Objective: The purpose of this article is to analyze the current status of academic honesty, improvement of its organizational and legal principles. Method: To achieve this goal, such methods as logical-legal and systematic, dialectical and dogmatic, formal-logical, comparative analysis, was used. The interrelated application of these methods led to the science-based conclusions and suggestions. Results: The issues of the essence and significance of academic honesty, the current status of these issues problematic aspect, as well as the ways of qualitative improvement of the legal and organizational principles of academic honesty have been researched. It has been argued that academic honesty is an integral part of both ensuring the quality of higher education and conducting research. The legislative and doctrinal definition of the concept of «academic honesty» has been provided; the types of responsibility for the violation of academic honesty have been defined. Issues related to the formation and functioning of an atmosphere of mutual respect among scholars have been considered both to their own scientific works, and to scientific works of their colleagues. Conclusions: Based on the results of the conducted study, propositions to improve the legal principles for ensuring academic honesty in Ukraine have been formulated.

Актуальность заявленной проблемы обусловлена повышением качества системы непрерывного образования на современном этапе его модернизации. Цель статьи заключается в раскрытии традиционных подходов к оценке качественных показателей современного образования. Представлен анализ существующих трактовок дефиниции «качество образования»; раскрыто проблемное поле зарубежных исследований, связанных с качеством высшего образования; рассматриваются качественные характеристики образования в зарубежных университетах. В статье с позиций отечественных ученых отражены основные критерии качества высшего образования; выделены существующие недостатки, связанные с качеством образования в России на этапе реформирования в направлении интеграции в мировое образовательное пространство. На основе анализа социологических исследований раскрыты основные проблемы, связанные с качеством высшего и общего среднего образования. The urgency of the stated problem is due to the improvement in the quality of the continuous education system at the present stage of its modernization. The purpose of the article is to reveal traditional approaches to assessing the quality indicators of modern education. The analysis of existing interpretations of the definition of "quality of education" is presented; the problematic field of foreign studies related to the quality of higher education is revealed; the qualitative characteristics of education in foreign universities are considered. The article reflects the main criteria for the quality of higher education from the standpoint of domestic scientists; highlighted the existing shortcomings associated with the quality of education in Russia at the stage of reforming towards integration into the world educational space. Based on the analysis of sociological research, the main problems associated with the quality of higher and general secondary education are revealed.

This chapter presents the definition of relevant terminology and a conceptual model of the basic terms. The chapter starts with the presentation of research in the area of dependability. Based on this, Web service concepts related to the dependability are introduced. The presentation leads into a statement identifying individual quality-of-service (QoS) characteristics for forming dependable Web services. Then, the chapter discusses the current status quo in the area of QoS-aware Web services. This part is divided into three subparts: description, management, and monitoring. This also identifies ongoing efforts as well as efforts that do not show present activity. By this discussion, this chapter puts research about dependability in relation with ongoing QoS-related efforts in the Web services domain. Thus it identifies how these efforts can be combined in order to form a dependable Web services platform.

The peculiarities of administrative and legal principles of foreign investment from the point of view of complex analysis have been considered, considering the current stage of historical development of the state system. Taking into account doctrinal research and own scientific achievements, it has been determined that nowadays it is extremely urgent to implement the whole set of practical measures aimed at achieving qualitative changes in the issues of attracting foreign investment and strengthening the control over the quality level of investments in the economy of Ukraine from the standpoint of administrative and legal principles. It has been determined and proved that it is expedient to apply the phased approach of administrative and legal regulation of foreign investment – two-step assessment of the quality of foreign investments. In particular, the investor should be evaluated at the first step. This means that the purpose and goals of his investment activity, as well as his investment, business and economic reputation must be assessed. The second stage begins with the evaluation of the investment project, the priority for the economic development of the territorial community, the level of innovation, environmental compatibility, payback period, value of investments, etc. The basis for this approach should be the system for evaluating the quality of the subjects and objects of the investment process. The result of applying this approach should be the definition of the quality of the investment project and definition of the priority for its implementation in accordance with territorial interests. In this regard, it would be appropriate to make a clear distinction between the functions and responsibilities of the institutions that are going to assess the quality of the investments. According to the author, it would be rational to expand the main directions of activity of the Ukrainian Center for Foreign Investment Promotion and to create a special department that would deal with the quality control over the relevant foreign investments coming to the Ukrainian economy. The same structures should be formed at the local level.

Higher education in Ukraine, as one of the prerequisites for national security and competitiveness of the country, needs to be reformed, first of all in the context of improving the quality of educational services. Educational quality studies have confirmed that the educational system does not adequately address the needs of customers and those who receive education. In this regard, the purpose of the article is to study the theoretical aspects of the institutional provision of the quality management process of higher education. Methods of dialectical cognition, comparative analysis, content analysis and a comprehensive approach to the analysis of transformations in the field of higher education are used in this work. A prerequisite for ensuring the quality of higher education is the definition of the hypostasis of the relevant procedures, among which process, functional and evaluation are identified. It is established in the article that the institutional environment in the field of education is an ordered set of legally established norms and informal rules that determine the conditions for the functioning of institutions of higher education, structure the relationship between the subjects of the educational process and are formed within the educational system. The article deals with a wide network of organizations that form the institutional environment of the national higher education, which, according to the levels of government, are divided into international, national, regional and local. It is noted that state agencies for ensuring the quality of education have the largest share in the formation of the institutional environment of the educational sphere. This often leads to a conflict of interest of stakeholders, which can be solved by the introduction of the Institute of Independent Educational Auditors.

Introduction: For the educational world to achieve its existence and taste of creation and existence, there is always that need to promote and expect quality education, and this can only be realized through the analysis of its basic concept and formalities put in place. It is in this lane that an article and research is considered necessary. Purpose: To recognize the undeniable importance of creating a reliable and transparent system of accreditation of educational institutions, the introduction of an independent system of education quality assessment, by the way of scientific analysis and comparison. The subject matter of the article consists in the concepts and forms of the quality of higher education. Methodology: Based on the analysis of scientific points of view, the authors have suggested their own definition of the concepts of “quality of higher education” and “form of assessing the quality”. The classification of forms of assessing the quality of education has been provided and its procedural forms have been defined. Conclusions: The authors have formulated propositions for improving the accreditation process in Ukraine. It has been noted that the issues related to the process of providing education in Ukraine are currently under close attention of both state authorities and international experts and public organizations.

In the article the challenge of developing a quality profile of the national higher education is analysed, the causes of the problem occurrence and prospects for its solution are clarified. The problem is considered, primarily, in the aspect of finding out the best university practices both as a whole, and on subject areas that is important for competitive development. It is argued that in 1990-2019 the Ukrainian higher education grew quantitatively and chaotically with a simultaneous loss of competitive quality. As a result, the country has a fragmented and dispersed, over-duplicated, profile-inadequate, institutionally and resource-weak, researchpoor, and ultimately insufficiently capable to carry out its mission network of higher education institutions. Therefore, according to the ARWU rating, Ukraine is identified as a white spot in Europe, which does not fall into the list of 60 countries in the general version and 90 countries in the sectoral (subject) version of this rating. This situation is largely due to the lack of a system of mechanisms for monitoring and evaluation, assurence and improvement the quality of higher education. In contrast to the best practices of progressive countries, Ukraine does not have developed classification, framework, association, and rating mechanisms. Accreditation mechanisms do not cope and in principle cannot cope with the systematic diagnosis and effective motivation of the quality of higher education in the entire range of quality – from the minimum threshold to the breakthrough most perfect. To form a benchmark and justify the way out of the crisis, the best world achievements are considered in detail, Ukraine and USA are compared. Based on the case of the standard Harvard University the determination of the profile of a university quality is illustrated. The definition of the category “higher education quality profile” is given.

This study discusses Islamic-based leadership in improving the quality of Higher Education management at IAIN Bone and IAIN Pare-Pare. The problems examined in this research are: (a) How is the Islamic-based leadership approach in improving the quality of Higher Education management at IAIN Bone and IAIN Pare-Pare, (b) How is the quality of Higher Education in IAIN Bone and IAIN Pare-Pare. The results showed that the Islamic-based leadership approach in improving the quality of Higher Education management at IAIN Bone and IAIN Pare-Pare applied Islamic values both in decision making, division of labor, direction, communication, giving awards, and giving sanctions. The values applied in the development of Higher Education management at IAIN Bone and IAIN Pare-Pare such as; trustworthy, honesty, respect, deliberation, consistency/discipline, commitment in carrying out duties and responsibilities, gentle, firm. humanist, firm attitude, meticulous, hard work, guiding, and always motivating. Likewise, the Islamic culture which is always used as the basis for the management of tertiary institutions, especially in IAIN Pare-Pare, is the malebbi warekkadana makkeade ampena (polite in speaking and ethical behavior). While at IAIN Bone is sipakatau (mutual respect, view humans as humans), sipakalebbi (mutual respect), and sipakainge (remind each other) in accordance with the values contained in IAIN Bone's vision. The quality of IAIN Bone and IAIN Pare-Pare higher education has improved from various aspects but after the transfer of status and changes in the standard of tertiary education it is always making improvements to adjust.

During the past investigations of immunoferritin localization of intracellular antigens in ultrathin frozen sections, we found that the degree of negative staining required to delineate u1trastructural details was often too dense for the recognition of ferritin particles. The quality of positive staining of ultrathin frozen sections, on the other hand, has generally been far inferior to that attainable in conventional plastic embedded sections, particularly in the definition of membranes. As we discussed before, a main cause of this difficulty seemed to be the vulnerability of frozen sections to the damaging effects of air-water surface tension at the time of drying of the sections.Indeed, we found that the quality of positive staining is greatly improved when positively stained frozen sections are protected against the effects of surface tension by embedding them in thin layers of mechanically stable materials at the time of drying (unpublished).
