The article examines the problem of creating a comprehensive gender-sensitive educational space in the general secondary, vocational pre-higher, and higher education institutions in terms of finding ways to improve the quality of educational services for career guidance and professionalization of individuals in the new socio-cultural situation in modern Ukrainian society. The main provisions of the article reflect progressive ideas of international organizations and the requirements of Ukrainian legislation on equal rights and opportunities for men and women in all areas of human life, especially in education. The purpose of the article is to conduct a gender analysis of spatial and organizational conditions of educational institutions of different levels and substantiate a possibility of introducing a gender-sensitive approach in the general secondary, vocational pre-higher, and higher education institutions as a basis for quality assurance and professionalization of students. The study uses a comprehensive methodology of gender audit of educational institutions, which includes analysis of scientific and practical, as well as instructional and methodology literature, documents on the organization of educational process, questionnaires for teachers, monitoring of pedagogical communication, interviews with education providers and students, and preparation of a report and recommendations for improving the quality of the educational environment in terms of career guidance and professionalization of adolescents and youth. The results of the gender audit of educational institutions at various levels prove the link between a non-discriminatory environment and the efficiency of preparation of adolescents and youth for conscious and balanced professional choices. They show continuity of each level of education in the creation and cementing of gender stereotypes about social roles and division of professions by gender, which hinders successful professional self-determination of girls and boys; specific typical educational cases with latent discrimination and the reasons that cause lowering of the potential in students of both genders are presented. It is determined that the creation of gender-sensitive educational space promotes the development of critical thinking of adolescents and youth, rethinking and destruction of gender stereotypes in all participants of the educational process, their motivation for creative and innovative activities, their readiness to accept new ideas, and efficient career guidance. Practical recommendations for optimizing spatial and organizational conditions of educational institutions and providing educational services in the process of career guidance of school and college students have been developed.

The article summarizes the theoretical foundations for the formation of communication management strategy in higher education institutions of Ukraine determining its components and considering the application peculiarities of communications in the educational field. The author states that in conditions of fierce competition on the higher education market, effective management of communication is of great importance; the level of its development determines the quality of the educational process, financial and economic situation of education institutions and provides opportunities for our youth to obtain higher education in Ukraine. The formation and development of educational management are particularly important today in all countries, as the quality of education depends not only on the professional skill of a teacher and the student’s desire to receive quality educational services but also on the quality of management of all educational activities. Communication management is considered to be one of the most important tools for educational management. In the current difficult conditions of the pandemic, it can expand the opportunities of educational activities, preserve the scientific, financial and economic potential of the educational institutions, and introduce modern innovative forms of education following world standards of educational quality. Besides, communication management helps prevent corruption in the educational institutions, expand the interaction between educational institutions and employers bringing the domestic labour market closer to the civilized standards of the European Union. The author mentions that there are peculiarities of communication in the educational sphere and indicates certain problems associated with the specific features of the financial and economic activities of the educational institutions. The uncertainty of the external and internal environment of educational institutions and the constant lack of funds require communication management application not only in everyday learning but, to a greater extent, to advertise educational institutions, use modern interactive technologies to attract students, seek additional educational services. Therefore, the main stages of the formation and implementation of the communication management strategy in the educational institutions of Ukraine proposed in the article, will allow the management of institutions to solve several strategic and tactical problems and will develop their communication strategies.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Abstract Abstract. The main purpose of the article is to form a consistent and clear mechanism for neutralizing internal and external threats to financial security. Financial security at any level always implies a state of security against the impact of threats. Terms such as «risk», «call» and «danger» are often used. The article establishes the essence of the concepts of «financial security of higher education institution», «danger», «risk», «challenge» and «threat». Classification of threats into internal and external ones is carried out, their sources and factors are identified. The methods used to assess risks, their advantages and disadvantages are defined. It is offered to carry out an estimation of risks of financial security of higher education institutions by means of SWOT-analysis and expert methods, and using point marks to establish a generalized estimation of one expert of influence of factors of strong and weak sides of activity of higher education institution on assistance to use of possibilities and protection against threats taking into account probability of their occurrence. The generalized result of activity of higher educational institutions is calculated, which showed insignificant prevalence of internal strong factors in activity of higher educational institutions on quality of educational services provided by them and provision of financial security. Weaknesses of activity of higher education institutions on which management of quality of educational services for the purpose of maintenance of financial security should be focused, and also those strong sides of activity which potential should be used for achievement of the set goal are established. Based on the results of the study, it was identified the main weaknesses that the management of the quality of educational services should pay attention to in order to ensure the financial security of higher education institutions. It is necessary to take into account that the results of this assessment are quite variable in time, because according to the circumstances may change the system of factors, and step their influence. Abstract Studying students’ satisfaction within the modern context aims to develop the higher education institutions; students’ satisfaction has become one of the most important factors in the process of developing the educational process. Thus, the purpose was to analyze data collected from a sample of 800 students divided equally between Romania and Iraq to measure their satisfaction with educational services delivered by the two countries’ universities. The study concluded that the level of the students’ satisfaction in Romanian universities is higher than that of their Iraqi counterparts. The researcher recommend that the Romanian universities should continue with the development of the educational plans, and with the enhancement of the programs adopted by the universities to increase the level of quality in their educational processes. For the Iraqi universities, the study recommends that Iraqi universities should give a much more important role to students’ satisfaction as one of the most important factors for measuring the quality of their educational services, the administrative staffs in the Iraqi universities should work harder to meet the expectations and needs of their students.

In 2020, almost all nations face a pandemic of COVID-19 coronavirus infection, including Russia. This virus has affected all spheres of social life, not excluding the field of education, and has required radical changes. The COVID-19 pandemic has given a strong impetus to the transition to a new education format, so students in higher education institutions have moved to a distance-learning format. With the transition to a new format, educational institutions had to face many difficulties, mainly the lack of experience and practice of mass introduction of remote access technologies to provide and receive educational services. At the same time, tremendous work has been carried out in Russia to amend the existing legislation on education, improve methods of regulating and controlling the educational process and the quality of education

Relevance of work is caused by the fact that now the integrated approach to system of professional orientation work with youth starting with the entrant becomes one of important tasks for higher education institutions and finishing the graduate taking into account their personal opportunities and abilities, and also a state and prospects of development of regional economy and labor market. In article functions of the main subjects on career guidance of youth in general are considered and the emphasis for a role of higher education institutions in this direction is placed. Results of research of preferences of entrants are given in the choice of educational services, an assessment of efficiency of professional orientation work in the region, conclusions are drawn. Need of development of the Concept of professional orientation work of higher educational institutions of the Orenburg region with youth is proved. The principles are formulated, the mechanism of realization of professional orientation work is presented and the main directions of improvement of work of higher education institutions of the Orenburg region on career guidance stages are defined.

The article addresses the study of supply and demand in the field of independent voluntary accreditation of study programmes delivered by higher education institutions in Russia. The paper presents the results of the analysis of the activity of Russian and foreign accreditation organizations as well as the analysis of the effectiveness of the national monitoring system for professional and public accreditation and European quality assurance register for higher education EQAR. In author’s opinion, the current state of public accreditation is characterized not so much by the “accreditation boom” on the part of higher education institutions, as by the “accreditation bubble” on the part of accreditation organizations. At the same time, strict requirements for accreditation organizations that are included into European quality assurance register for higher education provide confidence and recognition for independent international accreditation, which makes it increasingly in demand, especially among the country’s leading universities. The paper dwells on the following trends in the development of independent accreditation procedures: 1) during the current decade the accreditation process is gaining momentum, which is characterized by the growth of number of accreditation organizations as well as educational institutions interested in obtaining accreditation; 2) the state supports and encourages the development of the independent accreditation system for quality assurance in higher education; 3) the voluntary accreditation enables educational organizations to get an independent assessment of study programmes and thus to receive “a bonus” before a state accreditation procedure; 4) the database of External Quality Assurance Reports (DEQAR) becomes a preferred instrument for higher education institutions, whereas they are interested in raising their transparency related to the quality of study programmes and their competitiveness in the global educational space.

The article presents the development of the system of external quality assurance of higher education in Ukraine. In particular, the positive and negative tendencies of the formation of the external security system in the post-Soviet period are considered, the situation of the present proceeding from the analysis of the Laws of Ukraine “On Higher Education” 2014 is outlined and "On Education" 2017, as well as the ways and prospects for its further transformation.In the first decade of Ukraine's independence, there has been a decline in the quality of higher education. The education management system of this period was, in fact, a Soviet model adapted to the needs of the transition period. Attempts by the state to further establish an effective institution of state accreditation of higher education institutions for a number of objective reasons (state monopoly on the decision of the conditions of accreditation of higher education institutions, non-competitiveness, opacity and non-accountability of the accreditation mechanism, corruption) revealed its inefficiency. The main trend in the higher education system of the late 1990s and early 2000s was the quantitative growth of higher education institutions, which was accompanied by a decrease in the quality of education and a significant imbalance of graduates' specializations to the needs of the labor market. Obvious losses were suffered by such advantages of Ukrainian education as fundamentality, systematic and practical orientation.The first steps aimed at improving the external quality assurance system of higher education was the Bologna Process, to which Ukraine joined in 2005, committing itself to make appropriate changes to the national education system and to join the work on setting priorities in the process of creating a single European Higher Education Area. The next key round of positive changes and integration processes in the European Union in the higher education system was the adoption of the Law of Ukraine "On Higher Education" of July 1, 2014, in which one of the important innovations was the creation of a National Agency for Quality Assurance in Higher Education and an attempt to legitimize the idea of independent institutions of assessment and quality assurance of education. The Law on Education, adopted on September 5, 2017, provided new opportunities for the development and enhancement of its competitiveness for education seekers, educators and educational institutions. The law has substantially distributed the powers and areas of responsibility of the authorities in education, significantly expanded the public's right to participate in the management and control of the activities of educational institutions and authorities, etc. The strategy of development of civic education for the period up to 2022 aims to form a holistic system of education, to create appropriate conditions for the functioning of the education system, implementation of the system of monitoring the quality of education and assessment of civic competences.The above points to the future positive changes in the creation of an effective system of external quality assurance of higher education aimed at joining the European educational, scientific and professional space.

The article analyzes public-private partnership as a mechanism for improving the quality of higher education. It was noted that today business is actively promoting the development of social investments in the field of higher education. The author draws attention to the fact that the main content of companies' social responsibility is their interaction with educational institutions, their structural units, educational and research teams, expanding the presence of companies both in the educational process itself and in governing bodies. If earlier the private sector was limited only to charitable assistance, sponsorship or simply donations, today it is focused on active participation in the life of a higher institution in its development, improving the material base, including within the framework of public-private partnerships. A characteristic feature of recent times is the creation of corporate universities, both in companies themselves and in institutions of higher education. It is noted that public-private partnership in the field of higher education is becoming a strategic alliance that regulates the integration interaction of participants: the state, companies, non-governmental organizations and higher educational institutions at different stages of the life cycle of educational services. The benefits of the state are transformed with the help of the mechanism of publicprivate partnership, it turns out to be in the development of the commercial sector for the supply of public goods to improve the quality and innovation of educational services. For the private sector, the benefits of public-private partnerships are manifested in the development of a "public" component in the supply of private goods based on corporate social responsibility, the ability to assess and attract knowledge to a specific business, concerns higher education institutions, then the benefits of public-private partnerships are manifested in extra-budgetary financing the educational process, bringing the effectiveness of educational services and scientific development to the commercial level of implementation in order to obtain new competitive advantages in educational services, as well as public-private partnership can be considered as a tool for solving such problems of modern higher education as; pooling and raising funds to improve the quality of educational programs. It has been proved that the mechanisms of public-private partnership in the foreseeable future can become one of the main directions of financing the development of infrastructure and campuses of higher education institutions.

It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.
