After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.

Abstract: In the Romanian education system, the 1980s were a time of big constraints. The most severe decline in the number of places in the higher education system occurred in the preparation of the academic year 1982/1983. This trend continued during the following years, albeit it was less drastic. In this paper I try to answer the following questions: Which was the overall significance of the cuts? How were the cuts distributed among forms of higher education – daytime courses, evening courses and extramural courses? Which were the reasons behind these cuts? Were the cuts motivated by the employers’ demand of graduates?

The 1990s witnessed revolutionary change in China's higher education system, particularly through radical mergers. The reform process and its background are detailed here, with a case study focusing on Zhejiang University. After nearly 15 years of painstaking effort, the reform goals for the higher education system have been met, and a decentralized, two-tiered administrative system has been installed. However, the most hotly debated reform has been the amalgamation of universities. The need to optimize China's system of higher education has a background dating back about 50 years, when the first reordering of higher education took place. The reordering and its results are described, and the causes and after effects of this reform are detailed.

There is a debate as to whether internationalization should be a target or a means to achieve goals with broader perspectives. Digitalization, on the other hand, is a de facto trend that permeates all communicative, economic and social areas. For this purpose, the study aimed to examine literature on the field and the findings of the researchers on the issue were included. The research also discussed the internationalization and digitalization efforts carried out in the world and in Turkey. An internationalization model proposal for the Turkish higher education system is presented in outline, taking the best practices around the world into account. Model involves a digitalization-oriented education approach that aims to increase the opportunities for students to get support from their families and to minimize their socio-economic difficulties. The contributions of a massification provided by digitalization to international education have been revealed in this study. The purpose: the article substantiates the importance of the country’s adoption of the strategic planning document «Strategy for the development of the higher education system in the Russian Federation for the period up to 2030».Materials and methods: the research uses theoretical and empirical methods, logical and system analysis, methods of description, prediction and expert assessments. The theoretical basis of the research is the method of strategic management developed by the famous economist, doctor of economic sciences, professor, foreign member of the Russian Academy of Sciences V. L. Kvint.Results: the analysis of numerous definitions of the concept and essence of strategy existing in the scientific literature is carried out, and a number of key positions in its definition are highlighted. Justifications are given for the criteria for developing strategies, using the example of the Strategy for the development of the country’s higher education system for the long term. The features of developing a strategy for the development of higher education are defined, and the hierarchy of levels of the strategy system is presented in relation to the strategy for the development of domestic higher education.Discussion: the strategy proposed for adoption should reflect the state and prospects of development of the higher education system, with the definition of Russia’s position in the world educational space, current challenges and threats facing higher education, identify strategic priorities, goals and objectives, mechanisms and stages of implementation of the strategy, propose scenarios for the development of the higher education system, identify sources of resources for the implementation of the strategy, expected results and monitoring of its implementation.Conclusion: it is noted that various state programs, national, Federal and priority projects, and action plans related to the development of the higher education system are being developed and approved in the country. However, there is no key strategic planning document — the Strategy for the development of the higher education system in Russia for the long term (for example, until 2030). In this regard, it is very relevant to develop and adopt this strategy, which undoubtedly takes into account the historically established traditions and features of the national higher school.
