Subject. The study focuses on the impact of the digital economy determinants of the education transformation. Objectives. The article provides our own approach treating the education capital as a specific asset of the digital economy, which has an acceleration effect and sets up new trends in education through integrative networks. Methods. The study is based on principles of the systems integration, cross-disciplinary and multidisciplinary approaches. Results. The socio-economic progress was found to be determined with properties of human capital, which are solely specific to the digital economy. In new circumstances, it gets more important for actors of global, national, corporate and social networks to more actively cooperate within distributed networks in order to train high professionals, who would have skills in information networks. Thus, they would raise a new form of human capital – the capital of network education (network-based education capital). We describe positive externalities that arise when the educational sector joins communication processes. We illustrate how educational forms evolves, which are typical of a certain phase of the socio-economic development. The education capital was discovered to grow into a specific asset generating the quasi-rent and working as a social ladder only provided more actors are involved into the network. Conclusions and Relevance. Studying the evolution of educational forms through the cross-disciplinary method, we discovered the need for a system approach, which would help substantiate its transformation in the time of the digital economy, and the emergence of network-based education. These are technologies and tools of the digital economy that become unique factors generating the acceleration effect of the educational capital and ensuring the use of diverse network effects for the formation of intellectual capital and their social transformation.

In the context of the global digital transformation, the most important factors determining socio-economic progress are the specific properties of human capital that are inherent only in the digital economy. In the new conditions, the role of integratively distributed network interaction of participants of global, national, corporate and social networks in the training of highly qualified specialists with new information and network skills and competencies is growing, a new form of human capital is emerging - network education capital (network education capital). On the basis of an interdisciplinary approach (economics, sociology, psychology, pedagogy, etc.), positive externalities are described that arise as a result of the inclusion of education in network communication processes. One of the main specific features of modern education is the departure from its linearity and verticality. It is shown that the network formation capital acquires the properties of a specific asset that brings a quasi-rent, and acts as a social elevator only if the involvement of more entities in the network increases

The role of human capital and, more specifically, the role of on the job training, has been widely analysed in the economic literature. Moreover, in the field of hospitality and tourism some studies focus on the relationship between training and hotel performance. This paper goes beyond this goal. It analyses the role of training on the hotel occupancy but, furthermore, it measures the impact of this human capital investment on the growth of a region, measured in terms of production, added value and employment. It combines both, microeconomic data from a database of two hundred hotels and the macro perspective of the Balearic Input-Output table, allowing measurement of the positive externalities that human capital investment in the hotel sector generates through the rest of the economy. Results show a positive and significant impact on potential growth and employment that goes beyond the strictly tourism-related sectors. In terms of policy recommendations, this work gives meaning to the promotion of public policies encouraging training practices at hotel level.

The article studies the role and various manifestations of human capital in the functioning and development of the digital economy. The key context of the research is the phenomenon of reproduction of the components of human capital, including the processes of production and consumption. As an important prerequisite for reproduction, the phenomenon of streamlining the three basic origins of functioning of economic systems is analyzed: material, informational and synergetic. The relationship and interaction of these origins play an important role in the formation of various types of capital, including human capital. The article reveals the content and directions of investing in the main components of the reproductive cycle of the economic system: demand, property relations, performers, governing bodies, infrastructure, and natural factors. The article focuses on the analysis of the trialectic foundations of the reproduction of human capital through the formation and interaction of the essential origins of man: biological, social, and labor. The man-consumer of the digital economy is fundamentally different from the human-consumer of previous eras. The main thing is that the vast majority of personal needs become an end in itself, rather than a means of obtaining material benefits in the future. Man-producer will increasingly move from the impact on material objects of labor (change of shapes, sizes, properties) to the impact on information (development of creative industries, the selection of useful information from large data sets). Based on the analysis of the substantive basis of the three industrial revolutions (third, fourth, and fifth), transformational changes are predicted, which should take place during the phase of transition to a new socio-economic formation. The main ones are sustainization of human consciousness, digitalization, and networkization of competencies; formation of the ability to live in the conditions of Internet of Things; sociologization of development, etc.

Methodological changes in the modern economy could not keep up with the rapid economic global changes. An appropriate scientific approach should also be provided for the transformations taken place in production and labor relations in the epoch of digitalization. The purpose of the present article is to justify, to systematize, and to develop the categories and concepts for the training process under the digitalization of the economic activities and production and labour relations. The article reveals the impact of different scientific theories in economics on the development of the essential characteristics of the training process; its correlation with the concepts of human resources, human capital, intellectual capital has been described. The need to use a systemic-process approach to analyze the training process as a multi-faceted and multi-tied process in digital economy is justified. The article shows that the existing categories and concepts in the training process fail to reflect the content of industrial and labor relations arising in digitalization and successfully maintaining the digital economy institutions. The article concludes that digital economy should perceive the training process as a new level of resourcing which is an intellectual and professional one, and as an intersectoral development and effective performance of human capital with the purpose to provide the quantitative and qualitative equilibrium at the labor market and its entities. The pool of employees is the object of the training process, while tailored units, divisions and services with their particular authorities, rights and duties including the law-binding ones to support the peopleware are the subjects of the training process. Therefore, the digital economy is transforming the industrial system of the production and labour relations both by adjusting them to digitalization and by generating new types of labour. Structural economic transformations trigger the changes in the essence and the content of the training process and the performance of all participants at the labour market. The essential characteristics of the categories and concepts in the training process in the digital economy should be clarified to set a methodological basis for further scientific studies in the new economic reality.

The development of digital communication technologies and their implementation in all aspects of the life of the population creates new opportunities for the realization of human capital. «Digital» employment has certain characteristics, the analysis of which is necessary to assess the impact of digitalization on the use of human capital of the population, which makes this area of research highly relevent. The objectives of the research are to determine the characteristics of new forms of employment and identify the consequences of their development for the population. The study identified the following forms of employment related to the digital economy: remote employment (remote jobs, outsourcing, freelance), a shared economy (co-consumption, co-production), creation and maintenance of Internet resources (blogs). The study determined features of each of these forms and their effect on employment. In particular, we analyzed such consequences as the market expansion for information services and products and the involvement of previously unused human capital in the production process are analyzed. In addition, the study examined the impact of digital employment on the stratification of the population by income level. As a result, we concluded that the development of Internet infrastructure is not enough for the successful use of digital forms of employment. It is necessary to develop digital literacy and create conditions for the formation of competitive human capital in the regions.

Digital transformation in the energy sector is an essential tool for promoting the construction of a clean energy system in the post-COVID-19 era. Under the background of digital China strategy and sustainable energy transformation in the post-COVID-19 era, it is meaningful to investigate the relationship between the digital economy and green total factor energy efficiency (GTFEE) to better drive the development of the digital economy and improve GTFEE. For this purpose, this study estimates deeply the impact of the digital economy on GTFEE by applying ordinary least squares (OLS), panel vector autoregression (PVAR), panel threshold, and mediation effect models based on panel data of 30 Chinese provinces from 2006 to 2018. The statistical results indicate that digital economy is conducive to improving GTFEE. Digital economy can significantly contribute to GTFEE by improving economic growth level, urbanization level, R&D investment, and human capital. The most interesting finding was that there is also a non-linear relationship between digital economy and GTFEE. The effect of digital economy on GTFEE is shown to be first promoted and then inhibited as digital economy level continues to increase. Further, the positive impact of the digital economy on GTFEE is strengthened with increasing levels of economic growth, urbanization, R&D input, and human capital. Finally, A positive correlation was found between digital economy and GTFEE in the eastern and central regions, but insignificantly in other regions.
