The local expansion was a concrete manifestation of local autonomy. In addition, regional expansion is splitting from one region to more than one region to support community welfare. The problems discussed in this study were the consequences of the law of local expansion on the registration of land rights in Ogan Komering Ulu district and solutions to resolve land conflicts due to the expansion of the area. This study uses a normative juridical approach where the literature used is regulations and books. In conclusions, the legal consequences of the division of Ogan Komering Ulu District on the implementation of land registration indicate a change in the work area and authority for making land deeds by the Land Deed Making Officials and changes in the work area and authority in carrying out the duties and obligations of registering land at the Land Office of Ogan Komering Ulu district. To solve this conflict problem, the Ministry of Home Affairs sometimes must intervene in the dispute resolution process. Conflicts like this can hinder the wheels of government in the regions. Another solution is for the government to immediately finalize the grand design while still paying close attention to historical aspects and customs before many conflicts occur in the regions.

The Land Deed Official (the PPAT) is a Public Official who is granted part of the authorities by the State in the implementation of land registration and the making of an authentic deed. The certificate must be made based on the deeds of the law by the parties. The deeds of the law based on Article 2 of the Government Regulation Number 37 of 1998, a sale and purchase, swap, gift, inbreng, granting right of building/right of use based on the land property rights, and granting of land mortgage. Based on the ordinance, the authentic deed can be used as evidence in case of dispute. In this case is usually a lot of the contempt of court. This act is called the Maladministration. Maladministration is poor management or regulation, especially in an offical capacity. Maladministration is bias, neglect, inattention, delay, incompetence, ineptitude, arbitrariness and so on and would be long and interesting list. Including abuse of power, unlawful procedures, unfairness and malfunction or incompetence. The author examines the problem using normative legal research methods supported by some interviews with some who are experts in the field of the land and maladministration. This act resulted in the existence of legal consequences. Due to the law could by law or may be cancelled. The sanctions awarded againts to the Land Deed Official who did this deed contained in Ministerial Decree of Agrarian Affairs and Spatial/Head of National Land Authority Number 112/Kep-4.1/iv/2017 Article 6 paragraph (1) include reprimand, warning, skorzing, onzetting even fired from The Land Deed Official membership.


There are 2 (two) Research Problems, namely: First How to register land that can improve land registration services in Jambi Province through a program of complete . Second How can the technology used so that land registration in Indonesia can be accelerated to reach one hundred percent (126 million new registered land parcels) 51 million have not registered 75 million parcels of land) to realize sustainable development in Indonesia. The research method used is empirical juridical with a sampling system that is purposive sampling with the land registration hypothesis that the government must do in fact still reaches 68 percent, so there needs to be an acceleration of technology that can increase the rate of measurement and mapping of existing land. Conclusion. The technology system Land registration in Jambi province with a coordinate system apparently still causes a lot of land disputes in Indonesia, so that there needs to be a more integrated system and integrated team that can minimize uncertainty in land measurement and mapping, so that it can maximize taxation and national, provincial and regency / city spatial planning. Both integrated land registration technologies, by involving relevant institutions as stipulated in Presidential Instruction No. 2 of 2018 concerning the Acceleration of Land Registration and community participation, and officials at the village level and determining points and digitizing land maps will be able to minimize land conflicts and disputes as well as multiple certificates that have been occurring so far, thus harming the State and society, due to the exhaustion of time, energy due to the weakness of the existing land registration system. Increasing the quantity and quality of land registration will accelerate the realization of sustainable development as a conscious and planned effort that can integrate environmental aspects, national social and economic aspects for the welfare of previous generations, present and future generations

Abstract: The implementation of the announcement agency in land registration to apply the principle of publicity, but in its implementation according to PP 24 of 1997 and the PTSL regulation there is a difference in both the number of days of implementation and the status of registered parcels. This research used legal research methods is a normative law research methods and empirical juridical law that aims to determine the existence of the announcement agency in the implementation of PTSL and find out the legal consequences of the announcement agency on the legality of the Land Rights Certificate. The result of this research is the existence of the announcement agency in PP No. 24 of 1997 is different from the implementation of PTSL. Explicitly in PP No. 24 of 1997 the announcement was only carried out for customary land for 30 days and the announcement of state land was not implemented while the existence of the announcement agency in PTSL did not differentiate the status of the land, either state land or customary land, the announcement was still held for 14 calendar days. In accordance with the hierarchy of state the Government Regulation has a higher position than the Ministerial Regulation, this causes the making of the regulations below must refer to the regulations above so as not to collide/counter-productive. This rule collision will cause a legal gap if there is a lawsuit in the Administrative Court, so the product can be legally flawed and canceled. Kata Kunci : existence, announcement agency and PTSL Intisari: Pelaksanaan lembaga pengumuman sesuai PP No. 24 Tahun 1997 dan Pendaftaran Tanah Sistematik Lengkap (PTSL) terdapat perbedaan baik dalam jumlah hari pelaksanaan maupun status bidang tanah yang didaftarkan. Penelitian ini menggunakan metode penelitian hukum normatif dan hukum yuridis empiris yang bertujuan untuk mengetahui eksistensi lembaga pengumuman dalam pelaksanaan PTSL dan mengetahui konsekuensinya terhadap legalitas sertipikat hak atas tanah. Hasil dari penelitian ini adalah eksistensi lembaga pengumuman dalam PP No. 24 Tahun 1997 berbeda dengan pelaksanaan dalam PTSL. Secara tegas dalam PP No. 24 Tahun 1997 pengumuman hanya dilaksanakan untuk tanah adat selama 30 hari dan untuk tanah tanah negara tidak dilaksanakan pengumuman, sedangkan eksistensi lembaga pengumuman dalam PTSL tidak membedakan status tanah, baik itu tanah negara maupun tanah adat tetap dilakukan pengumuman selama 14 hari kalender. Sesuai dengan hierarki peraturan perundang-undangan, peraturan pemerintah memiliki kedudukan lebih tinggi dari peraturan menteri, hal ini menyebabkan pembuatan peraturan yang di bawah harus merujuk kepada peraturan yang ada di atasnya supaya tidak bertabrakan/kontra produktif. Tabrakan aturan ini akan menimbulkan celah hukum apabila terjadinya suatu gugatan di PTUN, sehingga produk yang dihasilkan bisa jadi cacat hukum dan dibatalkan. The Land Deed Official (the PPAT) is a public official who is granted part of the authorities by the State in the implementation of land registration, by making the land certificate as the basis for land registration. The Agrarian Office may turn down the registration of the land rights in the event of any recording in the land registry books of the land rights which become the object of dispute. Based on Article 45 of the Government Regulation Number 24 of 1997 that there is a legal ambiguity on the return of the files in the form of certificate, title deed and other related documents. According to Article 55 of the Head of National Land Agency number 1 of 2006, the PPAT is personally responsible for the execution of the task and his/her authority, in every act making. There is no clear arrangement regarding the responsibility of PPAT on the registration of the conveyance of the land which becomes the object of dispute. Such provisions result in legal issues about the legal consequences and the responsibility of PPAT on the registration of the conveyance of the land which becomes the object of dispute The type of research used in this thesis is a normative legal research as the result of the presence of the ambiguity and the vacuum of norms. The legal materials were collected by the techniques of library research and the card system. The descriptive, interpretative and argumentative theories as well as associated with laws that relevant to the issues were used to analyze the legal materials. The results showed that the Agrarian Office turns down and returns the documents to the PPAT as the legal consequence of the conveyance of land which becomes the object of dispute. The legal consequences of the deed made ??before the PPAT remains authentic during a blocking of certificate. The responsibility of the PPAT is in accordance with his/her position, in keeping the deed, certificate along with the relevant documents at the time of the restitution by the Agrarian Office. PPAT shall be mandatory as an intermediary to keep the documents that are being returned at the time of confiscation by a court or at the revocation of blocking by the applicant.

At times, the government mobilized populations for compact settlement in strategically important areas of the frontier; at other times, policies were designed to actively restrain settler populations in order to prevent violence, international conflict, and breakaway states. The book examines how these settlement patterns helped construct a dominant racial vision for America by incentivizing and directing the movement of white European settlers onto indigenous and diversely populated lands. The book pays close attention to the failures as well, from the lack of further expansion into Latin America to the defeat of the black colonization movement. It reveals the lasting and profound significance government settlement policies had for the nation, both for establishing America as dominantly white and for restricting broader aspirations for empire in lands that could not be so racially engineered.

<p>Abortion is the fifth highest cause of maternal mortality. Legal abortions are called <em>abortus provocatus medicinalis</em> and those that are illegal are called <em>abortus provocatus criminalis</em>. Indonesian law prohibits abortion except indications of medical emergencies and the consequences of rape. This study aims to determine the legal consequences of someone who failed an abortion and the legal protection of the doctor who treated her.</p><p>This legal research uses a juridical normative with a conceptual and legislative approach.</p><p>The results of the perpetrators and those who helped the abortion that caused medical emergencies to be threatened with Criminal Code Article 53. They cannot be convicted if in accordance with professional standards and standard operating procedures.</p><p>The conclusion and suggestion are the doctor cannot be convicted as a criminal offender or as an assistant to an abortion crime if it can be proven that an abortion is carried out in emergency condition to save mother or fetus and prevent disability. Abstract: In order to give the assurance of legal certainty, certainty of rights and legal protection to holders and owners of land rights, the land registration shall be carried out. However, there is still a land dispute which now become a homework for The Government. This is because the certificate which should be a strong evidentiary can not guaranteed the legal certainty for the owner, so the person who right the land can blocking the certificate of land rights at Land Office. The issuance of Regulation Minister of Agrarian Affairs and Spatial / Head of National Land Office Number 13 Year of 2017 concerning the Procedures of Block and Sita which expected to create uniformity, standardization in recording process and abolition of registration blocked, it turns out not all the rules can be implemented at The Land Office of Sleman and Bantul Regency.The result of this research shows that blocking certificate process at Sleman Land Office and Bantul Land Office have a policy that the applicant is required to pay the blocking recording fee after the blocking received. Makes a potential loss to the (PNBP) which should be owned by Land Office for faced the problem of KKPweb application which have not been able to accomodate the time period of blocking. Keywords : blocking certificate, blocking, registration blocked Intisari: Dalam rangka memberikan jaminan kepastian hukum dan kepastian hak serta perlindungan hukum kepada pemegang dan pemilik hak atas tanah, maka dilaksanakan pendaftaran tanah. Namun demikian, masih saja terjadi sengketa pertanahan yang saat ini menjadi pekerjaan rumah bagi Pemerintah. Hal ini disebabkan karena, sertipikat sebagai alat pembuktian yang kuat ternyata belum menjamin kepastian hukum pemiliknya sehingga pihak yang merasa berhak atas tanah tersebut dapat melakukan blokir sertipikat hak atas tanah di Kantor Pertanahan. Dikeluarkannya Permen ATR/Kepala Nomor 13 Tahun 2017 tentang Tata Cara Blokir dan Sita yang diharapkan bertujuan untuk mewujudkan keseragaman, standarisasi dalam pelaksanaan pencatatan dan penghapusan catatan blokir ternyata tidak semua peraturan tersebut dapat dilaksanakan di Kantor Pertanahan Kabupaten Sleman dan Bantul. Hasil penelitian menunjukan bahwa pelaksanaan pencatatan blokir di kantor pertanahan Kabupaten Sleman dan Kabupaten Bantul terdapat kebijakan yaitu pemohon diwajibkan membayar biaya pencatatan blokir setelah blokirnya diterima membuat potensial loss terhadap (PNBP) yang seharusnya didapat kantor pertanahan untuk kendala yang dihadapi yaitu Aplikasi KKPweb yang belum dapat mengakomodir jangka waktu blokir. Abstract: Complete Systematic Land Registration is a program which taken by the government in providing legal certainty in the field of land in Indonesia. PTSL activities at Sidoarjo Regency and Pasuruan Regency Land Office are carried out with third parties. Before starting the measurement, it is necessary to carry out the contradictoire delimitatie principle to ensure legal certainty of ownership of land rights. The research used a qualitative method with a descriptive approach. The data analysis carried out by compiling logically proportional statements to answer research questions. Problem analysis is carried out by making a description based on premier data and secondary data obtained through interviews and observations of implementation. The results of the research showed that the implementation of the contradictoire delimitatie principle is broadly following PP. No. 24 of 1997 and PMNA KaBPN No. 3 of 1997. The results of the study also showed that there were obstacles in the implementation of the contradictoire delimitatie principle, such as the third parties were not following technical guidelines No. 01 / JUKNIS-300/1/2018 annex 10 in the making of measurement drawings. Quality control is needed to improve the quality of work and results of third party products and minimize land problems in the future.Keywords: principle of contradictoire delimitation, third party. Intisari : Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan langkah pemerintah dalam memberikan jaminan kepastian hukum dalam bidang pertanahan di Indonesia. Kegiatan PTSL di Kantor Pertanahan Kabupaten Sidoarjo dan Kabupaten Pasuruan dilaksanakan bekerjasama dengan Pihak Ketiga yang sebelumnya melalui tahapan asas contradictoire delimitatie untuk menjamin kepastian hukum kepemilikan hak atas tanah. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Teknik analisa yang dilakukan yaitu dengan menyusun pernyataan-pernyataan proposional secara logis untuk menjawab pertanyaan penelitian. Analisa permasalahan dilakukan dengan membuat uraian berdasarkan data premier dan data sekunder yang diperoleh melalui wawancara serta observasi langsung terhadap pelaksanaan kegiatan. Hasil penelitian menunjukkan bahwa pelaksanaan asas contradictoire delimitatie secara garis besar telah sesuai dengan PP. No. 24 Tahun 1997 dan PMNA KaBPN No. 3 Tahun 1997. Dalam pelaksanaanya terdapat hambatan yakni  pembuatan Gambar Ukur oleh Pihak Ketiga tidak sesuai dengan pedoman JUKNIS No. 01/JUKNIS-300/1/2018 lampiran 10. Sehingga diperlukan pengawasan kendali mutu terkait pekerjaan dan hasil produk dari Pihak Ketiga agar kedepannya hasil pekerjaan yang dihasilkan lebih baik dan tidak menjadi permasalahan pertanahan dikemudian hari.Kata Kunci : asas contradictoire delimitatie, pihak ketiga.

Land is a form of gift given by God, but human has given brain to think the challenges of live like the land problems, so that the government tries to regulate it properly. The problems in this thesis are: 1) How to regulate ownership of agricultural land rights that exceeds the maximum limit based on Act No. 56 (Prp) of 1960 concerning the Determination of Agricultural Land Areas? 2) How is the action taken by the Land Office towards ownership of agricultural land rights that exceeds the maximum limit? The method used is juridical empirical, with descriptive analytical specifications. The method used in this research is an empirical juridical approach. The results of this study are: (1) The regulation of ownership of agricultural land rights that exceeds the maximum limit is based on Act No. 56 (Prp) of 1960, namely that the provisions regarding land restrictions state that the application for ownership rights as referred to in Article 4 paragraph 1 of Act No. 56 (Prp) 1960 was limited to a maximum land area of 2000 m2. 2) The steps of the Land Office in implementing Act No. 56 (Prp) of 1960, namely the need for a concept of supervision and control over control of land rights, given the various problems that often arise such as in land registration activities.

Price is a major factor, therefore, that the policy of raising agricultural output through price incentives to succeed, the government must know exactly how the response of supply / supply in the agricultural sector to price changes. The response will vary according to the type of commodity even among the farmers in the category of the same plant, depending on the purpose of the farmers do farming and economic conditions. The amount of supply response is also very informative for policy makers in evaluating policy -pembuat made in the field pertanian.Penelitian descriptively based on data from the Provincial Agriculture Office, 2015 West Java, Central Market Analysis of Agricultural Products Production Centers Cikajang Garutdan District Information Center Market Commodity Price Kramat Jati Jakarta. Policy directives coming horticultural commodities focused on chili, red onion and orange. Although the production of chili western Java had a surplus in terms of supply nationally, but the price of red chilli curls in particular always fluctuates, so if there is a price increase indicated a shortage of supply or shortage of production, so that the planting area three commodities were directed not at the park area, but the area outside the area and planting and planted not in the rainy season, but farmers are directed to plant in the dry season. The policy comprises: the pattern of production, regional development, institutional strengthening farmers, build supply chain and minimize supply chain, new technologies to increase production, the development of the field school, land registration and certification of products.
