article seeks to examine and contrast selected Association Agreements and Stabilisation and Association Agreements (SAAs), which provide social security rules for the nationals of the contracting parties. These will include the Ankara Agreement concluded with Turkey, the Euro-Mediterranean Agreements with Algeria, Morocco and Tunisia, and the SAAs with the Balkan countries. The aim of this article is to provide an overarching overview of the different legal positions that third-country nationals may rely on, based on their nationality, and to explore whether or not Association Agreements have been implemented in terms of social security coordination rules.

The aim of this article is to generate a debate on the definition and application of the territorial approach of future EU Cohesion Policy. Territorial cohesion, its instruments and tools have formed a specific ‘paradigm’, ‘disciplinary matrix’ and ‘vocabulary’. However, a peculiar dichotomy resonates: the EU’s global economic competitiveness objective is (usually) confronted by its territorial cohesion objectives. Permanent failure is generated and anomalies of the territorial cohesion paradigm are on the rise. Are we at the threshold of a new scientific revolution inside the EU and within its territorial cohesion matrix?

In the years before the Covid-19 crisis confronted the world with unprecedented challenges, the EU showed two sides of itself: On the one hand, it gave cause for hope, having overcome several crises and presenting itself to the world as a defender of multilateralism and a stronghold of democracy. On the other hand, however, its weaknesses remained visible: its lack of coherence in foreign and security policy; its insufficient influence in its neighbouring regions; and its internal contradictions with regard to upholding the rule of law among its member states.
