Public health emergency coping capacity has been an important direction in crisis research in recent years. The use of the public health emergency coping capacity scale to evaluate the public’s response and feelings regarding public health emergencies is one of the essential ways to improve the effectiveness of public health emergency response. Based on literature research, this paper constructed the theoretical dimension of public health emergency coping ability and completed the development of the items of the initial scale in China. After using SPSS 22.0-conducted exploratory factor analysis, confirmatory factor analysis, and reliability test, the scale dimensions and items were deleted and optimized. The final public health emergency coping capacity measurement scale in China included 12 items and four dimensions. The results showed that the developed scale has high reliability and validity, which is helpful for the relevant personnel to understand the level of public health emergency coping ability and provides an essential basis for timely and accurate emergency prevention and control interventions.

Abstract Purpose We examined the reliability and validity of the Healthy Fitness Measurement Scale Version 1.0 (HFMS V1.0) specifically on elderly people in China. Methods We carried out a cross-sectional study in December 2020 and enrolled 800 elderly people through stratified sampling technique, including 777 valid samples (with a mean age of 71.81 ± 8.36 years), of which 382 cases (49.2%) were women. The level of healthy fitness was measured using the HFMS V1.0. The Cronbach’s alpha coefficient, split-half reliability, test-retest reliability, convergent and discriminant validity, exploratory factor and confirmatory factor were calculated for assessing the reliability and validity of HFMS V1.0. Results HFMS V1.0 consists of 8 dimensions and 38 items. The scale had acceptable reliability (Cronbach’s alpha = 0.920, split-half = 0.946, test-retest = 0.878). Exploratory factor analysis showed KMO value =0.927, and uncovered 10 factors with the cumulative contribution rate of 65.71% and all factor loads over 0.40. The item distribution was consistent with the initial expectation of the scale. The confirmatory factor analysis indicated good fit: CMIN/DF = 2.796, RMSEA = 0.048, IFI =0.914, TLI = 0.902, CFI = 0.913. Conclusion HFMS V1.0 was shown to have acceptable reliability and validity indices for this sample. Collectively, HFMS V1.0 is reliable and efficient to measure the healthy fitness of elderly people. It is recommended to use it among the elderly in other Chinese cities in the future to ensure uniformity and objectivity. This scale can be carried out to evaluate of the effectiveness of public health measures in improving the healthy fitness level of the elderly and optimizing public health policies.

Abstract Evidence-based decision-making is central to public health. Implementing evidence-informed actions is most challenging during a public health emergency as in an epidemic, when time is limited, scientific uncertainties and political pressures tend to be high, and irrefutable evidence may be lacking. The process of including evidence in public health decision-making and for evidence-informed policy, in preparation, and during public health emergencies, is not systematic and is complicated by many barriers as the absences of shared tools and approaches for evidence-based preparedness and response planning. Many of today's public health crises are also cross-border, and countries need to collaborate in a systematic and standardized way in order to enhance interoperability and to implement coordinated evidence-based response plans. To strengthen the impact of scientific evidence on decision-making for public health emergency preparedness and response, it is necessary to better define mechanisms through which interdisciplinary evidence feeds into decision-making processes during public health emergencies and the context in which these mechanisms operate. As a multidisciplinary, standardized and evidence-based decision-making tool, Health Technology Assessment (HTA) represents and approach that can inform public health emergency preparedness and response planning processes; it can also provide meaningful insights on existing preparedness structures, working as bridge between scientists and decision-makers, easing knowledge transition and translation to ensure that evidence is effectively integrated into decision-making contexts. HTA can address the link between scientific evidence and decision-making in public health emergencies, and overcome the key challenges faced by public health experts when advising decision makers, including strengthening and accelerating knowledge transfer through rapid HTA, improving networking between actors and disciplines. It may allow a 360° perspective, providing a comprehensive view to decision-making in preparation and during public health emergencies. The objective of the workshop is to explore and present how HTA can be used as a shared and systematic evidence-based tool for Public Health Emergency Preparedness and Response, in order to enable stakeholders and decision makers taking actions based on the best available evidence through a process which is systematic and transparent. Key messages There are many barriers and no shared mechanisms to bring evidence in decision-making during public health emergencies. HTA can represent the tool to bring evidence-informed actions in public health emergency preparedness and response.

Health Technology Assessment (HTA) is used with the aim to improve the quality and efficiency of public health interventions and to make healthcare systems more sustainable. Many of today's public health crises are also cross-border, and countries need to collaborate in a systematic and standardized way in order to enhance interoperability to share data and to plan coordinated response. Digital health tools have an important role to play in this setting, facilitating use of knowledge about the population that can potentially affected by the crisis within and across regional and national borders. To strengthen the impact of scientific evidence on decision-making for public health emergency preparedness and response, it is necessary to better define and align mechanisms through which interdisciplinary evidence feeds into decision-making processes during public health emergencies and the context in which these mechanisms operate. Activities and policy development in the HTA network could inform this process. The objective of this presentation is to identify barriers for evidence-based decision making during public health emergencies and discuss how standardization in digital health and HTA processes may help overcome these barriers leading to more effective coordinated and evidence-based public health emergency response.

Public health emergencies are more related to the safety and health of the public. For the management of the public health emergencies, all parties’ cooperation is the key to preventing and controlling the emergencies. Based on the assumption of bounded rationality, we formulate a tripartite evolutionary game model, involving the local government, the enterprises, and the public, for the public health emergency, e.g., COVID-19. The evolutionary stable strategies under different conditions of the tripartite evolutionary game are explored, and the effect from different factors on the decision-makings of participants for public health emergencies is also analyzed. Numerical analysis results show that formulating reasonable subsidy measures, encouraging the participation of the public, and enforcing the punishment to enterprises for their negative behaviors can prompt three parties to cooperate in fighting against the epidemic. Our work enriches an understanding of the governance for the public health emergency and provides theoretical support for the local government and related participants to make proper decisions in public health emergencies.

Infollution management is a substantial dilemma in this century. There is lacking empirical evidence about infollution management. Perceived infollution has been explored based on information quality. This study aims to identify the factors of perceived infollution (information pollution) and validate those factors using confirmatory factor analysis (CFA). Researchers have personally collected data from employees of the banking sector. Factor analysis was performed to explore the factors using Statistical Package for the Social Science, and CFA was conducted to check the reliability, validity, and the model fitness in SmartPLS. The scale developed in this study has exhibited high values of reliability and validity and ensured the presence of both discriminant validity and convergent validity. The newly developed scale of perceived infollution provides a basis for most of the academicians and researchers to empirically investigate the relationship of perceived infollution with individual’s performance and organizational effectiveness, which is considered an important area of interest among the academic researchers in recent years. Extent literature review suggests that it is the first study conducted to develop measurement scale of perceived infollution (information pollution).

The purpose of this study was to validate the service locus of control (SLOC) scale in the hospitality sector in India. This article validated the SLOC scale (Bradley & Sparks, 2002) with a sample of Indian business travelers. The study aimed at examining reliability and validity of the scale. The validation of the scale was done through confirmatory factor analysis and discriminant as well as convergent validity was observed. The scale was administered to a sample of 304 business travelers (males = 173, females = 131). Results showed that the scale had high reliability and acceptable construct validity among Indian business travelers. The study offers implications for marketers to effectively customize the service offering by understanding the importance of locus of control in service settings. This is the first study to validate the SLOC scale among Indian business travelers. Besides, this is the first study to implement this scale in the hospitality sector.

Background / Objective: The study establishes the psychometric properties of the Spanish adaptation of the abbreviated version of the Coping Strategies Inventory (CSI-SF) published by Addison et al. (2007). The test uses a two-axis model to classify coping strategies (commitment and avoidance) and objective categories of coping (problem-focused and emotion-focused). Method: 940 people participated (62.87% women; 37.12% men) aged between 18 and 66 years (x̄ = 33.2; dt = 12.01). An exploratory factor analysis (EFA) and a confirmatory factor analysis (CFA) were carried out, as well as Pearson's correlation and Cronbach's Alpha to examine the reliability and validity of the Spanish adaptation of the CSI-SF. Results: Internal consistency analysis revealed high reliability for all scales, and all adjustment indexes used to examine the CSI-SF Spanish version provided support for its use as an adequate measure of stress coping strategies. Discussion/Conclusions: The CSI-SF scale Spanish version is a test that provides a quick and efficient diagnosis of the coping strategies used in the face of stress in different settings. Antecedentes/Objetivo: El estudio establece las propiedades psicométricas de la adaptación española de la versión abreviada del Inventario de Estrategias de Afrontamiento (CSI-SF) publicado por Addison et al. (2007). La prueba utiliza un modelo de dos ejes para clasificar las estrategias de afrontamiento (de compromiso y de evitación) y las categorías objetivas del afrontamiento (centrada en el problema y centrada en la emoción). Método: Participaron 940 personas (62.87% mujeres; 37.12% hombres) divididas en dos submuestras. Se realizó un análisis factorial exploratorio (AFE) y un análisis factorial confirmatorio (AFC), así mismo la correlación de Pearson y el Alfa de Cronbach para examinar la fiabilidad y validez de la adaptación al español del CSI-SF. Resultados: El análisis de consistencia interna reveló una alta fiabilidad para todas las escalas (EFE = .890, PFE = .836. PFD = .767, EFD = .934), y todos los índices de ajuste utilizados para examinar el CSI-SF versión española proporcionaron soporte para su uso como una medida adecuada de las estrategias de afrontamiento del estrés. Discusión/Conclusión: La escala CSI-SF versión española es una prueba que proporciona un diagnóstico rápido y eficiente cuyos factores explican el 62.79% de la varianza común total de las estrategias de afrontamiento que se emplean frente a la situación de estrés en distintos ámbitos.

This paper constructs a partial equilibrium model under public health emergency shocks based on economic growth theory, and investigates the relationship between government intervention and virus transmission and economic growth path. We found that both close contacts tracing measures and isolation measures are beneficial to human capital stock and economic output per capita, and the effect of close contact tracing measures is better than that of isolation measures. For infectious diseases of different intensities, economic growth pathways differed across interventions. For low contagious public health emergencies, the focus should be on the coordination of isolation and tracing measures. For highly contagious public health emergencies, strict isolation, and tracing measures have limited effect in repairing the negative economic impact of the outbreak. The theoretical model provides a basic paradigm for the future researches to study economic growth under health emergencies, with good scalability and robustness.

Exploratory factor analysis uncovered 11 factors with the cumulative contribution rate of 68.09% and all factor loads over 0.40. The item distribution was consistent with the initial expectation of the scale. The confirmatory factor analysis indicated good fit: CMIN/DF=2.773, RMSEA=0.048, IFI=0.915, TLI=0.904, CFI=0.915.Conclusion. HFMS V1.0 was shown to have acceptable reliability and validity. Collectively, HFMS V1.0 is reliable and efficient to measure the healthy fitness of elderly people.
