In this article the authors discuss on topics arising from globalization issues that should be included in public administration education. Globalization is a pervasive force for the foreseeable future, and both public administrators and public administration education must adapt and respond to that force. Factors assocated with globalization are having, and are likely to continue to have, profound effects on the public institutions. And the institutions will play a critial role in determining who benefits and who loses from globalization, both within nations and between them. How public institutions engage globalization issues will depend upon a number of factors, some of which are seemingly beyond anyone's control. One of the factors we can control is how we educate people in public roles. Paying careful attention to the content of public service education, as well as the more subtle but powerful proces issues associated with that education, can gave large public benefits.

Several countries are adopting e-government strategies for adapting the administrative procedures to automated process with the aim of obtaining efficient and agile processes. In this sense, the European Union has published some directives which indicate the need for European countries to adopt e-government in the public administration. Additionally, the Spanish government has published laws and documents for supporting the adoption of e-government in the different public administration. Concretely, the University of Murcia has developed a strategy for the adoption of e-government using a service-oriented platform. Indeed, this strategy has evolved for the adoption of BPM for its administrative processes. The aim of this chapter is explaining the strategy for the adoption of business processes in the University of Murcia.

This research considered the context of the University of International Integration of the Afro-Brazilian Lusophony (Unilab) to challenge the subjection of knowledge in general and, specifically, the refoundation of an epistemological pluriversal space in Public Administration. The guiding question of this research was: to what extent the experience of Unilab contributes to the decolonization of practices and knowledge in administration? The main objective is to understand the relationship between intercultural practices and the decolonization of knowledge in administration in the context of Unilab. The qualitative methodology involved an analysis of historical speeches compiled into a broad documentary base and interviews with various subjects, such as professors, students and academic managers active in Unilab. The analysis of the documentary and the narrative discourses of respondents were synthesized into the following categories: production of non-existences, present pasts and controversial latencies in favor of the expansion of the word in administration as a science. Although the practices regarding teaching, research and extension related to the public administration course of Unilab are considerably based on an epistemological universalist legacy, emerging practices interconnect with long-term decolonial latencies, transforming absences into presences and impossibilities into possibilities.

Public administration is overwhelmingly crucial in providing citizens with the best accessible, affordable, effective, and efficient services. Governments need qualified human resources for satisfactory employment processes. Therefore, higher education institutions play a crucial role in supplying the education in the field of public administration. Universities and various institutes from all over the world have numerous public administration education programmes. In this context, students as well as professionals have a wide range of opportunities to get an education in public administration so as to be employed in the public or relevant sectors. In parallel with globalisation and the development of information technologies, new professions have started to emerge and significant changes have been observed in people’s learning preferences. The Czech Republic is one of the significant Central European countries to offer an education in public administration. To this end, the study examines public administration education in the Czech Republic and looks more closely at public administration education at the University of Pardubice, which offers programmes in the area of public administration and the public sector. The analysis is performed based on a statistical evaluation of students’ interest over a span of 16 years. Finally, the demand for public administration education at the University of Pardubice is analysed in order to put forth the current state of public administration education by comparing it with other relevant faculties in the Czech Republic. The conclusion of the study is devoted to considerations on the possibilities of supporting education in the Czech Republic. More consistent supervision from the position of the state seems appropriate, but also support for a family policy aimed at reconciling professional and family life.

The complex, yet vague nature, of legislation being generated by lawmakers in Washington, DC requires that public administrators be afforded administrative discretion in carrying out their respective duties. It is no longer possible for policymakers to be fully informed regarding the multitude of variables that exist in the offshore fishing environment, nor is it possible to articulate that spectrum of variables in codified laws and regulations. The academic debate between controlling the exercise of administrative discretion on the one hand and extending the leash of judgment on the other has been around as long as the profession of public administration. In the case of the eleven-inch fish (the fish is one inch shy of being a legal catch), the public administrator on the scene of the infraction has a choice to make. The administrator can choose to overlook the incident, issue a warning, or issue a $100 notice of violation and seize the fish. I know which alternative I chose. The question is, which alternative would you choose?

The debate on the equality of living conditions is on the agenda not only in Germany but throughout Europe. Thematic and/or functional aspects such as centre-periphery models, demographic change, consequences of digitisation, financing aspects, innovation aspects, regional funding - Europe of the Regions, regional funds, always also raise to the structural question of how to maintain the efficiency of public administration in all regions of Europe and Germany. What challenges for the design and performance of public administration and services of general interest arise in the context of increasing social, economic and spatial segregation, and what practical answers are possible, was the topic of the 3rd conference of the Practice and Research Network of German Universities for the Public Sector, which took place on 6 and 7 February 2020 at the University of Applied Sciences in Osnabrück. Encyclopedia of Public Administration is the first Polish interdisciplinary encyclopedia covering the issues of public administration, both in the theoretical context and with reference to its functioning in practice. The publication, whose idea was developed by researchers from the Institute of Political Sciences at the Faculty of Political Science and International Studies of the University of Warsaw, was prepared by scientists from eight Polish universities. Readers seeking knowledge and information on such issues as democracy, the system of public authorities in Poland, including local and regional self-government authorities, rules governing the practice of the functioning of offices, issues regarding officials and professional ethics, and finally forms of citizens’ participation in co-governance and their rights in relations with the public administration system, will appreciate the several hundred entries. Issues related to the functioning of the Polish administration in the structures of the European Union are also taken into account. This list does not exhaust the extensive range of entries. The Encyclopedia is addressed to various readers – the scientific community, students, representatives of public administration or citizens seeking information about the system of public institutions and the rules governing their functioning. This portrayal was obtained from observing "Her Ladyship" as a street person, as well as through a newspaper article, her social workers, and a relative of a postal worker. This tale has been repeatedly used, in a graduate public administration course on administrative behavior, to provide a basis for discussion about the roles and responsibilities of public administrators. A resulting major question that it raised is the balance between providing for the needs of an individual and those of society as a whole. That is, do we want those in the public service to be compassionate and respond to the special needs of individuals, or do we want them to be value neutral and follow the usually impersonal rules and regulations.
