This paper aims to present a universal model applicable at all levels of distance learning, in a region and particular educational organization. The authors applied a systematic approach to consider the introduction of distance education as an activity, whose result depends on the current sociocultural conditions in the region, including the specifics of the population, the labor market, the socioeconomic and political situation, and the quality of teaching in educational organizations. The scientific novelty of the research includes the theoretical and methodological substantiation of a universal model for implementing distance education. It involves mandatory monitoring and support measures at all levels of administration: the micro- (an educational organization), meso- (regional and municipal administration), and macro-administration (the state). Exploring the research problem, the authors revealed that distance learning effectiveness is directly connected with the quality of the regional analysis of sociocultural factors at the planning and forecasting stage.

The article aims to consider the problem of implementing distance learning at the micro-meso and macro levels. In the study, the authors rely on a systematic approach. Using the example of studies of the results of the introduction of distance learning during the pandemic, the problems faced by educational organizations at the regional level are shown. The actualization of the need for regional analysis led the authors to the conclusion that the issue is insufficiently developed at the macro level of administration of the process of implementing distance learning. The article also raises questions about the quality of “offline” and “online” training formats, the problem of commercialization of education and the transformation of university types as associated with unjustified expectations of the effectiveness of the introduction of distance learning format. The materials presented in the article will be of interest to those specializing in the field of education management: heads of educational organizations, employees of educational management bodies at all levels.

Abstract Distance learning and e-learning have significantly developed in recent years. It is also due to changing educational requirements, especially for adults. The article aims to show the advantages and disadvantages of distance learning. Examples of the 20-year use of the distance learning form of computer science describe the difficulties associated with the implementation and implementation of this form of teaching. The results of students in the full-time and distance form of teaching in the bachelor’s study of computer science are compared. Long-term findings show that distant students have significantly lower scores in the first years of study than full-time bachelor students. In the following years of study, the differences diminish, and students’ results are comparable. The article describes the possibilities of improving the quality of distance learning.

Examines the positive and negative sides of distance education in aspects of quality of education and economic efficiency of the distance learning software that are used in the training for the selected training areas/specialties. In the course of the research conducted by the method of questioning students, it was revealed that at the current time, 69.7% of students have none of the programs they need for further direct training of their profession on their home computers. Considering the provision of students with the software they need to study basic subjects, it was found that 24.5% of students have Microsoft Office 2007 or earlier installed on their personal computers (PCs) or laptops, that is, SOFTWARE that is already considered obsolete. Thus, almost every fourth student, when performing practical, laboratory, course work using a software package for working in the office, experiences difficulties. Thus, almost every fourth student, when performing practical, laboratory, course work using a software package for working in the office, experiences difficulties. Why the computer works even slower and with various failures and failures. Moreover, the specified percentage may also be even higher, since 8.6% of students could not answer what OS they have installed. Studying in the traditional form of training, this lack of hardware and SOFTWARE is eliminated, since in the University’s computer classes, there are PCs that support reliable operation with Windows 10 and Microsoft Office 2010 and are protected from viruses and attacks by installed and constantly updated antivirus programs. The article reveals the problems that affect the quality of students’ education when switching to distance learning. Namely, the absence or non-compliance of Hardware and SOFTWARE for students’ computers and laptops with modern requirements for Hardware and SOFTWARE for performing teachers’ tasks. The author concludes that when switching to full distance education in technical specialties, the state will lose, according to the most optimistic forecasts, from 19.8 to 69.7% of well-prepared students only because their education does not meet modern requirements.

The object of research is the quality of teaching technical and mathematical disciplines in modern distance education. One of the most problematic areas is communication, dialogue between a teacher and a student, personality problems in the teacher-student dyad, and the effectiveness of feedback. The idea of distance learning, obviously, is that the interaction between teacher and student takes place in a virtual space. The more efficiently this interaction is built by using a variety of techniques, methods, the better a teaching process. Distance teaching is essentially a person-centered form of education. This is a separate modern educational technology that provides a choice for the teacher, the ability to select educational material depending on the information needs of students. In the course of the study, the main possibilities for improving the effectiveness of feedback between the student and the teacher and the forms of implementing such communication were considered. The organizational and pedagogical conditions for the use of the system of certain elements of distance learning in the process of vocational training have been substantiated. Modern information technologies and innovative teaching methods in training specialists are described. It is proposed to use more actively such elements as an interactive whiteboard, interactive processing of students’ statements during a survey, both in the form of tests or a forum, and in the form of a «word cloud». The use of these interactive elements has proven itself in practice. As a tool for objective assessment of the level of feedback, a comparative analysis of statistical data is proposed, which concerns the distribution of marks at the beginning and at the end of the distance learning course. This data can also be interpreted as an indicator of the quality of teaching. In particular, the analysis of school preparation of students for mastering mathematical disciplines in higher education was carried out. Comparative analysis substantiated, in particular, the need for additional classes for students with poor preparation.

Based on the analysis of the concepts of “distance education” and “distance learning”, we proposed components of the quality of the remote education system (availability of educational standards and distance learning programs, high efficiency of remote learning technologies, evaluation of administrative and management decisions on the creation and functioning of the system, degree of regulatory and legal regulation, assessment of the level of technical and resource equipment, personnel readiness to organize and monitor the educational process in digital format) as well as the quality of distance learning (assessment of the content of digital educational content, the degree of innovation of the distance learning course, the effectiveness of feedback pedagogical communication, the degree of student training, the strength of residual knowledge, the effectiveness of digital educational means, the intensity of pedagogical interaction, the level of digital competencies of teachers and the readiness of students for independent educational activities in the digital environment). On the basis of these conditions, we formulated external (administrative, regulatory, material and technical, personnel) and internal (didactic and personal) factors affecting the effectiveness of distance learning. We also specifiedAspects related to internal factors, such as determining the pace of completing a distance course, requirements for academic support, reliance on internal motivation, managing student activity, using tools for measuring learning, substantiating methods of feedback pedagogical communication, studying student satisfaction with a distance course.
