Results on the National Assessment for Education Progress and the Program for International Student Assessment show that high school mathematics instruction is past due for a redesign. Despite calls for reform going back at least four decades, the structure of math instruction has remained largely the same. In April 2018, the National Council of Teachers of Mathematics released Catalyzing Change in High School Mathematics: Initiating Critical Conversations to promote discussion of the changes needed. Robert Berry and Matthew Larson, current and past presidents of NCTM, describe the arguments within this report, asserting that the math curriculum needs to help students understand the mathematics that’s part of daily life, that tracking of students and teachers should be abandoned, that instruction should involve all students as doers of math, and that all students should experience a common curriculum.

Mathematical competency can be referred to one of the most essential competencies in the context of the exponential development of the knowledge-based economy and globalization, especially when people make financial decisions based on their mathematical literacy. Numeracy is considered one of the critical skills of the people. To develop and evaluate numeracy, the national curricula of many countries across the world, such as Australia, Germany, Singapore, or Programme for International Student Assessment - PISA have selected Consumer and financial context as teaching and assessing content. In Vietnam, in the general education curriculum mandated by the Ministry of Education and Training in December 2018, numeracy, which originated and developed substantially in Mathematics, is one of the seven general capabilities. In this paper, we present a literature review of numeracy and several pedagogical recommendations to develop junior high school students' numeracy through the context of consumer and financial literacy.

Mathematics courses are given to students from elementary school to higher education which equip them with logical, analytical, systematic, critical, and creative thinking skills, as well as the ability to work together. According to the Organization for Economics Cooperation and Development (OECD) year 2013, the concep of mathematical literacy in Programme for International Student Assessment (PISA) supports the importance of developing strong understanding of pure mathematical concepts and the benefits involved in exploration in the abstract world of mathematics. This research produces a Mathematics strategic learning analysis of grade IX that supports high-order mathematical thinking skills (HOMT). Two (2) parts of the materials will be discussed more focused, ie (a) learning materials and (b) learning strategies. With a learning syllabus that supports the HOMT, the opportunity to increase the value of Mathematics education is greater, one of which is formulate challenging questions. Challenging Mathematical questions will meet the criteria of high-level questions (PISA has a level of questions from level 1 to level 6). HOMT supports the development of a strong understanding of pure mathematical concepts and is useful in exploration in the abstract world of mathematics. The sources of data used in the preparation of this reseach are the results of the PISA survey in 2006 and 2012 and the 2013 curriculum book sourced from the Ministry of Education and Culture.
