The role and place of the Polish Student Parliament in the system of state and public administration of higher education are shown. It is noted that the main body of student self-government in Poland is the Student Government Council. The Student Government Council is a body of resolution consisting of nine students selected in a general election. For student activities, this is approximately what the Seimas is for public authorities. The brightest and most significant are the main directions and tasks of student self-government bodies, the system of student selfgovernment activities in higher education institutions in Poland. A feature of student government in Poland is their strong material base and financial and legal independence from the administration of the educational institution. It is determined that the Polish system of student self-government starting from the legislative level and ending with the material side has significant differences from the Ukrainian, which are discussed in detail in the article.

Academic freedom, institutional autonomy and respect for the rule of law in relations between public authorities, higher education institutions and students are essential to democratic societies, and can be considered as the fundamental values of the European Higher Education Area. The European Governments have recognized the university autonomy as a precondition for the successful development of higher education. The European Commission notes as a priority the creation of a new framework for universities that are characterized by increased levels of autonomy and accountability. The Council of the European Union confirms this approach and establishes a direct relationship between autonomy and the ability of universities to meet the expectations of society. International experts emphasize the direct link between the institutional capacity of higher education institutions, the ability to identify and develop their own institutional profile and the autonomy of universities. The necessity and role of autonomy in the sphere of higher education is determined. Autonomy of higher education institutions plays an important role in the strategic positions and declarations at the European and world level. It is confirmed by the relevant documents. The autonomy of universities (institutional) consists of the academic, financial, organizational and personnel autonomy. The level of university autonomy in Ukraine and European countries is analyzed on the basis of its components. Author designates that universities are the most independent in solving issues of personnel, academic, organizational and financial autonomy. Ukraine takes a position almost at the end of the «middle-low» cluster of systems, which testifies to the areas existence in which autonomy is limited.

Higher education institutions (HEIs) are influential social institutions which educate future decision-makers and shape society as a whole. Motivated by new public management, the proliferation of business tools, and a rising awareness for responsible acting, environmental management has also become a matter for HEIs. Focusing on performance outcomes and improvement based mechanisms leads to a professionalization through the active management of environmental issues. Therefore, the support of management structures is an essential prerequisite when implementing environmental efforts. Thus far, little attention has been dedicated to environmental management performance and steering processes of environmental issues in HEIs, which marks the research gap of this study. This article presents results of a survey on the concept of environmental management performance (EMP) based on Trumpp et al. (2015) aiming to answer the research question of how HEIs conduct environmental management along the dimensions of EMP, which includes environmental policy, environmental objectives, environmental processes, organizational structures, and monitoring. The results show that, as of now, HEIs pursue no common practice when approaching EMP. Nevertheless, two thirds of the respondents show an orientation towards sustainability with particularly high values regarding issues of environmental policy.

Many governments, the university sector and the European Commission have recognized that increasing university autonomy represents a crucial step towards modernizing higher education in the 21st century. This study which was conducted at Kyambogo University highlights that in practice, public authorities still play a central role in the regulation of higher education systems more especially in the appointment and dismissal of academic staff. Despite the fact that the ministry has moved away from direct state control towards more “indirect” steering mechanisms, universities often continue to lack autonomy in many crucial areas, particularly in terms of filling staff positions. The purpose of this study therefore was to establish the level of institutional autonomy in academic staff appointment and removal at Kyambogo University. The researchers analysed each dimen¬sion of university autonomy in terms of appointment and dismissal of academic staff. We found out that appointment and removal of the academic staff in Kyambogo University was not in line with what is provided for in the Human Resource Manual and national guiding Acts, Laws and Standing orders. We recommend that since universities have a unique duty to perform that requires specific skilled staff, they should be given autonomy in the appointment and removal of these staff.

The study deals with the academic profession in China. Its characteristics and relationship with changing social institutions are explored by a historical approach and from an institutional perspective, which includes two elements of government and organization. The major findings of this study are summarized below. First, in accordance with China’s legal framework, public and private higher education institutions are categorized as different legal entities, a difference that leads to favourable conditions for the academic profession in the public sector and to less favourable conditions in the private sector, and which also obstructs personnel flow and competition between the two sectors. Second, the personnel system has changed significantly since 1978, when it was reformed and the policies became more open. This change is largely led by the central government. As regards faculty hiring and promotion, qualification and performance are emphasized over seniority. As regards remuneration and benefits, the egalitarian approach has gradually been replaced by income gains based on performance. Finally, evidence shows that China’s higher education institutions has evolved from so-calleddanweigoverned under a planned system to organizations ruled by the market system, which has caused the academic profession to evolve from adanweiprofession into a more organizational one.

University autonomy and accountability are central points at heart of governance reforms, which is essence of the relations between state, university and society. University autonomy must be accompanied with institution accountability as two sides of a coint. University Council and independent accreditation agencies are schemes that enable the schools to hold their accountable. University Council is representatives of all stakeholders, in other words, presents public interests in supervision of university administrations. Accreditation agencies are civil society scheme designed to help schools improving their performance and to provide public with information about the universities. University autonomy has been a bottle-neck issue which hindered innovations at institutional level. Therefore it is unavoidable matter in developing high quality higher education institutions as it is prerequisite for their success.
