The unsatisfactory state of Russian-UK relations should be considered not so much in a bilateral format as in the context of global change in the balance of power. It is necessary to take into account not only the factor of Britain's exit from the EU and Britain's search for its place in the world, but also the traditions and principles of the United Kingdom's foreign policy throughout history. The new National Security Strategy of Britain (March 2021) is integrated, for the first time including in a single concept traditional areas of defense and security, as well as aid to development and foreign policy. The author analyzes the evolution of approaches to the content and the implementation of London's foreign policy strategy after Brexit in the light of its significance for Russian-UK relations.

The research is devoted to the influence of scientific discourse on international relations. Three levels were identified - national foreign policy, interstate and supranational. This article focuses on a national-level study using the example of the UK. The withdrawal of the UK from the EU led to the transformation of the country's foreign policy identity. Today, in a new form and under new conditions, W. Churchill's idea of three equivalent roles for the UK – influence in Europe, in the Commonwealth and cooperation with the USA – is being re-incorporated into it. The scientific and expert community occupies an important place in the process of forming UK's foreign policy identity. Due to the authority of a number of British think tanks and the deep involvement of scientists in the process of national strategic planning, it plays a significant role in the planning of UK government policy. In the research, using the method of discourse analysis, the example of seven leading think tanks, and the approaches of the scientific and expert community to understanding the key problems and transformation of the UK national security strategy were studied. The analysis revealed a split in the positions of British researchers both on the problem of the UK’s future place in the world, and on the issue of government measures necessary to implement the most beneficial scenarios for the country's national interests. The impossibility of accurately predicting the consequences of the COVID-19 pandemic and relations with the EU in the field of security gives rise to polar points of view about the UK's future foreign policy subjectivity. According to the author, all the think tanks use the methodology of political realism in their research, which determines the primacy of the factors of power in the British scientific discourse. This limits the possibilities for long-term planning of foreign policy. The author sees the mostly tactical, adaptive and reactionary nature of the approaches of the British political elites to foreign and defense policy. However, the 2021 Comprehensive Review revealed a tendency towards a clearer understanding and formulation by political elites of the country's place in the world, which, including thanks to scientific political discourse, will continue to develop.

Topic. Libya is going through conditions and events that are not appropriate for stability and national security cohesion. Indeed, Libya is now living in a vacuum and a national reality characterized by many indicators of disintegration, conflict and violence. This is evident in the criticism of citizens, but in phenomena and events that negatively affect the coherence of national security, and this situation will inevitably lead to Citizens' lack of confidence in their state, but rather to the dissolution and disintegration of the structure of society, and the transformation of this building into groups, tribes, or regions in conflict and even warring with weapons, and this conflict will increase the disintegration of national cohesion and create a national political vacuum that helps foreign intervention in the Libyan affairs under the pretext of helping to maintain security and stability. This intervention may conceal foreign interests and agendas, and lead the country to the unknown and all the possibilities and political and security scenes whose far-reaching goals Libyans are ignorant of. Therefore, everyone in Libya is walking on a road that they do not know its end, and this requires thinking, planning and action to preserve national security and increase the degree of cohesion of all its components, whether Be it tribes, groups, or political and ideological centers, all Libyans are in one boat sailing towards the shore of safety, and it may sink in a sea that does not know the end of its end, and in view of these considerations, we saw the need to address the problems and repel the greedy in the wealth of Libya, to preserve the Libyan national security and make recommendations to strengthen it And maintain it. With our knowledge of the broadening aspects of national security in its broadest sense, we can begin to root this issue by examining its foundations and the current challenges it faces. Significance On foreign policy, the three parties are rhetorically committed to adopting a tougher stance towards China and other authoritarian countries. However, they differ on what this might involve and the relative threats posed by China and Russia. The United States has long enjoyed an essentially unopposed ability to project power and sustain its security forces dispersed throughout the world. However, the uncertainty facing the global security environment, including tenuous alliances, fiscal constraints, and a decline in overseas basing, has increased tensions in emerging areas of potential conflict. These factors are driving change regarding the United States’ defense posture and access agreements abroad. While the preponderance of overseas capability outweighs the preponderance of U.S. forces, deterrence continues to underpin the overarching national security strategy. However, deterrence options impacted by the lack of resilience and investment in distributed logistics and sustainment are generating an additional range of variables and conditions for operators on the ground to consider in shared and contested domains.

Under the Goldwater-Nichols Defense Department Reorganization Act of 1986, the President of the United States must submit to Congress each year a report on the national security strategy. This report under the name of “National Security Strategy” is intended to be a comprehensive statement anticipating the worldwide interests, goals and objectives that are deemed crucial to the national security of the United States. The new “National Security Strategy” (December 2017) lays out the strategic vision of the Presidential Administration under Donald Trump about ways and means by which the US seeks to deal with internal and external threats. The authors of the Strategy set themselves the main task of proving that American security is based on the realization that American principles are: “a lasting force for good in the World.”  The authors of the Strategy prioritize the protection of the American way of life and American interests all over the world. In that aspect, they see the main danger from the hostile states and non-states actors who are “trying to acquire different types of weapons”. In addition, the administration is demonstrating concerns about the activity of international terrorist organizations (jihadist), transnational criminal organizations, drug cartels and cybercrime. Different from previous similar documents, Trump’s Strategy makes an evident accent on economic security as an important part of national security. The task in that area is “to rebuild economic strength at home and preserve a fair and reciprocal international system.” In a rather confronting manner, the Strategy assesses the role of China and Russia in the international affairs. It underlines that between the main sets of challengers – “the revisionist powers of China and Russia and the rogue states of Iran and North Korea”, the United States will seek areas of cooperation with competitors but will do so from a position of strength. The Strategy pays great attention to restoring military capability of the US. It is stressed that military strength remains a vital component of the competition for influence. In a certain sense, the authors of the Strategy demonstrate a new approach to the role of diplomacy, and especially in regards to the tools of economic diplomacy, intended to protect the US “from abuse by illicit actors”. Pillar four of the Strategy outlines considerations for expanding US influence on a global scale and for supporting friendly partners. As stated in the Strategy, American assistance to developing countries should help promote national interests and vice versa. The US will use all means, including sanctions, to “isolate states and leaders that pose a threat to the American interests.” The Strategy pays much attention to the regional aspect of national security, and, from these positions, the situation in various parts of the world (the Indo-Pacific region, Europe, the Middle East, etc.) is assessed. The authors emphasize that changes in the balance of power at the world level can cause global consequences and threaten American interests and US security. On the contrary, “stability reduces the threats that Americans face at home.”

This chapter highlights the importance of the subject matter of the book and situates the approach and contribution in the fields of International Relations and Political Psychology. While spending on national security in the UK since 2001 has more than tripled to £3.5 billion (Cabinet Office, 2008), it remains unclear how the objectives of the National Security Strategy are received by the British public, whether they are aware of and/or understand those objectives, and if they feel more or less ‘secure’ as a result of their existence. One aspect of this lacuna is a broader lack of social scientific research, including a tendency within security studies to focus on elite perceptions and constructions of security threat. Another is a lack of understanding of the political psychology of different threat perceptions, of the kinds of information and communications that heighten or reduce sense of threat when there are multiple existing threats, as opposed to singular threats from international terrorism or immigration, and of the consequences of different threat perceptions for other political attitudes and behaviours. Having discussed these problems this Introduction maps out how the chapters that follow seek to redress them.
