This article reflects on the biases in sexual and gender diversity policies in relation to the axis of cultural and religious diversity in Catalonia (Spain), where these policies have experienced an enormous boost since 2014. The paper aims to analyse the articulation between the experiences of queer migrants from Muslim backgrounds living in Catalonia and the LGBT and intercultural policies. Based on interviews both with queer migrants and people involved in developing public policies, we analyse how these two axes intersect. The approach of policies is mainly monofocal and assimilationist, failing to acknowledge the hybridity of queer migrant experiences. However, we also find examples of policy programmes that adopt an intersectional perspective and embrace hybridity by advancing more inclusive LGBT equality policies. The conclusions highlight two axes of tensions that have emerged in the analysis of the policies: the construction of the figure of the queer person from a Muslim background and the role of the state regarding sexual and gender diversity.

Resumo: No Governo Collor, o Programa Nacional de Desestatização (PND), cujos eixos encontram-se no texto do projeto apresentado pelo presidente em seu discurso no Congresso no dia 15/03/1990, assume envergadura distinta dos governos anteriores. Constituiu-se em peça fundamental para a redefinição da atuação do Estado e instrumento de redução da dá­vida pública. As empresas selecionadas estavam localizadas em setores que representavam a base da estrutura industrial, como a siderurgia, a petroquá­mica e a produção de fertilizantes. Esse artigo propõe-se a investigar o processo de estruturação da privatização no Brasil, a partir da posse do então Presidente Fernando Collor de Mello em 1990, aqui considerada como uma das mais importantes reformas estruturais que marcaram a adesão do governo brasileiro ao ideário neoliberal como principal linha condutora das polá­ticas públicas. Para tal, toma como objeto de investigação não só nova a legislação que passou a regulamentar as privatizações como também os fundamentos do projeto privatista, seus órgãos reguladores, seus objetivos e suas realizações. Palavras-chave: Neoliberalismo, Privatização, Governo Collor.  THE STRUCTURING PROCESS OF PRIVATIZATION: The National Privatization Program (PND) In the Collor Government (1990-1992)  Abstract: In the Collor Government, the National Privatization Program (PND), whose axes are in the text of the project presented by the President in his speech at the Congress on the day 3/15/1990, distinct from previous Governments assumed wingspan. The selected companies were located in sectors that represented the basis of industrial structure, as steel, petrochemical and fertiliser production. This article proposes to investigate the structuring process of privatization in Brazil, from the possession of then-President Fernando Collor de Mello in 1990, here considered as one of the most important structural reforms that marked the accession of the Brazilian Government to the neoliberal ideology as the main guideline of public policies. This article argues a theological case for “principled pluralism,” a particular stance regarding the proper attitude of the state towards the plural religious affiliations of its citizens. Its central claim is that the role of the state is both to defend the religious freedom of adherents to all faiths and to maintain a public square equally open to contributions from all faiths without publicly privileging any faith, even Christianity. It develops the argument in critical dialogue with a “Christian nation” position, according to which nations can exercise corporate religious agency, should be formed where possible according to Christian principles, and in which Christian citizens should call their governments to support the nation’s Christian character. <p>A partir de 1990 la migración hacia los Estados Unidos de los hidalguenses se intensificó, posicionándose entonces como un fenómeno social emergente. En respuesta al mismo, las autoridades del estado de Hidalgo, en el año 1999, hicieron esfuerzos de intervención. El objetivo de este documento es describir los antecedentes de las políticas públicas desarrolladas por el gobierno de Hidalgo en atención a sus migrantes en Estados Unidos, esto a través de una metodología de análisis histórico y cualitativo para investigar tres períodos gubernamentales de gestión y las diversas iniciativas desarrolladas por el gobierno estatal.</p>

The article is devoted to the analysis of the changes in economic and legal context for commercial application of intellectual property created under federal budgetary financing. Special attention is given to the role of the state and to comparison of key elements of mechanisms for commercial application of intellectual property that are currently under implementation in Russia and in the West. A number of practical suggestions are presented aimed at improving government stimuli to commercialization of intellectual property created at budgetary expense.

SummaryTheme conflicts of interest is one of the major reasons for concern local government, regional and central administrative and criminal legal implications aiming to uphold the integrity and decisions objectively. Also, most obviously, conflicts of interest occur at the national level where political stakes are usually highest, one of the determining factors of this segment being the changing role of the state itself, which creates opportunities for individual gain through its transformations.
