The paper studies the institutional influence of academics in Argentina within a context of increasing external control as a consequence of deep public reforms in the Higher Education system. Drawing on data from the Academic Profession in the Knowledge-Based Society (APIKS) survey, the aim is to analyse how much and in what sense the recent changes on the public policy level and the intermediate level of the state agencies have affected the academic profession in Argentina over teaching, research and social engagement activities, and its effects over the perception of institutional influence. Although we assume that academic power has been reduced within the new scenario, we believe that not all academics have responded in the same manner.

This paper discusses the relationships between the current situation of professors of higher education institutions in Brazil and the changes that have come about in the Brazilian educational system as it has been affected and guided by neoliberal ideology principles through influence of International Organizations such as the World Bank and the IMF. Concepts like globalization, global governance and neocolonialism in the field of educational policy making achieve strong relevance as one intends to understand and explain the roots that are in the origins of the situation which academic professorate faces in countries like Brazil as well as in many others across the world. As part of this broader world and global context, Brazilian professors have to face similar, and sometimes even tougher challenges, as educational policies regulated by a new educational act have been implemented in the country throughout the last fifteen years. Under the influence of neoliberal ideas, massification and diversification in the higher education system have led to what many scholars call a state of fragmentation of the academic profession, which is characterized by increasing bureaucratization, heavy accountability requirements, inadequate remuneration and insufficient intellectual preparation to meet academic demands. Accountability and university bureaucratization have reduced teachers’ autonomy. The development with the greatest impact on the academic profession is the growing amount of professors with unstable and part-time appointments. As an apparent symptom of the decline of the status of the professoriate, they are paid a low salary to teach a few courses. In such a context, the value of academics is declining and new generations have been unwilling to embrace the academic career. Having well-trained, fairly paid and academically engaged faculty members is as crucial as ever, since countries count on good professors to prepare and form young people to be actively involved in the knowledge-based economy and in the information society.

The current study, after shortly introducing the manner in which the National Strategic Reference Framework has being conceived for meeting the EU Regional and Cohesion objectives, presents in a concise manner the architecture of the Operational Programmes in Romania for the financing exercises 2007-2013 and 2014-2020. The first financing exercise has been critically analysed and a list of systemic risks is presented, in connection to the lessons learned for the new financing exercise. Further on, the paper presents the main directions under which the public higher education institutions accessed EU funds via various projects and identifies the main institutional risks for their implementation. The authors consider defining risk institutional profiles for a significant lot of public universities by introducing “soft” and “hard” sets of indicators. After assessing these profiles, recommendations for adapting the organizational structure will be depicted in order to help a softer implementation of the accessed projects.

The paper investigated the perceived influence of students’ demographic variables on their access to financial aids in public Universities in Rivers State, Nigeria. Six questions were formulated to guide the study and five hypotheses tested at 0.05 level of significance. The design adopted for the study was an analytical survey. The population of the study included 78, 216 students (34,997 male and 43,219 female) in the three public Universities in Rivers State. The sample of the study covered 791 students (Male= 395 and Female= 396) selected through the random sampling technique while Taro Yamane method of sample size determination was used for determining the sample size. The instruments used for collecting responses from students were questionnaire and a ten items interview schedule. The research questions were answered using frequency, percentage and cumulative percentage. Findings of the study revealed that students’ demographic variables have an influence on their access to financial aids in public Universities in Rivers State, Nigeria. The implication of this is that the government’s expenditure on education will continue to increase in the absence of these alternative financial aids in the public Universities in Rivers State, Nigeria.

Strategic innovation is a strategic tool that can be used to align the institution’s resources and capabilities with opportunities in the external environment in order to enhance survival and long term success of the organization.  Innovation promotes use of technology consequently impacting positively on service delivery. Public universities reforms have been a necessary and on-going policy objective for the Government of Kenya. Innovation as one of the approaches to the reforms is intended to induce an overhaul the public university system to better serve the needs of both government and the citizens with improved delivery of public services. In Kenya technology in public institutions has not been effectively used to enhance service delivery more so institutions where technology use has been embraced, its impact on service delivery has not been assessed effectively. This study applied the institutional theory, diffusion of innovation theory and stakeholders theory of management to determine how strategic innovation at Kenyatta University impacts on service delivery. The general objective of this study therefore was to determine the effect of strategic innovation on service delivery in Kenyatta University. Specific objectives included finding out the influence of eLearning, online student registration and use of e-messaging services on service delivery in Kenyatta University. A population of 72,000 students admitted to Kenyatta University was used from which random sampling was conducted to a sample of 200 students using Nassiuma’s formula. Data was collected by disbursing physically the questionnaires to the students. Descriptive and regression analysis was conducted using SPSS 22 to provide findings on the study. The study conducted a multiple regression analysis to estimate the model for the study. The study had a coefficient of correlation R of 0.912 an indication of strong of correlation between the variables and a coefficient of adjusted R2 was 0.814.This means that there was a significant correlations between the variables and service delivery at Kenyatta University however other factors that are not considered in the research paper contribute approximately 18.6% of the service delivery at Kenyatta University. Therefore, a very extensive further research is highly required to investigate and come up with other factors of the viability to service delivery at Kenyatta University. The study concluded that the strategic innovation of the public universities ranges from the products and services offered and is determined by the technology that is revolutionizing the current global world and has improved the service delivery at Kenyatta University. A strategic innovation brings a lot of advantages and has a great impact on human and business daily life. Therefore, strategic innovation development is the best choice in helping higher institution of learning stay on track.

The chapter documents patterns of both change and continuity in the structure of big business in Israel in the neoliberal era, and the role of state agencies vis-à-vis big business. Specifically, it discusses how privatization, financial liberalization, and direct and indirect state subsidies have contributed to the dominant position of large enterprises and business groups in the Israeli political economy. While neoliberal policies have served the interests of private capital and business groups, they were actively driven by state agencies seeking to regain autonomy by withdrawing unselective and burdensome state subsidies, and by shrinking and depoliticizing the public sector.

Partnerships have become established as a significant vehicle for the implementation of rural development policy in Britain. In promoting new working relationships between different state agencies and between the public, private, and voluntary sectors, partnerships have arguably contributed to a reconfiguration of the scalar hierarchy of the state. In this paper we draw on recent debates about the ‘politics of scale’ and on empirical examples from Mid Wales and Shropshire to explore the scalar implications of partnerships. We investigate how discursive constructs of partnership are translated into practice, how official discourses are mediated by local actors, the relationship between partnerships and existing scales of governance, and the particular ‘geometry of power’ being constructed through partnerships. We argue that the existing scalar hierarchy of the state has been influential in structuring the scales and territories of partnerships, and that, despite an apparent devolution of the public face of governance, the state remains crucial in governing the process of governance through partnerships.

Purpose – This paper aims to analyze and illustrate achievements and challenges of Ethiopian higher education, both at the system level and at the level of new public universities. Design/methodology/approach – Achievements and challenges at the system level are based on literature review and secondary data. Illustrative case studies are based on university data and interviews with university representatives. Findings – The Ethiopian higher education system has increased its enrollments substantially. The construction of 13 new universities that started enrolling students around 2007 contributed greatly to this achievement. Challenges accompanying this growth lie in funding, quality and quantity of staffing, teaching practices, research and community service, quality assurance and gender balance. Originality/value – The present study contributes to existing literature by describing case studies illustrating challenges and achievements in new public universities in Ethiopian higher education.

Considering place-based participation a crucial factor for the development of sustainable and resilient cities in the post-digital turn age, this paper addresses the socio-spatial implications of the recent transformation of relationality networks. To understand the drivers of spatial claims emerged in conditions of digitally augmented spectacle and simulation, it focuses on changes occurring in key nodes of central urban public and semi-public spaces of rapidly developing cities. Firstly, it proposes a theoretical framework for the analysis of problems related to socio-spatial fragmentation, polarisation and segregation of urban commons subject to external control. Secondly, it discusses opportunities and criticalities emerging from a representational paradox depending on the ambivalence in the play of desire found in digitally augmented semi-public spaces. The discussion is structured to shed light on specific socio-spatial relational practices that counteract the dissipation of the “common worlds” caused by sustained processes of urban gentrification and homogenisation. The theoretical framework is developed from a comparative critical urbanism approach inspired by the right to the city and the right to difference, and elaborates on the discourse on sustainable development that informs the United Nations’ New Urban Agenda. The analysis focuses on how digitally augmented geographies reintroduce practices of participation and commoning that reassemble fragmented relational infrastructures and recombine translocal social, cultural and material elements. Empirical studies on the production of advanced simulative and transductive spatialities in places of enhanced consumption found in Auckland, New Zealand, ground the discussion. These provide evidence of the extent to which the agency of the augmented territorialisation forces reconstitutes inclusive and participatory systems of relationality. The concluding notes, speculating on the emancipatory potential found in these social laboratories, are a call for a radical redefinition of the approach to the problem of the urban commons. Such a change would improve the capacity of urbanism disciplines to adequately engage with the digital turn and efficaciously contribute to a maximally different spatial production that enhances and strengthens democracy and pluralism in the public sphere.
