The city of Surabaya is the second largest city after Jakarta and of course is inhabited by millions of peoplewho produce trash every day, especially plastic waste which is mostly produced from used food containers,plastic cups, straws and plastic bags. Various methods are used by the government to overcome this problemso that the city of Surabaya can become a cleaner and more beautiful city. One community in Surabaya calledthe Waste Recycling Project is a caring community, focusing on the waste recycling activities in Surabaya.The Waste Recycling Project community is able to change the form (transformation) of waste into functionalgoods. This encourages this community to have a place where it can be developed into a community tourismdestination with a Human Centered Design approach where people and tourists can come to visit the WasteRecycling Project to tour and learn together about plastic waste management. This interior design is focusedon designing a community place that can accommodate gathering activities for service learning, space forplastic waste recycle workshop activities, and as a forum for aspirations of creative ideas as well as a gatheringplace for people who have interests and concerns for the surrounding environment.

The plastic bag diet campaign has been carried out by many parties including government agencies, but the campaign is feared to only reach the cognitive stage, not a meaningful change in attitude. Many campaigns on the problem of plastic waste have been carried out from NGOs, the private sector, and the government, but what is wrong so as to the problem of plastic waste continues to occur? Why does the problem of plastic waste still stop at the campaign without a comprehensive behavior implementation of the community? The research method was a survey using quota sampling and descriptive. The population people in Balikpapan, Jakarta and Surabaya. The campaign to limit plastic bags can be successful if there is a synergy of the regulators; the government and NGOs, the private sector such as retailers, and the community. The related parties are expected to design a campaign in accordance with the social marketing model. Moreover, the related parties must also conduct formative research of the target behavior: the community about plastic waste and the extent to which the related parties must endeavor so that it can be known what audience benefits are most appropriate in formulating a campaign. In the implementation of social marketing, related parties have to clearly formulate the target behavior that exists so that people are not confused and have one voice. In addition, policies must also be upheld to support and maintain the results of social marketing to be sustainable. Moreover, educational and outreach programs that can change behavior about the environment will also help future generations to reduce pollution of plastic waste.

The research method is qualitative with phenomenological approach. The research design using one site involving Banjarmasin City in South Kalimantan, Indonesia. Data collection techniques used were content analysis, participatory observation and depth interviews. The analysis used in answering this research is a combination of various analytical methods to answer each of the objectives namely miles & Huberman analysis and Webbed Spider Model Analysis as the ultimate in formulating management of plastic waste through a leadership role. The results of this research found that the adaptation of environmentally sound habits in minimizing the production of plastics waste through local wisdom approaches and changing the people's mindset to live healtier. The purpose of writing this paper is to provide examples of new habits of healthy living by starting to reduce the use of plastic bags as the main source of waste generation that is not easily biodegradable in Banjarmasin City produced in every citi anywhere and is a major problem of environmental damage, including Banjarmasin City as a city of a thousand rivers, south Kalimantan Province. Effort to reduce the use of pastic bags began in stages, starting with modern retailers in the City of Banjarmasin. Through a leadership role based on local wisdom and a persuasive approach that is environmentally sound, it can provide solutions in current and future waste management. Result from this research is Banjramasin as the first City in Indonesia implemented regulation to reduction of plastic waste for modern retailers which are widely scattered throughout the City, sub-districts and villages. This is effective through regulation and direct approach to society. In the waste management that is carried out in the City of Banjarmasin includes waste reduction activities with ten activities and waste handling through five activities. As a substitute for these plastic bags, plastic bag producers are forced to use environmentally friendly plastic bags and / or purun baskets which are products of local wisdom of the people of South Kalimantan, Indonesia, all of these activities are carried out by involving the community by applying the rules without sanctions. Until this paper was written, there has never been a leader with leadership who has implemented a similar regulation as a direct effort from the role of a leader in reducing the use of plastic bags, where the use of plastic bags is the biggest contributor as a source of producing plastic waste.

Bearing in mind that only 42% of plastic packaging post-consumer waste is recycled in Europe, the European Directive 2018/852 established the key target of a 55% plastic packaging waste recycling rate by 2030. For this reason, PlastiCircle, funded by the European Union’s Horizon 2020 research and innovation program project, aims to foster the recycling of packaging, improve all stages of the waste collection, and promote responsible consumption. Three European cities have been selected as locations for pilot implementation: Valencia (Spain), Utrecht (The Netherlands) and Alba Iulia (Romania). The main objective of the present study has been to evaluate the participants’ opinion and attitudes on plastic recycling. This paper presents the results from the district of San Marcelino in the city of Valencia, the first PlastiCircle pilot to face the challenges of encouraging households to participate more in plastic waste sorting and recycling.

Abstract. Studies of environmental issues in Indonesia are still minim. Eventhough, Indonesia has many serious problem related to environmental issue. One of them is listed as the second largest constibutor of plastic waste in Asia. Piles of plastic waste cause various problems such as sea water pollution and decreased quality of human life. In order to reduce the negative impact of this plastic waste pile, of course good synergy between various parties including the Government, the community and business actors is needed. Bali is one of the province that commited to reducing the consumption of disposable plastics by implementing a pro-environment policy related to limiting the consumption of plastic bags. Using descriptive qualitative method, this research focusing on indetifying stages of social change using the concept of stages approach to the strategy of reducing plastic consumption, especially in Bali Province. This research is directed at literacy efforts in the community and business actors regarding the impact of the use of disposable plastics (PSP) as well as social intervention efforts through the preparation of pro-environment campaign models in reducing plastic consumption. In addition, the focus of the research also wants to see the extent to which stages of change have been achieved on the part of consumers and businesses in Bali. This model can be used as a basis for the Bali provincial government in formulating policies related to the use of plastics which are harmful to the environment.Abstrak. Kajian mengenai isu lingkungan dalam perspektif komunikasi lingkungan masih minim di Indonesia. Padahal Indonesia memiliki sejumlah permasalahan serius terkait isu lingkungan, salah satunya tercatat sebagai negara ke-dua terbesar penyumbang limbah plastik di level Asia. Timbunan sampah plastik menimbulkan berbagai permasalahan seperti pencemaran air laut dan menurunnya kualitas hidup manusia. Guna mengurangi dampak negatif timbunan sampah plastik ini tentunya diperlukan sinergi yang baik antar berbagai pihak di antaranya Pemerintah, masyarakat, dan juga pelaku usaha. Provinsi Bali menjadi salah satu provinsi yang berkomitmen terhadap pengurangan konsumsi plastik sekali pakai dengan jalan menerapkan kebijakan pro lingkungan terkait pembatasan konsumsi kantong plastik bagi pelaku usaha. Menggunakan metode penelitian kualitatif deskriptif, penelitian ini berfokus pada identifikasi tahapan perubahan sosial menggunakan pendekatan konsep stages of change dalam strategi pengurangan konsumsi plastik khususnya di Provinsi Bali. Penelitian ini diarahkan pada upaya literasi pada masyarakat dan pelaku usaha mengenai dampak penggunaan plastik sekali pakai (PSP) serta upaya intervensi sosial melalui penyusunan model kampanye pro lingkungan dalam mengurangi konsumsi plastik. Selain itu, fokus penelitian juga ingin melihat sejauh mana tahapan perubahan perilaku (stages of change) telah dicapai di sisi konsumen dan pelaku usaha di Bali. Model ini dapat dijadikan landasan bagi pemerintah Provinsi Bali dalam menyusun kebijakan terkait penggunaan plastik yang berbahaya bagi lingkungan.

<p>At this time, plastic is a material that is needed by the wider community and its impact is also extraordinary after the plastic is used in everyday life which can cause serious problems if the management is not done properly. The problem of plastic waste does not only occur in the city of Semarang, but also in other cities, so that the Ministry of Environment and Forestry to impose a program to use paid plastic bags in the short term. But this is only to deal with problems in the short term. In the long run, it will not solve the problem of "plastic waste", because the policy actually encourages people to buy plastic which, of course, will add a new burden on the community to buy it. The results showed that the compressive strength of light brick with the model / type of BN s.d. B10.0 with 10 variations of the mixture of the addition of plastic waste starting from (1.0 to 10.0)% to the weight of Portland Cement (PC) there is a decrease in the average compressive strength. The lowest was the addition of 10.0% plastic waste with an average compressive strength of 9.88 kg / cm². The regression equation obtained Y = 0.042 X ² - 1.177 X + 18.84 with a correlation value R ² = 0.934, meaning that the addition of plastic waste ranging from (1.0 to 10.0)% of the weight of Portland Cement (PC) has the effect of "very strong "against the compressive strength. So we can get a picture that by adding the addition of plastic waste affects the compressive strength decreases. So that it can be investigated with other compositions by adding Fly Ash and sand made with a mixture ratio of 1 PC: 2 Aggregate (Sand and Fly Ash), with the hope that this Fly Ash waste can also be used for lightweight brick building elements</p>

This study aims to determine government policies and their impact on plastic waste management in Jayapura City in 2017-2020. The study was conducted at the Environmental and Cleanliness Office. Using qualitative data analysis methods, the study involved 230 community respondents. The results indicate that the majority of the public consider the Jayapura City government's policy on plastic waste management to have been able to reduce the amount of plastic waste. However, there are still many community members who think that the provincial government has not been able to fully reduce the amount of plastic waste, and believe that the policy is not able to reduce plastic waste in the city. Based on the results obtained, it is hoped that this policy can also be applied in traditional markets so that it can further reduce the use of plastic bags and reduce plastic waste in Jayapura City.

Plastic waste have been a problem for the sustainability of tourism, especially Bali. Efforts to reduce plastic waste have been carried out by the government, such as the issuance of Denpasar Mayor Regulation Number 36 of 2018 and then followed by Bali Governor Regulation Number 97 of 2018. This paper aims to find out the opinions and changes in behavior of Balinese people, especially in Denpasar City after the enactment of the Denpasar Mayor Regulation and the Bali Governor Regulation about plastic waste. Data collection carried out through questionnaires distributed to tourists, students (tourism department), traders, the general public, and Lecturer. The result is everyone is aware of the government regulation on limiting single-use plastic bags, but some residents only know about the existence of government regulations without knowing where the regulations came from. Most of the people agree with the policy, but there are also people who disagree because the use of plastic bags is more efficient, however. This policy has led people to cultivate bringing their shopping bags.

We are facing a lot of environmental issue right now. One of the environmental problem is household and industrial waste such as plastic. Plastic waste is becoming a widely recognised environmental problem. The government of Samarinda has been banned plastic bags in grocery stores in order to reduce plastic waste as determined by Mayor Regulation No. 8 of 2019. Lots of people are looking for reusable shopping bag. One of the alternative to plastic grocery bag is burlap bag. The traditional market sellers often sell their grain in burlap sacks and may be willing to give away the unusable sacks. Burlap is very useful and has many specific application, like grocery bag and pouch. Burlap grocery bag can be adorned with patch, embroidery and beads. The aim of community service is to teach housewives to design and apply patch onto the burlap grocery bag, as traditional market waste, in order to increase the value of product. The result of the class is : improved their skill in designing and creating patch on burlap bag. It is hoped that the class will support the potential of creativity industry by reusing the waste material.

Indonesia is the second largest contributor of plastic waste in the ocean. The initiative of the central government through KLHK in reducing the generation of plastic waste is to launch a paid plastic bag policy. This policy is regulated by a circular issued by KLHK to local governments and business actors. The purpose of this study is to analyse the implementation of policies, analyse consumer behaviour and analyse the supporting and inhibiting factors in the paid plastic bag policy which is applied in the city of Semarang. The approach used in this study is a qualitative approach. Data collection uses primary and secondary data. The results showed that the paid plastic bag policy had the support of the local government, businesses and consumers. Various efforts have been made as a form of support to reduce waste generation in accordance with the objectives of this policy. Although consumers know and support this policy, it does not change consumer behaviour much. They still use plastic bags from retail when they finish shopping. Consumers have no objections to paying IDR 200. This policy does not bring many significant changes in consumer behaviour in using new plastic bags, despite the tendency of consumers to know the impact of plastic bag waste if it is not managed properly. Consumers still seem indifferent in considering plastic bag waste as an urgent waste priority. So that this policy is still less effective in changing consumer behaviour.

Kebijakan yang diterapkan oleh Pemerintah Kota Cilegon terhadap Plastik berbayar dengan UU Pemda No. 18 Tahun 2008 yang berkaitan dengan Pengelolaan Sampah pada pasal 5 Pemerintah dan Pemerintah Daerah berwenang dalam menjaga, mengontrol sampah dengan tindakan dan wawasan lingkungan agar sesuai dengan maksud dan tujuan undang-undang tersebut. Sampah yang menumpuk dan hanya dibiarkan di tanah lapang dekat pekarangan rumah warga yang hanya diselesaikan dengan pembakaran sampahnya, atau dengan cara dekomposi. Penelitian ini akan melihat bagaimana efektifitas dan efesiensi suatu kebijakan yang diterapkan oleh pemerintah Kota Cilegon dalam meminalisir menumpuknya sampah plastik di Kota Cilegon dengan di terapkan sampah berbayar. Dengan menggunakan metode kualitatif deskriptif, penelitian ini menemukan bahwa Kebijakan plastik berbayar memiliki dampak baik bagi pengelolaan sampah dan berdampak positif bagi lingkungan.  Kata Kunci: Sampah Plastik, Kebijakan Plastik Berbayar, Kota Cilegon.   ABSTRACT The policy implemented by the City Government of Cilegon on Plastic is paid by the Regional Government Law No. 18 of 2008 relating to Waste Management in article 5, the Government and Regional Governments have the authority to maintain, control waste with environmental actions and insights to be in accordance with the aims and objectives of the law. The rubbish that has accumulated and is only left in the field near the yard of the residents' houses is only resolved by burning the trash, or by decomposition. This research will look at how the effectiveness and efficiency of a policy implemented by the City Government of Cilegon in finalizing the accumulation of plastic waste in the City of Cilegon by applying paid waste. By using descriptive qualitative methods, this study found that the pay plastic policy has a good impact on waste management and a positive impact on the environment.
