The issue of crisis management in the conditions of the Slovak Republic is determined primarily by the legal environment. It contains many concepts, including tasks and competencies designed for individual crisis management subjects. The tasks of the public sector in the process of solving crisis events are relatively extensive and complex. The main aim of this article is to clarify and summarize the issue of crisis management in the public sector. This is characterized in detail in a relatively large number of legislative documents. The authors discuss links and relationships between selected authorities and institutions in the crisis management system. Emphasis is placed primarily on their competencies and tasks

China is in a critical period of urbanization, and various social contradictions continue to be accumulated, emerged and enlarged, so public crisis management mechanism has been highly valued by governments at all levels with the public crisis events are occurred frequently. The paper conducts study for the problems in the current urban public crisis handle mechanism. First, the evaluation model of crisis management can be researched, and crisis management can be divided into four stages to evaluate respectively, they are Reduction, Readiness, Response and Recovery; then, we should research crisis prediction model to strengthen prediction, prevention and monitoring of the crisis before the crisis happened; finally, stakeholders analysis model should be studied, and scientific analyzing the interests of the various stakeholders and the relationship among them. From the theoretical point of view, the paper carries on a study for crisis handle mechanism to provide support for improving the crisis handle level.

Community planning solves policy making at different levels of the state’s functioning. Each case has a specific aim and reflects the requirements of citizens. The structure of aims is adjusted to collective and individual levels of clarification of the effect on maximization of potential applications of community planning. The research was realized in the perspective of the municipalities of the Slovak Republic. We used a participatory model of community planning policy as a main tool of community planning potential detection. We emphasized the specific adjustment of community planning to social policy in the Slovak Republic. Data collection was realized by the quantitative research method of a questionnaire. The data were evaluated by a correlation analysis to identify the measure of relationship between variables. Cross-Tabs were used for description of observed categories representation. The results showed a positive effect of the public sector on maximization of community planning policy. On the other hand, the potential declined with rising involvement of the public sector. Individual approach of leading researchers had minimum or no effect on success. It is a collective perspective that decides. In confrontation with the current state, the research represents a unique approach and confirms the exceptionality of the issue. It identifies with the previous findings about a positive contribution of the public participation in community planning. The public perceives the problems critically, expresses the requirements and needs, proposes different solutions and represents important human capital. Additionally, it can make use of contacts and multiply the use of local resources.

The paper is conceptually divided into two parts. The first part examines the issues of simplification and dematerialisation of administrative procedures showing how the only dematerialization of the documentation does not produce concrete and tangible results, as confirmed by the example presented in section 2, so widespread in the public sector as it is paradoxical. Then the errors that typically occur when you start a project of simplification and dematerialization are illustrated and the regulatory framework in Italy with particular reference to the so called “farewell to paper” that was scheduled to begin on August 12, 2016 is analysed. In the second part of the paper a project for simplification and dematerialisation of proceedings for the drafting and signing of the Rector’s decrees and executive measures by the University of Udine is presented which came to a successful conclusion using a document management system integrated in the management information system of documents.

In the article the experience of post-socialist transformation in the Slovak Republic after the Velvet Revolution and gaining of independence after the collapse of Czechoslovakia in 1993 was examined. The process of reforming of the society and state, the transition from the communist to the western model of economy, the role of public sector on the path to EU and NATO accession were investigated. It was defined that the reforming of authorities, society and the state, which had already begun in the common state of Czechs and Slovaks under the leadership of V. Havel in 1990-1992, had a great value for the formation of independent Slovakia, because, despite some differences, the European destination became a key point which determined the process of accelerated modernization and the transition from planned socialism to a free market relation. It was determined that the «peaceful divorce» with Czech Republic had become one of the most important steps on the way for successful European integration of Slovakia. The key role of civil society in the transforming of Slovak state and overcoming the negative consequences of the dominance of communist ideology on the path of European and Euro Atlantic integration was represented. The public sector has become a driving force that guided Slovak society towards accelerated modernization in 1998-2006. It was shown the process of struggle of the European choice supporters with pro-Russian policy of V. Meciar, whose period should be generally considered as a «Slovak kuchmism». The final victory of pro-European forces in the 1998 elections led to the acceleration of modernization processes in Slovakia, implementation of required changes in society and state managing necessary for EU and NATO accession.

As one of the most serious frauds in many public sector institutions, corruption has been viewed as the 'public enemy’ for the last two decades in Indonesia. Many anti-fraud programs have been attempted to counter these corrupt activities. However, to what extent the programs are successful to bring the Indonesian public sectors to become ‘a clean institution’, has not been known yet. Therefore, by applying the OECD Integrity Management System as a framework and semi-structured interviews, this study provides an empirical studyat a strategic public institution. This study also attempts to analyse some factors that have become challenges in many anti-fraud programs for public sector in many developing countries like Indonesia.
