The assessment of impact of oil production economic activities on land pollution in Russia contributes to evolutionary management decision making. Oil industrial pollution affects negatively flora and fauna. Thus, its important to identify the level of its exposure and danger, the site of contamination. A system approach is needed. When studying the environment, its necessary to consider the presence of risk situations and stochastic irreversible changes. Its essential to identify the nature and type of soil contamination with petroleum products using high-tech tools, intellectual procedures. The work considers modeling of such situation, forecasting and identification of oil contaminants. The submodel of optimal termination of monitoring is also considered. Ending monitoring of environmental optimization will result in lower monitoring costs, since monitoring oilcontaminated environments is an expensive and complex technological mechanism, often requiring satellite data. The proposed algorithm for modeling and system analysis is based on situational modeling. Evolutionary modeling allows to adapt the procedure (methodology) of forecasting and assessment to environmental risk factors. It increases the accuracy (formalization and evidence) and completeness of conclusions, the efficiency of situation analysis, which affects manageability of risk both for the oil complex and for individual enterprise in the industry. The results of the research may be used for development of software tools, in particular expert and predictive systems. Situational models are needed when oil companies are solving multi-criteria and multifactor problems.

The assessment of the impact of the economic activities of the Russian oil-producing complex on land pollution contributes to the adoption of evolutionary management decisions. It also helps to take into account the opinion of society, the Ministry of Emergency Situations. In the oil complex, industrial pollution negatively affects flora and fauna. It's important to identify the level of exposure, the degree of its danger, the location of the contamination. The work deals with the methodology, information-logical and mathematical model of solving the above problem. The main result of the work is a system and procedure (technique) for analyzing the results of monitoring and forecasting of land cover take into consideration the sanitary and hygienic consequences of residual content of petroleum products. As a result of the system analysis, an approach to the construction of alternative solutions has been proposed, taking into account not only permissible pollution standards, but also environmental, sanitary and epidemiological norms and assessment methods. The emergence of soil systems, their categories, is taken into account. In particular, (in importance) risks for soil cover-morphological, bio-physical-chemical, ecological-health, toxic influence and irreversible processes and bifurcations, including taking into account regional peculiarities and restoration potential of soil, are considered. Proposed algorithm of simulation and system analysis is based on situational modeling. Evolutionary modeling allows you to adapt the prediction and assessment procedure (methodology) to the risk factors of the environment. It increases accuracy (formalization and evidence) and completeness of conclusions, efficiency of situation analysis, which affects manageability of risk both for oil complex and for individual enterprise of the industry. The results of the work may be used for the development of software tools, in particular expert and predictive systems. Situational models are needed when oil companies are addressing multi-criteria and multi-factor decision-making challenges.

The scientific article explores the role of software as a tool used by organizations to carry out economic activities in a digital economy without which it is impossible to have adequate competitiveness in a digital economy. The concept of “digital economy” has been clarified. A methodology has been developed to evaluate the effectiveness of the software used or selected on the basis of its qualitative and quantitative characteristics and the requirements of the workplace for the software functionality. Based on the theoretical and methodological base and the developed methodology, a scalable model of an effective management decision-making process for selecting and updating software in an organization is built, a comparison with existing practice is carried out. The significance of the research results is due to the lack of widely available methods in open access for the optimal selection of software as a tool, not related to involving external agents in the process and having the necessary scalability to use them, including collective, in organizations. This creates negative effects for organizations and the economy of the Republic of Belarus as a whole.

The research aim of the paper is to review and to describe best practices for marketing and to highlight the characteristics of marketing-management. System analysis, analytical and comparative methods were used for this research. The paper deals with marketing changes, which have been happening in the business community for last years. Nowadays a number of companies define marketing as a basis for management decision-making, abandoning the traditional model in which marketers were only focused on selling already produced goods. The authors of the paper consider that such a model is the future of a client-oriented business. Using this model, the company's marketing structures are connected at the stage of creating a new product and are actively involved in its entire life cycle. This concept allows companies to create a necessary product for the consumer, and sometimes to anticipate his/her needs, which makes the companies stand out from the majority of competitors. The paper also notes that in our society the main values of companies are not production facilities that are owned, but intellectual resources and the ability to use information about customers. Thus, the development of the brand and focus on the consumer, rather than building up physical assets, becomes the main driving force of the company's development. The companies that learn how to handle a huge amount of information about their customers and anticipate their needs, creating new products and services, will be able to succeed in a highly competitive environment.

From early 2019, South Africa and Russia have planned to increase their energy trade. Russia can become one of the world’s five largest energy exporters. This study examines of the cost of a kilowatt of electricity generated by coal power projects in South Africa and compares nuclear electricity with other types of green energy. This method must help to improve the management decision-making process in South Africa for energy exporta. Reasons for this persistence include the marketing strategies of Russian companies for seeking new markets in industrialised and postindustrial countries where, due to intensive competition, sales of Russian high-tech products are often unsuccessful. Renewable energy gives a chance to potentially reduce poverty in South Africa. The study concludes that imported crude oil is more suited to the needs of the refining industry of South Africa. The consumption for this type of energy in areas not concerning industry is insignificant and its increase is unlikely to be observed in the future. Highlights• Nuclear energy is popular energy source in South Africa now.• Provision of sustainable energy services helps to find the sources for economic growth. • Renewable energy technologies have opportunity for reduce nuclear production in South Africa.• Bio-energy can become the main source of energy in South Africa.

This article is devoted to the peculiarities of the application of cumulative theory of prospectuses to identify the degree of risk decisions in the implementation of projects in the field of high-tech innovations. In the theoretical part of the article, the authors note that obtaining an assessment of the degree of efficiency of investments in various large innovative projects is a rather laborious and complex process, in which a special place should be given to the analysis of the risk of the investments themselves. As an effective way to assess the level of risk present in the implementation of innovative projects, the authors of the article study the cumulative theory of the prospectuses, based on the theories of utility and management decision making, created by Daniel Kaneman and Amos Tversky. Furthermore, the authors underline that if the administrative decision is accepted in the conditions of uncertainty, it should necessarily consider various psychological factors in comparison with classical models of decision-makin, which are constructed on conditions of the maximum availability of the information. In the research part of article, the authors consider a way of an estimation of integral risks of innovative projects. In the final part of article, the authors come to the conclusions that the algorithm of an estimation of risks of innovative projects should obligatory include, not only an expert estimation at an initial stage, but also the subsequent adjustment of the values received after the decision taken regarding the optimization problems.
