The purpose of this article is to revitalize the idea of soft skills as an important part of evaluator training through reflecting on the use of the People Styles Assessment Inventory (Bolton & Bolton, 2009) as a reflective exercise in a course with masters and Ph. D. level evaluation and measurement students. This paper provides an overview of the recent conversation in the literature surrounding interpersonal competency in evaluation, highlighting the need for and lack of emphasis on interpersonal skills in evaluation training, then describes the teaching practice context for engaging in the People Styles assessment and reflective activity. The People Styles model is described in detail along with key reflections on the use of the model for training future evaluation practitioners.

While interpersonal skills in telehealth may positively impact clinical practice, patient engagement and outcomes, assessment strategies are lacking. We conducted a multi-stage iterative approach to develop and test validity and reliability of the Teaching Interpersonal Skills in Telehealth checklist (TIPS-TC). First, we identified observable communication behaviors from the literature. Second, we surveyed telehealth managers and researchers (N = 11) to rate appropriateness of potential checklist items. Level of agreement (35%–91%) and Kappa statistic (0.18–0.89) confirmed items to be retained and identified items to modify. Based on response patterns and comments, we reduced 44 items to 12 critical checklist behaviors. Third, student clinicians used the checklist with video telehealth consultations and provided feedback. Fourth, we conducted reliability testing with practitioners and administrators (N = 68) who completed the TIPS-TC for two versions of a telehealth scenario. Strong interrater reliability intraclass correlation coefficient (ICC) and test-retest reliability ICC (both p < .001), along with non-significant findings of order effects supported the checklist as an acceptable instrument to differentiate high skill from low skill telehealth sessions. The TIPS-TC offers an evidence-based approach to assessing interpersonal skills in telehealth to help evaluate clinician competence and tailor learning activities across disciplinary roles.

The challenge and opportunity for the field of evaluation is to prepare evaluators with sophisticated interpersonal competence alongside technical research skills. This article shows that service-learning, a “real-world” pedagogical model, holds promise as a way to educate students in evaluation while developing their interpersonal skills. While other community-based approaches offer experiential applications of evaluation methods, service-learning adds the important element of reflection to deepen student learning. A course that employed the “client-based” service-learning approach, individual-to-group student assignments, practice with interpersonal skills, and ongoing reflection activities is presented as a pedagogical approach to expand the range of interpersonal skills that can be developed among students. Student surveys showed that the course conveyed many benefits beyond technical knowledge of evaluation: use and awareness of important interpersonal skills, growing insight into their community and its people, growth of professional self-confidence, and kindling an interest in the field of evaluation.

A ratification referendum is a procedure in which framers submit a constitution to the people for binding approval before implementation. It is widespread, recommended, and affects the contents and reception of constitutions, yet remains unstudied. Moreover, the reasons or justification for using the procedure remain unexplored. This is troubling because ratification referenda are optional, and thus should only be implemented for good reasons that, today, are no longer given. This article begins correcting this oversight by identifying those that brought about the first ratification referendum and explaining why they did so. I demonstrate that the Berkshire Constitutionalists called for the procedure during the events leading up to the creation of the 1780 Massachusetts Constitution, and that they justified their actions by asserting that the people have an unalienable right to ratify their constitution through a referendum, for this provided needed protection against potentially corrupt elites. This argument remains the most fully developed justification for the procedure to date. My analysis not only reveals ratification referenda to be another product of early American political thought, but also points the way forward for future evaluation of the procedure, and forces reflection upon the importance of having solid grounds for the choices involved in structuring a constitution-making process.

This article reports the findings from a phenomenographic investigation into guidance counselors’ conceptions of career management skills (CMS). The results show that CMS was conceived as (a) information-based knowledge, (b) personal skills development, (c) interpersonal skills development, and (d) autonomous application of skills. The differences appeared along six dimensions of variation that included awareness of CMS, emphasis, promotion of CMS, teaching practice, assessment, and attitude. The findings give us a more profound understanding of critical aspects that may have an important role in the development of individual’s CMS.

Employers and students concur that soft skills or interpersonal skills are critical to managerial success, yet we know little about how MBA program admissions professionals conceptualize and assess these skills in the context of global management education. Such practices have key implications for interpersonal skills curriculum and training in MBA programs around the globe. A survey of 182 MBA admissions professionals from 24 countries revealed surprising agreement in how interpersonal skills were conceptualized, and suggest interpersonal skills and soft skills are not synonymous. Results also indicated that only 30% of U.S. and international MBA programs use specific criteria to assess applicants’ interpersonal skills, with the remainder using nonspecific criteria or no assessment method. We discuss the need for more rigorous assessment of interpersonal skills in MBA admissions, closer coordination between admissions officers and curriculum developers, and tighter alignment between interpersonal skills assessment and MBA curriculum and learning outcomes.

On the basis of generalizing some achievements and remaining limitations in the process of integrating soft skills education in teaching the subject: Ho Chi Minh Ideology for undergraduates at universities in Hai Duong province; the author proposes three measures to contribute to improving the efficiency in this teaching: planning to teach Ho Chi Minh Ideology combining with soft skills education; organizing this combination in teaching practice; testing and evaluating its results of formation and development of undergraduates’ soft skills through teaching this subject at universities. Each measure is analyzed specifically according to the unified structure, including the objectives, contents and methods of implementing the measures; as well as its conditions to implement.

Timetables are important for train punctuality. However, relatively little attention has been paid to the people who plan the timetables: the research has instead been more centred on how to improve timetables through simulation, optimisation, and data analysis techniques. In this study, we present an overview of the state of practice and the state of the art in timetable planning by studying the research literature and railway management documents from several European countries. We have also conducted interviews with timetable planners in Southern Sweden, focusing on how timetable planning relates to punctuality problems. An important backdrop for this is a large project currently underway at the Swedish Transport Administration, modernizing the timetable planning tools and processes. This study is intended to help establish a baseline for the future evaluation of this modernization by documenting the current process and issues, as well as some of the research that has influenced the development and specifications of the new tools and processes. Based on the interviews, we found that errors in timetables commonly lead to infeasible timetables, which necessitate intervention by traffic control, and to delays occurring, increasing, and spreading. We found that the timetable planners struggle to create a timetable and that they have neither the time nor the tools required to ensure that the timetable maintains a high quality and level of robustness. The errors we identified are (a) crossing train paths at stations, (b) wrong track allocation of trains at stations, especially for long trains, (c) insufficient dwell and meet times at stations, and (d) insufficient headways leading to delays spreading. We have identified eleven reasons for these errors and found three themes among these reasons: (1) “missing tools and support,” (2) “role conflict,” and (3) “single-loop learning.” As the new tools and processes are rolled out, the situation is expected to improve with regard to the first of these themes. The second theme of role conflict occurs when planners must strive to meet the demands of the train operating companies, while they must also be unbiased and create a timetable that has a high overall quality. While this role conflict will remain in the future, the new tools can perhaps help address the third theme by elevating the planners from first- to double-loop learning and thereby allowing them to focus on quality control and on finding better rules and heuristics. Over time, this will lead to improved timetable robustness and train punctuality.

Traveling not only creates fun for tourists. Tourism activities are believed to also improving human resources ability. It is a significant aspect related to human resource capacity that soft skills ownership which can be trained to modern travellers through ecotourism activities. This descriptive qualitative study describes soft skills trained to tourists from among younger generation in ecotourism destinations. Statement of the problem in this research is what is the relevance between ecotourism and soft skill ownership? This study identifies soft skills trained in ecotourism activities that are interpersonal skills characterized by communication skills, like others, have empathy and concern, warm, forgiving, open, adaptive and self-control abilities. The interpersonal skills that are part of this soft skill are believed to be important and will help younger generation to succeed in living their lives.

Developing engineering students whose ability to work and make a real contribution to the development of technology can be done not only after they have graduated from college but also when they are still in college. One of the strategies is by implementing project-based learning with the project based on the potential of the student's region. This study aims to reveal students’ perceptions of learning and soft skills acquisition toward the implementation of the strategy to answer whether the project is effective to implement. This study was conducted on fifty-one Indonesian college students who took Mechanical Drawing course. It belongs to a one-shot case study with mixed-method approach. The result shows that the project based on the potential of the student’s region is effective to raise their perception of motivation, interest, real-world, very beneficial, learning more lecture and enjoyable so that they learn more actively and provide more time to study. It also develops students’ soft skills, including teamwork, project management, communication, and interpersonal skills. The results may have pedagogical implications in improving learning quality in Mechanical Drawing course by enriching project references used in implementing project-based learning. Furthermore, the project given can be a solution in developing the potential of the students’ regions.

Evaluation of curriculum is undertaken for the purposes of ensuring accountability, accreditation, and improvement, all of which are highly relevant to teaching and learning in institutions. If evaluation is to drive change, it needs to be able to influence teaching practice. Therefore, this article reviews the meaning of curriculum, curriculum evaluation, reasons for curriculum evaluation, functions and types of curriculum evaluation, instruments for curriculum evaluation, its challenges and suggested solution for future evaluation.
