This study focuses on the role of the National Gallery of Indonesia (GNI) in maintaining multiculturalism through the policies implemented, namely initiating the activities of the Pameran Seni Rupa Nusantara (PSRN). The PSRN exhibition is one of the GNI’s most important programs because it gives space to the artists of the archipelago - not just Java and Bali - to present works of modern-contemporary art rooted in local wisdom. As a nation that has the characteristics of pluralism, the spirit of multiculturalism in art has become very significant, especially in the middle of the Disruption era which is ”full of uncertainty”. Earlier studies have suggested that the aesthetic concept of Indonesia was based on Indonesian cultural diversity, but these studies do not specifically address GNI policies. This article uses qualitative research with a historical method approach together with a material culture analysis approach. The results of the study show that GNI as the State Cultural Institute plays an important role in maintaining multiculturalism through exhibition events involving roles and figures. Keywords: The National Gallery of Indonesia, Cultural Policy, Pameran Seni Rupa Nusantara, Multiculturalism

This study focuses on the role of cultural policy in the rise of multiculturalism with a case study of the Indonesian Art Exhibition, Pameran Seni Rupa Nusantara (PSRN) 2000s, which was initiated by a cultural institution, the National Gallery of Indonesia (GNI). PSRN exhibition is one of the important programs of GNI because it gives space to the artists of the archipelago - not just Java and Bali - to present works of modern-contemporary art rooted in local wisdom. As a nation that has the characteristics of pluralism, the spirit of multiculturalism in art has become very significant, especially in the middle of the Disruption era which is "full of uncertainty". This article uses qualitative research with a historical method approach: heuristics, verification, interpretation and historiography, namely the process of writing history based on proven facts. Material Culture analysis approach, shows how history may be read and interpreted through objects/ artefacts/findings used by artists in their works. The results show that the Cultural Policy implemented by GNI is a combination of cultural policies that are authoritarian with the cultural policies of the Command, with an emphasis on the strength of the Potential Localization owned by the Indonesian people.

Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.

This article revisits the sacred kingship in ancient Rwanda. The existing literature presented it as either obvious or doubtful. Using local sources and exploring theories related to sacred kingship, we argue that the kingship in Rwanda was sacred. We also identify the role that this sacred kingship played in the processes of unification the territory of Rwanda, creation of material culture, origins and consolidation of the kingship and the kingdom. The most important role of the sacred kingship appears to have been mainly the legitimization of the King’s power. We use documentary research and the historical method to present and discuss the following narratives related to the Rwandan kingdom: the tale of origins or the myth of Kigwa, the royal ideology during the reign of Mibambwe III Sentabyo, Gihanga seen as the Incarnation of the Sacred Kingship, the sacrality of Power as source of legitimacy of King Ruganzu II Ndori, and the role of the sacred kingdom through the rituals of the royal court known as Ubwiru. Key words: Rwandan sacred kingship, power rituals, Rwandan history

The role and influence of Modernism is the focus of this article. Modernism’s lasting and unforeseeable influence is due to its key importance to the development of the general conditions of art within modernity. Along with Modernism, the implications of the modern system of art became visible for real. Modernism produced the necessity of rethinking the distinction between “art” and “the aesthetic,” based on their original foundations in the 18th century, respectively – a call for a “divorce” after the long-lived marriage between the two, installed by Romanticism. Furthermore so-called postmodernism and today’s contemporary art have in fact not, as often assumed, really broken with high Modernism. What we see is rather a transformation of a time-based modus into a more spatially defined approach. The interpretations of Modernism itself are thus being altered, when regarded with a postmodern awareness of its surrounding enunciative space. The interrelationship between the modernisms, and what followed, is therefore achieving the character of an entanglement rather than that of a straight and clear development. Modernism’s influence, it is finally asserted, is seemingly not at its conclusion, but rather at its reoccurring beginning.

This article sketches some of the ways in which the language and concepts of cultural diversity are being taken up internationally. The debate has been driven in part by concerns about the treatment of cultural goods, services and knowledge in trade agreements. But it also involves larger questions about the role of the state, the role of non-state actors in domestic policy formation, and the shape and function of international policy communities comprising both state and non-state actors. The extent of the discussion of cultural diversity internationally is described through new formal and informal cultural networks and work towards an international instrument for cultural diversity to lay out ground rules for international trade, cultural exchange and policy principles to guide governmental responsibilities. The article concludes with analysis of some of these new networks, and investigates why Canada has been so prominent in these international efforts.

This article aims to discuss the role of the government in developing Wayang Orang Panggung especially in the Sriwedari community in Surakarta, Ngesti Pandowo in Semarang, and Bharata in Jakarta. This article based on the historical method. Since the beginning of Indonesian independence, the government carried out its function as a protector to maintain the existence of Wayang Orang Panggung, by improving the management of the performing arts, establishing the performance building, providing funding assistance, giving opportunities to perform at the state capital, and involving the artists of Wayang Orang in cultural missions. However, the government tended to be partial and more often conducted as a momentary response that must be addressed immediately because of it impossible to solve the community itself. Changes happened due to economic globalization and political dynamics in Indonesia that can threaten the existence of wayang orang and various forms of traditional arts. It raised hopes that the government could take the more fundamental role as patron-arts. In carrying out this function, the government requires a formulation on cultural policy as a basis for establishing the direction and strategy for the development and strengthening Wayang Orang Panggung and various forms of local culture, within the framework of national culture. The legal needed to carry out, UU RI No. 17 of 2017 about the Cultural Advancement, and Presidential Regulation No. 65 of 2018 concerning the Procedures for the Principles of Regional Culture and Cultural Strategies.

Informed by post-qualitative research in education, this article explores how a different attitude to visual research opens the possibility for re-thinking concepts of voice and agency. The relevance of the issue lies in revealing the role of regions in modern cultural practice, because in those regions many interesting artifacts are concentrated and many initiatives are born, the implementation of which helps them gradually come to the forefront of cultural practice of the state. The methodology. A biographical method was applied, with the help of which it was possible to reconstruct the origins and cultural potential of Rivne conductor H. Fiskov and to reveal his potential opportunities in art. The method of content analysis helped to compare the available information with the reaction of public to the concerts held in the city and to clarify the role of the chamber orchestra “Brevis” in the system of cultural services for the local population. The historical method was used during the correlation of information about the development of creativity (composition and translations of popular world’s hits) for the existing orchestra of H. Fiskov. And all this helped to create a specific creative portrait of a regional musician who is able to respond to modern challenges. The scientific topicality. The cultural potential of the region is revealed through the prism of artistic and organizational-cultural activity of Rivne instrumental conductor and teacher H. Fiskov, his potential creative characteristics are analyzed, the main parameters of which allow the artist to actively position himself in the space of modern art culture. Referring to the creative potential of the artist, changes for the better in this situation in the region are predicted due to the need to create a number of organizational structures, which will help normalize the existing artistic life, give it significant professionalism and thus significantly affect the level of artistic culture of the local population. The practical significance of the study is to share this information among the artists from other regions of the country, an attempt to change the existing potential of artistic groups in the regions, subordinating it to general issues of state or regional cultural policy.

The role and number of intermediaries involved in the process of artistic mediation tend to be all the more important as the art world becomes more autonomous, ruled by specific values, words and actions. This is particularly obvious in the case of contemporary visual arts, as this article demonstrates. The example of a French member of the Nouveaux Réalistes movement helps mapping the various categories of persons, institutions, gestures, objects owing to which a piece of scrap may be offered the career of an authentic artwork. The article concludes by providing a historical explanation of the growing role of intermediaries in modern and contemporary art, and insight into current French cultural policy concerning intermediaries in the visual arts.
