Education policy, traditionally a fortress of state-building processes, is now being challenged by the emergence of a new dimension at the European level. The Lisbon Strategy of 2000 has not only redefined education as a tool for improving Europe’s competitiveness within the knowledge economy, but it has also significantly expanded the role of the European Commission as a legitimate actor intervening in education. Although the increasing involvement of the EU in education has been empirically covered by the existing literature, less attention has been devoted to elucidating these changes from a theoretical point of view. This article contends that these transformations raise a theoretical puzzle in terms of the understanding of the two mainstream theories of European integration. This argument is developed in three steps. First, the article examines the historical developments of EU competences in education. It then critically engages with the main theoretical explanations of European integration theories in relation to these changes, namely supranationalism and liberal intergovernmentalism, asserting that these approaches do not fully account for a comprehensive explanation of the drivers behind these transformations. By contrast, the article suggests that broadening the analytical lens to include a more ideas-centred approach provides a more in-depth understanding of European education policy.

European integration theories help us understand the actors and mechanisms that drive European integration. Traditionally, European integration scholars used grand theories of integration to explain why integration progresses or stands still. Born out of assumptions that are prevalent in realist international relations theories, intergovernmentalism was first developed as a theory in opposition to neofunctionalism. In a nutshell, intergovernmentalism argues that states (i.e., national governments or state leaders), based on national interests, determine the outcome of integration. Intergovernmentalism was seen as a plausible explanatory perspective during the 1970s and 1980s, when the integration process seemed to have stalled. Despite the fact that it could not explain many of the gradual incremental changes or informal politics, intergovernmentalism—as did various other approaches—gained renewed popularity in the 1990s, following the launch of liberal intergovernmentalism. During that decade, the study of European integration was burgeoning, triggered in part by the aim to complete the single market and the signing of the Maastricht Treaty that launched the European Union (EU). Intergovernmentalism also often received considerable pushback from researchers who were unconvinced by its core predictions. Attempts to relaunch intergovernmentalism were made in the 2010s, in response to the observation that EU member states played a prominent role in dealing with the various crises that the EU was confronted with at that time, such as the financial crisis and the migration crisis. Although intergovernmentalism is unable —and is not suited—to explain all aspects of European integration, scholars revert to intergovernmentalism as a theoretical approach in particular when examining the role of member states in European politics. Outside the EU, in the international arena (such as the United Nations), intergovernmentalism is also observed when studying various forums in which member states come together to bargain over particular collective outcomes in an intergovernmental setting.

The European Union (EU) is facing one of the rockiest periods in its existence. At no time in its history has it looked so economically fragile, so insecure about how to protect its borders, so divided over how to tackle the crisis of legitimacy facing its institutions, and so under assault by Eurosceptic parties. The unprecedented levels of integration in recent decades have led to increased public contestation, yet at the same the EU is more reliant on public support for its continued legitimacy than ever before. This book examines the role of public opinion in the European integration process. It develops a novel theory of public opinion that stresses the deep interconnectedness between people’s views about European and national politics. It suggests that public opinion cannot simply be characterized as either Eurosceptic or not, but rather that it consists of different types. This is important because these types coincide with fundamentally different views about the way the EU should be reformed and which policy priorities should be pursued. These types also have very different consequences for behaviour in elections and referendums. Euroscepticism is such a diverse phenomenon because the Eurozone crisis has exacerbated the structural imbalances within the EU. As the economic and political fates of member states have diverged, people’s experiences with and evaluations of the EU and national political systems have also grown further apart. The heterogeneity in public preferences that this book has uncovered makes a one-size-fits-all approach to addressing Euroscepticism unlikely to be successful.

AbstractPhyllotactic diversity and developmental transitions between phyllotactic patterns are not fully understood. The plants studied so far, such as Magnolia, Torreya or Abies, are not suitable for experimental work, and the most popular model plant, Arabidopsis thaliana, does not show sufficient phyllotactic variability. It has been found that in common verbena (Verbena officinalis L.), a perennial, cosmopolitan plant, phyllotaxis differs not only between growth phases in primary transitions but also along the indeterminate inflorescence axis in a series of multiple secondary transitions. The latter are no longer associated with the change in lateral organ identity, and the sequence of phyllotactic patterns is puzzling from a theoretical point of view. Data from the experiments in silico, confronted with empirical observations, suggest that secondary transitions might be triggered by the cumulative effect of fluctuations in the continuously decreasing bract primordia size. The most important finding is that the changes in the primary vascular system, associated with phyllotactic transitions, precede those taking place at the apical meristem. This raises the question of the role of the vascular system in determining primordia initiation sites, and possibly challenges the autonomy of the apex. The results of this study highlight the complex relationships between various systems that have to coordinate their growth and differentiation in the developing plant shoot. Common verbena emerges from this research as a plant that may become a new model suitable for further studies on the causes of phyllotactic transitions.

The purpose of this study is to explore the evolution of EU administration by focusing and critically examining the role of EU agencies in advancing the European integration project. The research question deals with identifying the factors that account for the formulation of EU agencies and the reasons behind their sharp increase in numbers since the 2000s. The tasks are to analyse critical EU agencies’ parameters such as their typology, the policy area they deal with, origin of their resources and funding, and their output. In addition, transparency and accountability issues accompanying the proliferation of EU agencies are also considered. Emphasis is placed on the evolution of the European administration as expressed by the establishment of various types of agencies since 1975 thereafter. Methodologically, the research utilizes quantitative data based on annual EU budgets as well as official reports and policy papers issued by main EU institutions (European Commission, European Parliament, European Court of Auditors) and agencies, analyzing them from a historical perspective. As a result, it is argued that the proliferation of EU agencies has advanced the process of European integration, namely the EU enlargement and expansion in new policy areas following successive reforms of the Treaties. However, concerns regarding accountability and transparency issues remain in place.

The paper presents the results of research that included comparative study of the place and role of female characters in selected and representative comedies by Serbian comedigrapher Branislav Nušić (eng. MP, Suspicious person, Mrs Minister, Bereaved family, Dr, Deceased; srb. Narodni poslanik, Sumnjivo lice, Ožalošćena porodica, Dr, Pokojnik, Vlast) and Bulgarian comedigrapher Stefan Kostov (eng. Gold mine, Golemanov, Grasshoppers, Nameless comedy; blg. Zlamnama mina, Golemanov, Skakalci, Komediâ bez ime) in order to find similarities and differences in the process of comedigraphic shaping of female characters in the work of these two authors. The subject of the research was viewed primarily from a literary-theoretical point of view, and the dominant methods of study were comparative and analytical-synthetic. During the research, there was a differentiation of female characters in accordance with their motivational structures, psychological assemblies and the nature of the place and the role they play in the social environment in which they are located. Therefore, we can distinguish female characters who live in the province and who are fully representative of the small-town spirit, female characters who live in the capital and are a symbol of the modern age and female characters who dwell in the capital, but in fact, deeply down still carry a small-town view of the world. The structure of this paper is in line with this distinction. Conclusions made at the end of the study show that the representation of female characters in analyzed comedies of both comedigaphers is highly similar in its nature.

This paper considers the changing modes of governance of education policy in the European Union (EU) and Australia through a lens of ‘soft governance’. It considers the increased use of ‘policy instruments’ such as benchmarking, targets, monitoring, data-generation in policy-making in recent decades. It considers the roles these policy instruments play in coordinating education policy in the EU and Australia as well as their intended and unintended consequences. It shows that in the EU, these instruments played a role in strengthening the coordination through the links between individuals and programs, and networking, which is seen as resulting in enhanced creativity in policy solutions, development of new norms and new means for achieving policy goals. While in Australia it seems that the role of these instruments is focused on consolidating the role of the Commonwealth’s oversight and control over what constitutionally is a responsibility of States which adds to several policy tensions already existing in the federal coordination of education.

Business schools play a key role in training marketing professionals. However, there is a strong divide between the expectations held by marketing professionals and those held in academia. This article considers this phenomenon from a theoretical point of view and explores its causes. The author argues that business schools are able to play a key role in bridging theory and practice in marketing. The article closes by offering several suggestions for how business schools might increase the relevance of marketing research while reducing the gap between marketing theory and practice. In particular, the article suggests the adoption of an inductive approach to research and offers a set of policies that business schools can implement in order to close this gap.

In recent years, Hungary has frequently declared its special position on various issues, which differs from the point of view represented by Brussels. Brussels has, in return, criticized the Hungarian administration for restricting political rights, the growing role of state in the country's social and economic development, its persistent refusal to accept compulsory migrant quotas, its confrontation with Ukraine, and even its alleged anti-Semitism. The disaffection of Brussels with Hungarian Government policies was reflected in the Sargentini Report, which led to the threat of launching a procedure under Article 7 of the Treaty of Lisbon, which would have potentially suspended Hungary's voting rights in the EU and cut off its EU funding. Despite the existing divisions, Hungary values its EU and NATO memberships, as well as the improvements in relations with the US, although it still strives for independence while standing up for its own sovereignty. One of the tools of Hungarian foreign policy is the turn to the East, first and foremost to China and Russia, that allows Hungary to maneuver in a more effective way between the contemporary centers of power.

This chapter examines the European Union’s capacity to govern effectively. It argues that the creation of governance capacity for the institutions within the EU is the goal of much of the process of integration. While European integration is to some extent an end in itself, it may also be the means for attaining the capacity to govern a large territory with complex economic and social structures. The chapter first explains what governance is before discussing various criticisms levelled against it and how governance works in Europe. It then outlines a number of propositions about European governance, focusing on multilevel governance, the role of governance in output legitimization, and the claim that European governance remains undemocratic, is highly segmented, and is transforming. The chapter proceeds by looking at changes in European governance styles and policy issues, along with their implications for European integration. Finally, it explores the consequences of enlargement for EU governance.

In this paper, we investigate the role played by dark energy (DE) in the form of Generalized cosmic Chaplygin gas in an accelerating universe described by FRW cosmology. We have tried to describe the model from the theoretical point of view of a field, by introducing a scalar field ϕ and a self-interacting potential V(ϕ). The corresponding expressions for the field are obtained for the given model. Statefinder parameters have been used to characterize the dark energy model. Plots have been generated for characterizing different phases of universe diagrammatically and a comparative study is performed with the Modified Chaplygin gas model. As an outcome of the study, Generalized cosmic Chaplygin gas is identified as a much less constrained form of dark energy as compared to modified Chaplygin gas.
