Factors Affecting Third Mission Implementation and The Challenges for Vietnam’s Universities in The Transitioning Period

This article focuses on clarifying theoretical basis and practice on institutional factors that affect universities’ third mission implementation and their transition into the entrepreneurial university model. The article presents results of surveys were conducted via analysis of educational quality assessment reports (period of 2014-2019) and in-depth interview of persons in leadership positions from ten universities in 2019. Based on the results of theoretical study, surveys and analysis, the article identifies the main challenges for Vietnam universities in the transitioning period

Abstract In the last years, universities have assumed a prominent role in the science and technology-based economic development. The concept of entrepreneurial university, a key concept in the triple helix model developed by Etzkowitz, identifies the evolution of the university role with the addition to the traditional missions of university (education and research) of a third mission that is to contribute to the economic development through the transfer of research results from the laboratory to the economic system. The objective of the research is to analyze how universities are implementing this new mission and investigate factors affecting their entrepreneurial orientation. More specifically, our paper aims to investigate the existence of a relationship among the entrepreneurial orientation of university and some factors representing the internal and external context in which the university is involved.

One of the most important phenomena of the changing world is aging of population. With the growing number of older people it is necessary to focus on this part of population. It is also important to allow seniors active participation in social life. The aging population provides us with many interesting materials for scientific consideration and one of them is the socio-educational contexts of the seniors' quality of life. The purpose of this study is to analyse the theoretical basis of quality of life of seniors and to highlight the relevant factors affecting the quality of life in relation to older people. In this paper it is shown how education can affect the quality of life of older people not only in terms of acquiring new knowledge, but also in the context of establishing social relations and social activation. The study focous on a theoretical study and an attempt to analyse the available data on the participation of Polish seniors in education.

Abstract The tendency of migration of Lao workers to Thailand is likely to increase especially migration pattern is social network. The objective of this research was to study factors effecting the migration through social network of Lao workers in Udon Thani. Qualitative research method was applied in the study. Unit of analysis was group level. In-depth interview guideline was applied to collect data from 15 Laotian workers. The research site was Udon Thani, Thailand. Participatory observation and non-participatory observation were use for additional data collection. The ATLAS.ti programme was applied to categorize data, and data analysis was based on the content analysis method. The research results showed that the crucial push factors which contributed migration among Laotian workers included Udon Thani Unemployment in residency, and low revenue in residency and important pull factors include higher compensation, worker demand of establishments in Udon Thani province, Laotian employers' values in Udon Thani, and social network of Laotian workers in destination.

Quality management is considered one of the most important obstacles facing the construction industry in Sudan. The application of a quality assessment system contributes to the development of quality in projects as it is possible to measure the quality in projects. This paper aims to introduce one of the quality assessment systems, which is the system followed and applied in the Singapore (CONQUAS). This system assesses quality based on structural, architectural, mechanical and electrical work. The paper also aims to study the factors affecting the application of the quality assessment system in Sudan. The study is carried out in the region of Khartoum. The study is focusing on the construction projects. The study is carried out by questionnaires and other literature review. The respondents are consultants and contractors. The data has been distributed and analyzed by using the Average Index. From the study it was found that CONQUAS standard is assessed the building based on workmanship standards by the assessors from the BCA on site using standard score sheets. The assessment is done throughout the construction process for structural, mechanical and electrical works, and from questionnaire results the main factors affect construction industry in Sudan is lack of standardization in Sudan. The author recommended that more study shall be conducted to identify factors affecting quality in Sudanese construction industry and how to improve the quality.

Objective - In recent times, schools of management in Indonesia have experienced rapid rates of growth all over the country in both big cities and small towns. The increase in interest to join schools of management is reflected by the number of schools of management at the undergraduate, master and doctoral levels that exist in almost all universities, particularly at the undergraduate and master levels. This research aims to determine the factors that influence the decision of an undergraduate, master or doctoral student to enroll in a school of management. Methodology/Technique - This study uses factor analysis and in-depth interview. The data is collecting using an online questionnaire distributed through WhatsApp groups and emails to undergraduate, masters and doctoral students throughout Indonesia. 366 questionnaires were distributed in total. Findings - The result of research show that the factors affecting students' decisions to enroll at schools of management are the process, product, and motivation. While the high interest in entering master and doctoral in management with the non-management background is caused by several factors, primarily, due to its relevance to their work, career development, accreditation, and other factors. Novelty - Those students that already occupy key positions in both private and government sectors consider managerial skills are more dominant in schools of management. Type of Paper: Empirical. The establishment of university spin-offs differs across schools as a result of the interactions among different intuitional settings. This study examines the role of institutional factors in the context of state-controlled universities, which are the majority in East Asia, but have not been the focus of the existing literature. The University of Tokyo experienced a significant shift from an anti-industry university collaboration culture to a leading entrepreneurial university in the mid-2000s. This study proposes a chronological investigation of the policies and culture of this state-owned top research university and addresses its significant efforts to create an entrepreneurial environment. First, despite the regulatory constraints, the university has established an incubator and early-stage investment resource, benefiting from prior experimental experiences in an independent research centre. Second, it opened a special non-degree entrepreneurship education programme for students and postdoctoral researchers. These facts show the importance of an organisational initiative even in a state-controlled context. Regarding the reasons why such changes did not cause internal cultural conflict, our case studies suggest that the academic and commercial bicultural system introduced by the University of Tokyo balanced the fulfilment of traditional academic roles with the drive for innovation.
