In conditions of establishing market relations and development of integration processes, efficient functioning of agrarian complex of the Republic of Belarus requires searching for new mechanisms and methods to improve competitiveness. As experience of economically developed countries of the world shows, states and producers actively use diverse logistic solutions, models, strategies and methods for planning and arranging activities. Organization of resource support for agricultural producers and promotion of their products in market according to logistics principles results in a significant economic, social and environmental effect. The paper, in the context of the modern period, presents social and economic indicators of the transport and logistics sector, system of state regulation, structural characteristics of logistics centers, agricultural foreign trade and logistics infrastructure. The main factors were identified hindering development of agrologistics in Belarus. Organizational and economic mechanism has been developed for improving logistical activities at the interstate (EAEU) and national levels have been developed. In case of proposal to create a single agrologistics market of Eurasian Economic Union at the interstate level, it is planned to increase efficiency of the national agrologistics market on the national level based on expansion of logistics infrastructure. Via integration of several prediction methods (expert assessments (pessimistic, optimistic and probabilistic opinions), economic and mathematical (extrapolation, time series analysis), non-standard (verbal information)), a reasonable forecast of development of logistics centers of the Republic of Belarus until 2025 was made. The issues in the paper are of interest for preparation of draft state programs and strategies in the field of agrologistics and development of exchange activities, development of country position in implementation of the agreed agro-industrial policy of the EAEU Member States.Acknowledgments. The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. The agro-industrial complex of Kazakhstan has the objectives on increasing the volume of production of competitive, export-oriented agricultural products and increasing labor productivity by 2.5 times by 2022. Thus, the country's agricultural policy is aimed at ensuring food security. The goal -is to analyze the current state of providing the population of the republic with food at the expense of own production and to identify further ways of its development. Methods – comparative analysis, statistical and economical for market research; systematic approach. Results - The Ministry of National Economy of the Republic of Kazakhstan dated December 9, 2016, No.503, approved scientifically grounded physiological norms of food consumption. In connection with the pandemic, the State has set the priority anti-crisis tasks to achieve the stability of the socio-economic development of Kazakhstan, including regulation of prices for agricultural products. The conducted comparative analysis showed that the population in the country is mainly provided with domestic food products within the established standards, with the exception of poultry meat, cheese, cottage cheese, fruits, berries, vegetables, sugar and fish. The undertaken measures show that in the near future they will allow increasing the scale of production of these food products, which is quite justified. It has been determined that the republic has potential opportunities, in particular, natural and labor resources for import substitution. Conclusions - meeting the needs of the republic's residents for all types of their own products requires deep research. State regulation of agricultural market is aimed at improving the living standards of the population in the regions by creating favorable conditions for the development of crop production, animal husbandry, food industry, social infrastructure, and technical equipment.

The effectiveness of state regulation of the agro – industrial complex of Russia and the efficiency of business activities of organizations-participants of industry markets is largely determined by the competent use of methods and tools used in the advanced countries of the world. For our country, the mechanisms of the former Soviet republics are the most acceptable. The study of the experience of these countries allows for more rapid and flexible market reforms, as well as to implement measures to stabilize the activities of agricultural organizations, processing enterprises and infrastructure entities in modern conditions, due to the fact that the transformation of their activities is significantly influenced by the factors of changes in the macro environment. It should be noted that in the current conditions, the management of risks that form threats to national security is due, among other things, to take into account the foreign economic and foreign policy situation and the international situation on the market of grain and products of its processing. The effective mechanisms of state management of integration processes in the technological chain of grain market organizations used in the Republic of Kazakhstan are considered. The features of integration tools caused by the development of market relations are revealed. Measures of state influence on regulation of functioning of the market of food wheat for the purpose of strengthening of food security and export potential of the country are established. The need to adapt the experience of Kazakhstan in reforming the Russian agroindustrial complex, which is important for strengthening the socio-economic stability of the state and the development of measures taking into account the transformation of interstate integration processes.

В статье раскрыта важность продовольственной безопасности с учетом точки зрения отечественных авторов. Предложены пути обеспечения продовольственной безопасности в стране за счет эффективного использования экономического потенциала страны в сельскохозяйственном производстве. Рассмотрены тенценции по сокращению миграционных потоков между развитыми странами мира, проблемы, возникшие в сельскохозяйственном производстве в условиях пандемии. Авторами проанализированы процессы сокращнения возможностей использования дешевой рабочей силы мигрирующего населения. Проведен анализ влияния пандемии на сельскохозяйственное производство нашей страны. Изучены тенденции развития сельскохозяйственного производства на мировом и национальном уровне. Выявлены проблемы зависимости от импорта на рынке реализации готовой продукции отрасли пищевой переработки сельскохозяйственного производства. В этой связи произведено переосмысление важности и необходимости сохранения, защиты продовольствененной безопасности, повышенияэффективностисельскохозяйственного производства республики. Изучен агропродовольственный рынок страны путём проведения анализа уровня самообеспечения зерном. Выявлено, что на зерновые культуры приходится около 69,1% всей площади посевов. Рассмотрен комплекс мероприятий по обеспечению продовольственной безопасности страны, в частности авторы предлагают предоставление налоговых и других льгот сельзозпредприятиям, строительство и оптимизацию производственных мощностей предприятий пищевой перерабатывающей промышленности АПК. The article reveals the importance of food security from the point of view of domestic authors. The ways to ensure food security in the country by effectively using the country's economic potential in agricultural production are suggested. The article considers the tendencies to reduce migration flows between the developed countries of the world, as well as the problems that have arisen in agricultural production in the context of the pandemic. The authors analyzed the processes of reducing the possibilities of using cheap labor of the migrating population. An analysis of the impact of the pandemic on agricultural production in our country has been carried out. Trends in the development of agricultural production at the global and national level are studied. The problems of dependence on imports in the market for the sale of finished products in the food processing industry of agricultural production are identified. In this regard, the importance and necessity of preserving and protecting food security and improving the efficiency of agricultural production in the Republic were reconsidered. The agro-food market of the country was studied by analyzing the level of self-sufficiency in grain. It was found that cereals account for about 69.1% of the total area of crops.A set of measures to ensure food security of the country is considered, in particular, the authors propose the provision of tax and other benefits to agricultural enterprises, construction and optimization of production capacities of food processing enterprises of the agro-industrial complex.

The article is devoted to the analysis of foreign trade in agricultural products of the Republic of Kazakhstan. The analysis of indicators of export of agricultural products of the country. In the process of studying the foreign trade turnover of agricultural products of Kazakhstan, identified the main trading partners or importers of agricultural products of the Republic. The analysis of changes in the structure of exports of agricultural products of the Republic to the countries of the Commonwealth of Independent States and the rest of the world. The main agricultural products occupying significant shares in the structure of export of the Republic are determined. For the analysis, a statistical review of the dynamics of foreign trade in agricultural products over the last five years is presented. The analysis of indicators of production of agricultural products, as well as the share of manufactured products for export (Simić, Stankov, 2020).   The study confirmed that the share of agricultural exports in the overall structure of the country's exports is insignificant. A significant part of the exported agricultural products are directed to the CIS countries and neighboring countries. A significant part of the export of agricultural products falls on cereals. The share of this category of goods in the total income from exports of food and agricultural raw materials is 90 percent. Thus, exports and foreign trade in agricultural products in General are a source of growth of the agricultural economy for the country, the external factor is important to take into account when building forecasts of economic growth and modeling the economic policy of the country in the field of agriculture.

AbstractThe stability of business in an economy has always been the primary goal that is difficult to achieve, and inflation is most often used as its basic indicator. It is a signal of change in the general price level. The paper analyzes inflation and prices of agricultural and food products as a combined phenomenon, examines their causes and consequences in the Republic of Serbia. Particular importance is attached to the change in prices of agri-food products and the prices of inputs caused by the changes that are taking place at the global level, which are gaining increasing influence in the national context. The change in price parity and the influence of the world monopolistic structure on inflation are pointed out. It also points to the importance of demand, which causes inflation in less developed countries, and which results in higher food prices, additionally putting pressure on wage growth, which, as a rule, is not a consequence of productivity growth. The authors state that with the internationalization of business activities, there was a transfer of influence of international trends on the level and effects of inflation at the national level. Given the trends in the world market, it can be concluded that the prices of agri-food products will not decrease. However, they will - due to the pressure exerted by the constant growth of the population, i.e. on the demand side, demand inflation will constantly manifest.

The article is devoted to the study of the peculiarities of the functioning of the agro-industrial complex of Ukraine in terms of international competition strengthening. The authors study the state and compliance of the development of the market of agro-industrial products of Ukraine with global trends. It is noted that the agro-industrial complex of Ukraine continues to be affected by a number of negative factors that hinder the development of the industry and do not allow to fully use all available export potential. The latest research and publications of leading economists on the development of agro-industrial production, on the problems of agricultural enterprises in foreign markets are analyzed. Ukraine is confidently increasing its position on the world market in terms of exports of agro-industrial products. However, maintaining the achieved results and reaching the leaders in new product segments require addressing the complex issue of accelerated technological development of agriculture and production, stimulating ecological certification and promoting a higher level of processing of exported products. Grounded main ways to solve them improve trends in the export of agricultural products Ukraine, formed list of measures to maximize the export potential of AIC Ukraine. It is concluded that both effective foreign economic activity of agrarian enterprises and the integration of the state to the EU depends on various issues. Provided Ukraine's foreign economic activity achieves the level of developed countries, the state will be able to take a competitive place at the world market of agricultural products and consolidate its positions. To improve the situation, it is proposed to fight corruption in the agro-industrial complex, increase the level of transparency of agribusiness in Ukraine, promote environmental certification, simplify the tax system, develop technological and innovation infrastructure of the agro-industrial complex of Ukraine and more. The proper functioning of the domestic agro-industrial market and its infrastructure as well as the financial market is a significant factor of further Ukraine's agriculture development.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The purpose of the article is to develop instrumentarium for determination ofthe level of food security. In order to achieve the set goal, the authors use method ofmonitoring and economic & mathematical modeling of manufacture and consumption ofagricultural products. In the process of the research, the authors test this method by theexample of modern Russia and determine the existence of the problem of food security. Inorder to solve this problem, the authors develop recommendations for stabilization ofagricultural production, as a basis of country’s food security. The authors also conductanalysis of agricultural development of developed countries and determine primary tasks,solution of which will stipulate provision of the required level of food security. As a resultof the research, the authors come to the conclusion that the developed recommendationscan be directions of unified state approach to solving the problem of achievement of foodsecurity and formation of agrarian policy. At that, it should be noted that policy which isaimed at achievement of national-level goal cannot be formed without relevantinformational provision. Therefore, agriculture authorities must possess full, high-quality,and actualized information. Elements of state policy in the sphere of achievement of foodsecurity can stipulate achieving indicators which are determined by national doctrine andform optimal level of cooperation of national agriculture production and foreign partners.
