The development trend of the safety management system (sms) and the quality management system (qms), the formation of a unified corporate governance system in the “compliance management” format in the civil aviation

The article considers the role of integration processes of the quality management system in the field of civil aviation. The process of effective implementation of IMS in the corporate environment is taken into consideration and substantiated. The analysis of ICAO-9859 Document is carried out and the need for the implementation of an integrated corporate management system in organizations operating in civil aviation is substantiated. The advantages of using integrated systems are substantiated. General and specific principles of the Safety Management System (SMS) and Quality Management System (QMS) are highlighted. The created system for the effective implementation of the IMS is considered using a specific example of applying the requirements of the “Safety Management Manual”.

The International Civil Aviation Organization, in its document Safety Manual (Doc 9859), notes the importance of integrating a safety management system and a quality management system, which takes into account all areas of the civil aviation organization and the formation of interrelated processes to achieve common safety goals. There are discusses the method of searching for critical elements of an aviation enterprise based on risk events in an integrated management system, the main principle of which is the establishment of quality indicators and fiight safety indicators. With this approach, the distribution of indicators by type of activity (classes) is carried out, which in turn allows the study of elements of the aerodrome operator system based on the theory of fuzzy sets (Fuzzy Sets), in accordance with the concept of reliability, risks, safety from the theory of system safety. The results obtained allow us to proactively develop and implement measures that exclude the occurrence of a negative event in the activities of an aviation enterprise, such as a catastrophe, accident, emergency, or a serious aviation incident.

Проанализированы пути и средства повышения конкурентоспособности продукции предприятия – «Кондитерского комбината Кубань» (Тимашевск): внедрение требований стандартов ИСО серии 9000; определение процессов управления, реализуемых на уровне высшего руководства; основных процессов, учитывающих все этапы производства и реализации готовой продукции, и поддерживающих процессов, без которых функционирование первых двух категорий невозможно; формирование структуры документооборота комбината в рамках внедрения требований системы менеджмента качества. Внедрение системы менеджмента безопасности пищевой продукции, основанной на принципах ХАССП, способствует предупреждению возникновения рисков пищевой безопасности или помогает свести их до минимума. В систему входят: контроль качества и безопасности сырья, материалов, готовой продукции; оценка поставщиков; GMP (хорошие производственные практики); санитарные программы; инфраструктура и обслуживание оборудования; прослеживаемость «жизненного цикла» продукта от сырья до потребителя; внутренние аудиты; корректирующие и предупреждающие действия. С целью расширения географии продаж и выхода на зарубежные рынки на комбинате сертифицирована система менеджмента безопасности пищевых продуктов по схеме сертификации FSSC 22000. Комплексное внедрение требований международных стандартов по качеству и пищевой безопасности кондитерской продукции обеспечило комбинату выпуск изделий с высокими потребительскими качествами. Means and ways of increasing the competitiveness of the enterprise's products – Confectionery factory Kuban (Timashevsk) analyzed. These include: implementation of the requirements of ISO 9000 standards; definition of management processes implemented at the level of top management; the main processes that take into account all stages of production and sale of finished products, and supporting processes, without which the operation of the first two categories is impossible; formation of the structure of the document management of the plant within the framework of the implementation of the requirements of the quality management system. Introduction of food safety management system based on HACCP principles helps to prevent food safety risks or helps to reduce them to a minimum. The system includes: quality control and safety of raw materials, finished products; supplier evaluation; GMP (good manufacturing practices); sanitary programs; infrastructure and equipment maintenance; traceability of the “life cycle” of the product from raw materials to the consumer; internal audits; corrective and preventive actions. In order to expand the geography of sales and access to foreign markets, the food safety management system under the certification scheme FSSC 22000 is certified at the plant. Complex implementation of requirements of the international standards on quality and food safety of confectionery production provided to combine release of products with high consumer qualities.

This paper presents the results of research carried out in companies engaged in the production and distribution of bakery products, which relate to the advantages, disadvantages and costs of implementing the system for quality and food safety management. In focused companies, a quality and food safety management system has been applied, which, after development, has been certified by independent certification bodies. The methodology for collecting data using the Google questionnaire that was created and through which the data from the surveyed companies was obtained. The highest initial costs during the introduction of quality and food safety management systems relate to the elucidation of infrastructure deficiencies (66.6% of surveyed enterprises) and consulting services (33.3% of surveyed enterprises). A key advantage of establishing a company's quality management system is to improve document management and product quality improvement (4.55). The applied quality management systems and food safety systems offer companies numerous advantages, savings in business and represent a model by which applications and other companies can improve their own performance. Determining system efficiency methodologically using google questionnaires is a very simple and useful tool that can be used for similar research with minimal knowledge of online programming techniques.

O presente trabalho diz respeito à implementação da norma ISO 22000:18 no ramo de embalagens metálicas para segmentos alimentícios. Demonstrando que a integração do Sistema de Gestão da Qualidade (SGQ) com o Sistema de Gestão da Segurança de Alimentos (SGSA) pode ser vantajosa para a determinação do controle de perigos que tenham potencialidade de comprometer a saúde do consumidor. Com isso, forma-se um sistema que terá como foco principal manter a integridade do produto. Portanto, o objetivo é demonstrar às empresas desse ramo como podem aplicar a ISO 22000:18 de modo a elaborar um sistema de segurança de alimentos eficaz, fazendo com que direcionem as novas oportunidades de estudo sobre tais análises de sistema. Logo, foi realizado uma pesquisa bibliográfica sobre o assunto e, ainda, considerando a utilização do ciclo PDCA para tal objetivo. Resultando no entendimento da importância da norma por meio dessa pesquisa, estabelecendo uma nova oportunidade para as empresas apresentarem uma vantagem significativa no mercado e promovendo destaque no que diz respeito à segurança na cadeia produtiva de alimentos.

The need to develop and adopt legal standards for safety management was identified at the Conference of General Directors of Civil Aviation dedicated to the global strategy of aviation safety (Montreal, March 20-22, 2006) and additionally supported by the recommendations of the Safety Conference (Montreal, March 29 - April 1, 2010). The year 2006 saw the introduction of issues related to the safety management system to the Convention’s annexes. The existing fundamental rules related to SMS were included in the annexes: 1 - Personnel licensing, 6 - Operation of Aircraft, 8 - Airworthiness of Aircraft, 11 - Air Traffic Services, 13 - Aircraft Accident and Incident Investigation, and 14 - Aerodromes. In addition, due to the dynamic development of aviation and, at the same time, the growing need to create the highest standards in the field of safety management systems, the Air Navigation Commission established the Safety Management Panel (SMP) to develop the content of Annex 19. After several years of reconciliation and consultation, this document was finally adopted by the ICAO Council in 2013. It has become the ipso facto document that provides the basis for creating an effective safety management system, as it is compatible and also adapted to the most effective practices indicated in the ICAO Doc 9859 Safety Management Manual. Annex 19 sets out the responsibility of States, the safety management system and the collection of information related to safety. The National Civil Aviation Safety Programme and the structure of this system were also dealt with. The whole idea is to support states in the process of hazard identification and risk management. The purpose of the article was: to highlight selected elements of the risk management process in a practical dimension, to present the principles for assessing the degree of risk by an air navigation service provider, and to identify ways of improving this process. Searching for an answer to the main research problem contributed to achieving this goal. The research problem was expressed in the form of a question: How does the air navigation service provider manage the risk under the air traffic safety management system in order to achieve compliance with regulatory requirements and to achieve the assumed parameters (indicators) in the area of safety? With regard to the main research problem, the following research hypotheses were formulated: 1. I believe that an air navigation service provider undertakes an assessment of the degree of possible danger in civil aviation to identify hazards in air traffic as part of a safety management system. 2. I suppose that the air navigation service provider manages the risk in a manner consistent with the provisions of law and by using procedures included in normative documents.

As air traffic is continously growing and the number of potential hazards for safety is also rising, improvement of management systems is required to ensure an adequate level of safety. The management of change constitutes an important part of the safety management system (SMS) defined in Annex 19 to the Convention on International Civil Aviation. It is one of twelve elements of SMS found in the ‘Safety assurance’ component. The management of change put in place in an aviation organisation demonstrates the considerable development of an SMS. This process is essential for managing safety in an efficient way. The article reports on the state of implementation of the management of change in selected civil aviation organisations and also points out the difficulties related with carrying it out in everyday life. The paper focuses on managing changes of certified aerodromes and air navigation service providers. In the conclusions, tools are proposed that enable the reader to improve the process.

An integrated management system encompasses all management and assessment activities. The organizational structure of the Federal Office for Radiation Protection (BfS) quality management system is able to merge existing and future requirements. In this context the BfS management system encompasses quality management and radiation protection requirements as well as safety management, mining requirements and those of testing and calibration laboratories. Its structure allows the integration of function-specific management systems as well as specific requirements. The quality management system has taken into account the existing structure of documents to improve acceptability for the extended approach. Integrating management systems should enhance managerial and operational effectiveness. Whether or not this goal can or has been achieved is still a lingering question. A well-proven method to assess the effectiveness of any management system is auditing. Audits are designed to determine adequate compliance with applicable standards and guidelines. Moreover, they can and should be instrumental in identifying problem areas and potential improvements, along with corrective and preventive actions.

Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) adalah bagian dari sistem manajemen perusahaan secara keseluruhan dalam rangka pengendalian risiko yang berkaitan dengan kegiatan kerja guna terciptanya tempat kerja yang aman, efisien dan produktif. Dikeluarkan PP RI Nomor 50 Tahun 2012 tentang Penerapan Sistem Manajeman Keselamatan dan Kesehatan Kerja, pasal 5 UU tersebut mewajibkan setiap perusahaan menerapkan SMK3 di perusahaanya, berlaku bagi perusahaan yang mempekerjakan pekerja/buruh paling sedikit 100 (seratus) orang atau mempunyai tingkat potensi bahaya tinggi. Tujuan penelitian ini adalah untuk mengetahui analisis penerapan Sitem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) di PT Japfa Comfeed Indonesia Tbk Unit Cirebon Tahun 2016. Jenis penelitian yang digunakan adalah kualitatif dengan metode penelitian studi kasus, teknik pengambilan sampel menggunakan purposive sampling dan Snowball Sampling dengan sampel yaitu Kepala Unit, Kepala seksi K3LH, Ka.Sub.Dept. Teknik, Operator IPAL dan Personil Security, pengumpulan data dengan cara wawancara mendalam sedangkan instrumen yang digunakan berupa kuesioner, lembar chek list serta dokumentasi dan recorder. Hasil penelitian ini adalah secara umum penerapan SMK3 di PT Japfa Comfeed Indonesia Tbk Unit Cirebon hampir semua kriteria terpenuhi namun ada beberapa kriteria yang belum terpenuhi. Penerapan penetapan kebijakan K3, penerapan perencanaan K3, penerapan pelaksanaan rencana K3 hampir semua kriteria terpenuhi namun ada beberapa kriteria yang belum terpenuhi dan pemantauan dan evaluasi kinerja K3 sudah terpenuhi semua.Kata kunci              : Analisis, Penerapan SMK3   ABSTRACTOccupational Health and Safety Management System  are part of corporate management system as a whole in order to operation run the risk that gets bearing with utilised job activity most composes safe workshop it, efficient and productive. The results of this study are in general application SMK3 in PT Japfa Comfeed Indonesian Tbk Unit Cirebon almost all the criteria are met, but there are several criteria that have not been fulfilled. Implementation of the policy-setting K3, K3 planning application, the application of the implementation plan K3 almost all the criteria are met, but there are several criteria that have not been fulfilled, and the monitoring and evaluation of the performance of the K3 has fulfilled all.Key words            : Analisis, The Application Of SMK3
