AbstractDecarbonization and achieving a low carbon economy and lifestyle are important goals for the next generations of young people. The concept proposed in this paper aims to introduce the Romanian students, on a voluntary bases, to the field of climate change mitigation through decarbonization, by organizing a series of workshops and trainings. We will address topics like renewable energy, circular economy, zero waste systems, cleaner production, new resources, innovation management and smart solutions. The participants to the events of the project are intended to become “message bearers” and to act as change agents in their future work places. A community will be formed in the virtual environment (Facebook page, email group, Twitter account, YouTube channel) with all the persons involved in the activities of the project, that will permit the continuation of information and good practices exchange.

This paper first defines the elements and meaning of rural low-carbon economy. On the basis of theoretical analysis, this paper then analyses the government role in the development of rural low-carbon economy, for example, government should organize and coordinate the development of rural low-carbon economy, should increase the investment of rural low-carbon economy, and should supervise rural low-carbon economy development as well. Last, the paper gives some suggestions for government to follow in the future work.

Hydrogen is considered to be an ideal energy carrier to achieve low-carbon economy and sustainable energy supply. Production of hydrogen by catalytic reforming of organic compounds is one of the most important commercial processes. With the rapid development of photocatalysis in recent years, the applications of photocatalysis have been extended to the area of reforming hydrogen evolution. This research area has attracted extensive attention and exhibited potential for wide application in practice. Photocatalytic reforming for hydrogen evolution is a sustainable process to convert the solar energy stored in hydrogen into chemical energy. This review comprehensively summarized the reported works in relevant areas, categorized by the reforming precursor (organic compound) such as methanol, ethanol and biomass. Mechanisms and characteristics for each category were deeply discussed. In addition, recommendations for future work were suggested.
