The article provides an overview of foreign and national research on the possibilities of using cognitive management in the educational environment of higher education institution. The authors emphasize the potential of cognitive management principles application in the educational organization, the direct correlation between cognitive management tasks and the general purposes of educational process. The possible approaches to knowledge management in educational organization are described. The authors dwell on the general methodological, economic and functional aspects of cognitive management at the university, argue that the value-communicative essence of university education enables to manage the knowledge base of the university. On the example of Ukhta State Technical University the article considers the possibilities of students’ project activity and project self-government. Firstly, it ensures the increment and intensification of the value-communicative flow of knowledge within the University and in its interaction with the external environment. Secondly, it fosters students to master the role of a cognitive manager. Thirdly, it encourages students to develop their meta-abilities which can be viewed as a form of cognitive management outcomes in higher educational institution.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. National Technical University "Kharkiv Polytechnic Institute" conducts systematic work in this area, conducts open distance courses for developers, tutors, content curators and experts for teachers of educational institutions of Ukraine. Developed distance courses that measure the competence of trained professionals ensure high efficiency of dual learning. More than 2,100 teachers of educational establishments of Ukraine have enrolled in the open distance courses, more than 320 teachers have successfully completed the courses.

Throughout the planet, the medical challenges posed by the pandemic caused by the SARS-Cov-2/COVID-19 coronavirus have overlapped, inter alia, with the necessity to continue the academic process on every level. Romania was no exception. With the new vaccines against COVID-19, the hope of resuming face-to-face activity, considered as ‘normal’ before 2020, has emerged. In these circumstances, not at all far-fetched, certain questions have arisen, such as: should and must the online university education be completely removed? Should this form of education be continued? If so, to what extent? We have used econometric methods related to ARDL (auto regressive distributed lag models) such as pooled mean group (PMG) and mean group (MG) and used different tests for unit roots for the stationarity check of the series implied. The results show the positive effect of digitalisation on tertiary education and also the positive impact of the latter on sustainable development, as a base for future stimulation in public policies. The present study also aims to harness the university experience of these times, from some of the main Romanian university centres; the method used was a quantitative and qualitative research based on a questionnaire, which was answered by a number of 258 university teachers and 1569 students from prestigious public and private universities. The results of this analysis allowed us to conclude that most of the participants in the university educational process have adapted to the online activity, and the latter ‘saved’ the academic years 2019–2020 and, respectively, 2020–2021. The present study is useful for tertiary education institution and policymakers in terms of formulating strategies and policy recommendations to support teachers and students during any future pandemics.

The number of foreign students in domestic higher education institutions has steadily increased over the past two decades. However, due to information and cultural barriers, this trend is slowing down. Foreign medical students travel abroad in search of a good education and adequate learning conditions. For the choice of the country of study and educational institution, the decisive factors are accessibility, social ties, as well as the education system in accordance with the principle of achieving the goal. Communication with other foreign students is not seen as a problem, and foreign medical students are most concerned about social isolation due to linguistic, intercultural and religious differences. Providing access to the University education system, material, technical and informational environment, social support, creating conditions for cultural integration, and fostering religious tolerance help foreign medical students in many ways. Thus, the creation of a special adaptive environment, as well as the development of adequate intercultural relations, along with a person-oriented educational process, contribute to the successful achievement of the goal of foreign students ' stay in the educational environment of the University.

The article examines the problem of personnel training in modern conditions. The task is set about the competencies of students of a technical university, what educational technologies are effective for training personnel, how to form the topic of scientific work for students. The article concludes that scientific and research work for the educational process is an important discipline, the importance of this discipline is very high. The article notes the role of the discipline “Introduction to the specialty” and its importance for further education at the university. All these questions are asked at a time when the world is entering a new industrial revolution.

The study considers the problem of management process of an educational institution activity to meet the language rights and ethno-cultural needs of students. The relevance of the research is due to the lack of problem development and the lack of an effective model for managing the educational process to ensure the language rights and ethno-cultural needs of students. The respondents of the study were the students of National presidential boarding school, where a management model of an educational organization activity was created and tested. Firstly, the initial level of formation of teachers’ readiness for educational activity to meet the language rights and ethno-cultural needs of students in a boarding school for gifted children was revealed. Various diagnostic methods were used to specify the components of teachers’ readiness to teach children to meet the language rights and ethno-cultural needs. The original results are presented in the study and show dynamics after the implementation of the developed management model of an educational organization activity to meet the language rights and ethno-cultural needs of students. The model can be implemented in different educational organizations.

The article discusses the process of digitization of higher education institution on the example of Borys Grinchenko Kyiv University and analyzes the main aspects of digital campus implementation. The perspective world educational technologies are described which development influences changes of the concept of management in modern educational establishments and in the educational process as a whole. Also described the main legislative decisions that may serve as a basis for transforming a higher education institution into a «digital campus». Regulatory documents of Borys Grinchenko Kyiv University identified. The existing IT infrastructure and the solutions of Grinchenko University is analyzed that can be the basis for the introduction of a «digital campus». The main components of the «digital campus» considered, which correspond to the implemented best solutions in the European educational space and at the same time satisfy the needs of the university. Analyzed the innovative solutions for the implementation of «digital campus», such as Almus Net, Classter, LMS 365, TESLA EDU, SMART HCM&LMS, ZEROBIT, and EXAMUS. The comparative analysis of the components of these solutions displayed for the construction of «digital campus». The main stages of implementation of the «digital campus» identified. Attention is paid to the fact that the construction of the digital campus should integrate the existing solutions as much as possible to ensure the comfort and convenience of participants in the educational process, implement new required solutions, each of which, thanks to unification into a single system, will ensure the functioning of a modern higher education institution, will work on its development and competitiveness. The created «digital campus» will ensure the functioning of the educational institution, the automation of all business processes, provide access to educational resources and facilitate successful management decisions.

Modernization and reform of the Ukrainian education system requires a change in approaches to the management of educational institutions, ie the application of the concept of pedagogical management. The main productive force of the educational organization is the scientific and pedagogical staff, which provides quality services for the training of young professionals and creates intellectual products of scientific and technical creativity, and for this it must be effectively managed. In the conditions of market relations there are certain threats in the personnel management system of the educational institution: loss of results of scientific and technical developments, conflicts of personnel, mistakes in the performance of professional duties, corruption, theft. The purpose of the article is to clarify the essence of personnel security of higher education and characterize the management function of the educational organization. The security of the higher educational institution is characterized, which is a set of organizational and managerial measures aimed at creating comfortable and safe conditions for the implementation of educational and scientific activities by participants in the educational process. It is established that the financial and economic security of the educational organization is a system of effective tools of managerial influence on the teaching staff, aimed at the effective use of scientific, material, financial resources to ensure the quality of educational services. It is proved that personnel security of a higher education institution is the creation of a system of measures to counteract the negative threats of the educational environment, using administrative, organizational, socio-psychological management methods to protect the labor interests of research and teaching staff and promote creative activity. The article identifies and characterizes the practical application of the functions of pedagogical management of higher education: management decisions, planning, organization, motivation, control, coordination and regulation.

This study examines the phenomenon of the formation of stable partnerships as the main resource of a modern educational organization, aimed at helping students acquire not only disciplinary competencies but also a system of moral and ethical values, social and creative abilities, psychological and social adaptability in the socio-cultural space, within whose framework they develop and shape as individuals and professionals. It also examines the essence and process of building such relationships in the higher education system. The study deals with comprehending the role of educational activity in the modern socio-cultural environment, and with revealing the theoretical foundations of the formation of joint activities in the context of an interdisciplinary and multifunctional approach. The main research method here is the method of questioning students from one of the leading universities of the Republic of Crimea: Federal State Autonomous Educational Institution of Higher Education “Crimean Federal University named after V.I. Vernadsky" on the topic "Revealing the role of joint activities and partnerships as a key resource of a modern progressive educational organization." Among the respondents there are representatives of various areas of training, different levels of education, and forms of education. It is important to note that not only the interpersonal partnership of students is assessed directly in the course of the educational process, but also their opinion regarding the existing external partnerships of the educational institution with other organizations that provide educational services to one degree or another. The study also considers pedagogical partnerships and partnerships between teacher and student. The research results are fully reflected and presented in the form of a complex analytical conclusion, which is of particular interest for further statistical, social and pedagogical research on this topic.

The article analyses the activities of the Resource Training and Methodological Centre for the Education of Disabled Persons and Persons with Disabilities (hereinafter referred to as the RUC) at the university on the basis of which it was established. The data of monitoring studies and questionnaires conducted by the RUC in 2017–2018 on parameters that are today key in assessing the state of higher inclusive education in any university of the Russian Federation are given. The analysis of a condition of the main activities of RUMTs in higher education institution is carried out. On the basis of the generalization and systematization of the data, the specifics of the work of the center within the university on the basis of which it was created are determined. The problems identified as a result of monitoring studies and questionnaires have led to the identification of the main paths of further activities of the RUC at the university on the basis of which it was established. Inclusive education of students with disabilities is the most important factor in the activation of resources of all subjects of the educational process, including structural divisions of the university, which accompany the process of education of this category of students. The synthesis of the types of works implemented in 2016–2018 and the implementation of monitoring studies by the Resource Educational and Methodological Center for the Education of Disabled Persons and Persons with Disabilities of the Ministry of Health makes it possible to speak about the significant role of this center in the development of the inclusive educational environment of the university.
