The method used in this bachelor thesis research is historical method, which is conducted in following steps: heuristics, criticism, interpretation, and historiography, while the technique used is literature study. Based on the study, several conclusions can be drawn. The government of New Order started its governance with economic crisis. To solve it, therefore stabilization and rehabilitation of national economy is needed. Widjojo Nitisastro and B. J. have different background both in terms of their youth life and education. That is what influences the characters and ways of their thinking. Economic principal of Widjojo Nitisastro, which often called as Widjojonomics, exemplifies that modernization of economic system that covers market, fiscal and foreign debt is expected to give birth to a trickle-down effect, which assumes that if the policy is intended to provide benefits for the rich, the poor would also be impacted through the employment expansion, income distribution and market expansion. Economic principal of B.J Habibie, which often called as Habibienomics, is a system of economy that should be developed though the seizure of advanced technology to catch up with developed countries. Indonesia should not only be a state that can only produce goods that have comparative advantages. Instead, Indonesia should also have added value and competitive advantage.

Abstract Indonesian education system, beside the fact that it has a single system with a single educational law, accommodates two different official curricula administered by two different ministries, i.e. The Ministry of Education and The Ministry of Religious Affairs. This kind of dual system was officially initiated by the New Order Government in 1970s. Using the social constructionism as a perspective, this study tries to re-construct the debates on educational policies during the New Order Era. While the Era has passed, the policy of having dual system remains relevant. The study is conducted using a qualitative-historical method, meaning that data are gathered from various resources using the qualitative approach combined with the historical perspective. Data are collected from various written documents as well as interviews with some resource persons. General conclusion of the paper is that the dual curriculum system has existed before the New Order government took the power. The different is that the New Order Government made the dual system official, while the previous system did not recognize religious school as parts of formal education system. How to Cite: Zuhdi, M. (2015).
The legal status of polytechnic has been fundamentally changed from time to time. After the Law of National Education System Number 20/2003 and the Law of Higher Education Number 12/2012 came into effect, the polytechnic has been granted a new legal status that offers more diverse programs at various levels. Since then, polytechnic could conduct vocational diploma programs and degree programs in applied sciences from graduate to postgraduate. This legal status raises legal problems whether polytechnic is a higher education institution in vocational or applied sciences. Best education practices in some countries classify applied sciences higher education as academic education, not vocational education. This doctrinal research paper then will examine this legal problem using statute, historical and comparative approach, in the light of the Development Legal Theory. This study shows that the legal status of polytechnic is heavily dependent on government policy. In the absence of a clear and firm ground policy of vocational education, the legal status of the polytechnic has been interpreted differently from time to time. The government ought to reset the vocational education policy and then reform the law of the national education system. Therefore, the legal status of the polytechnic will be more sustainable and have better legal certainty accordingly. Regarding the recent development of higher education, it will be better if the government constitutes polytechnic as a higher education institution in applied sciences.

This paper explores the fairness of meritocracy concerning admission to secondary schools based on the Primary School Leaving Examination (PSLE) in Singapore. The Ministry of Education has consistently adopted the ideology of meritocracy as so to select talented students, stimulate effort, and optimize the allocation of rewards. The PSLE results can largely determine students’ educational tracks and even career orientation in Singapore. The paper shows how the principle of meritocracy works and how the government uses meritocratic belief in the education system. The paper argues that meritocracy has posed a threat to equality in admission to secondary schools in Singapore. The findings indicate that the meritocratic policy does not recognize both the importance of family SES and the gap between elite schools and neighbourhood schools in the Singapore education system. Students with wealthy and well-educated parents and students in elite schools are more likely to acquire better educational attainment, since they tend to gain more cultural capital from family and social capital from school. The principle of meritocracy fails to allocate opportunities fairly to students and can lead to inequality in education and exacerbate educational stratification.

Character education is a positive offer in the eradication of moral crises which particularly emerged in our students. Therefore, the internalization of values of character education in the educational institution is a must. As an Islamic education institution in Indonesia, the existence of Boarding school is considered to be able to develop values of character education which may be done through formal or non-formal curriculum. This is so because since its early existence, Boarding school has delineated its distinctive feature which is different from the other common types of education. Here, the implementation of character values have been integrated (within large portion) in the religious subjects. Character education, at least in the discourse, still a potent tool in addressing the arious issues that whack this nation. Not only in Indonesia, even in developed countries such as the United States, Germany, Japan, and, still rely on character education as a mainstay of kick to overcome various moral issues at hand. Character education became very warm issue in the education scene in Indonesia due to the rampant cases of moral that afflicts this nation, ranging from scenes in high State institutions, educational nstitutions until those cases that occur in the streets. The cases allegedly due to the failure of education that has lasted until today. Criticisms of the educational world tends to be mechanical, cognitive aspects than prefer the affective and psychomotor, and a series of spicy criticism more have graced the writings of educational expert. In order to respond to these concerns, the Government now, through the Ministry of education and culture and supported by the Ministry of Religion, raised character education agenda as the national education agenda. Sayang sayang thousand, until now there has been no clear concept of philosophy as well as on the technical implementation. This paper will offer solutions to various problems in philosophy as well as the implementation of character education. The author of the theme of humanist-religious is one of spirits in character education. The reason is that to improve the character of a nation, certainly could not depart from values which do not come from the nation itself. Humanist-religious is a character that belongs to the people of Indonesia so that character education is applied in this country inevitably had to depart from this character. After discussing the philosophy of character education from the perspective of humanist-religious, the author offers some alternatives that are related to the stages of education, learning methods, as well as the position of teachers in character education

Madrasah is an alternative educational institution and has the same opportunity to become an educational institution taken into account in social change dynamics. However, as a logical consequence, madrasas must develop each sector to achieve its organizational goals. This study examines the opportunities and challenges of developing madrasas, particularly those based on an Islamic boarding school. This study is a literature study, so that the method of analyzing data is by reviewing and collecting information from various references, both books and scientific articles, which are used as a material in studying and adding conceptual insights related to the opportunities and challenges of developing Islamic boarding school-based madrasas in the modern era. The literature review results show that in developing the education system into a preeminent institution and maintaining its existence, madrasas in Islamic boarding school are required to be open and accommodate the community's aspirations and demands. Madrasah needs to develop themselves to become high quality and superior madrasas and a bridge that connects with the national education system, especially those related to students' moral and personality development. This is understandable because the community hopes that educational institutions in Islamic boarding school are religious experts, have morals, and have future skills.
