Extradition is known as the process of sending a person who is a defendant or convict who has fled abroad to avoid punishment or trial proceedings. Extradition can be carried out on the basis that the two countries already have previous extradition treaties or based on the principle of reciprocity. It is not uncommon for a country to refuse to hand over a defendant to the applicant's country for various reasons. For example in the case of Maria Lumowa, a fugitive in the bank burglary case for 17 years who was finally extradited back to Indonesia from Serbia. The two countries have never previously entered into an extradition treaty. However, Serbia has a good intention to extradite Maria based on the historical closeness of the two countries' longstanding bilateral relations, as well as remuneration to Indonesia for granting Serbia's extradition request against the perpetrator of theft of customer data in 2015. It can be seen that extradition is not always about having an agreement in order to work, but also seeing the goodwill of the requested country.

De forma un tanto paradójica, a finales de los años treinta, las relaciones entre México y Estados Unidos sufrieron uno de los momentos de máxima tensión, para pasar, a continuación, a experimentar una notable mejoría, alcanzando el cénit en la alianza política y militar sellada durante la Segunda Guerra Mundial. El episodio catalizador de la tensión y posterior reconciliación fue, sin duda, el conflicto diplomático planteado tras la nacionalización petrolera de 1938. De entre los factores que propiciaron la solución pacífica y negociada al conflicto petrolero, el presente artículo se centra en analizar dos fenómenos del momento. En primer lugar, siguiendo un orden de relevancia, se examina el papel que tuvo la Guerra Civil Española. Aunque las posturas de ambos gobiernos ante el conflicto español fueron sustancialmente distintas, las interpretaciones y las lecciones sobre sus posibles consecuencias permitieron un mayor entendimiento entre los dos países vecinos. En segundo lugar, también se analizarán las afinidades ideológicas entre el New Deal y el cardenismo en el contexto de la crisis mundial económica y política de los años treinta, con el fin de entender su papel lubricante en las relaciones bilaterales de la época. Somewhat paradoxically, at the end of the 1930s, the relationship between Mexico and the United States experienced one of its tensest moments, after which it dramatically improved, reaching its zenith in the political and military alliance cemented during World War II. The catalyst for this tension and subsequent reconciliation was, without doubt, the diplomatic conflict that arose after the oil nationalization of 1938. Of the various factors that led to a peaceful negotiated solution to the oil conflict, this article focuses on analyzing two phenomena. Firstly—in order of importance—this article examines the role that the Spanish Civil War played. Although the positions of both governments in relation to the Spanish war were significantly different, the interpretations and lessons concerning potential consequences enabled a greater understanding between the two neighboring countries. Secondly, this article also analyzes the ideological affinities between the New Deal and Cardenismo in the context of the global economic and political crisis of the thirties, seeking to understand their role in facilitating bilateral relations during that period.

The article analyzes long-term external and internal factors determining the course of development of Russian-Japanese relations in 2019-2020. On the one hand, the anti-Russian component in Tokyo's foreign policy is shaped by its membership in the Security Treaty with the United States and its solidarity with the sanctions policy of the Group of Seven towards Russia. On the other hand, Japan and Russia are both interested interest in political cooperation in creating multilateral dialog mechanisms of international security in East Asia, resolving the nuclear issue on the Korean Peninsula, and easing tensions around territorial disputes in the East China and South China seas. Among the economic factors, the author focuses on the significant place of Russia in the context of Japan's task of diversifying sources of external energy supplies, as well as on Russia's desire to avoid unilateral dependence on the Chinese market while reorienting the system of foreign economic relations from the West to the East. Personal diplomacy of political leaders plays a significant role in relations between Russia and Japan, and, above all, close personal relationships and frequent meetings between Prime Minister Abe and President Putin, which make it possible to partially compensate the unfavorable image of the partner country in the public opinion of both Russia and Japan. Against the background of a deadlock in the Peace Treaty talks which emerged in 2019, the search for a way out of the diplomatic impasse is on the agenda. In the author's opinion, it would be appropriate at the first stage to proceed to the conclusion of a basic agreement on the basis bilateral relations, which would be "untied" from the Peace Treaty. In addition, Russia could stop criticizing Japan for its security policy and show greater understanding of the Japanese initiative in the field of quality infrastructure. In turn, Japan could take a number of strategic decisions on cooperation with Russia and announce them in the Prime Minister's keynote speech. In addition, Tokyo could stop positioning the issue of the peace Treaty as the main issue in relations with Russia, which would allow our countries to "untie" bilateral relations from the problem of border demarcation and focus on their positive agenda.

One of the tasks in the field of marketing finance is to analyze customer data to find out which customers have the potential to do credit again. The method used to analyze customer data is by classifying all customers who have completed their credit installments into marketing targets, so this method causes high operational marketing costs. Therefore this research was conducted to help solve the above problems by designing a data mining application that serves to predict the criteria of credit customers with the potential to lend (credit) to Mega Auto Finance. The Mega Auto finance Fund Section located in Kotim Regency is a place chosen by researchers as a case study, assuming the Mega Auto finance Fund Section has experienced the same problems as described above. Data mining techniques that are applied to the application built is a classification while the classification method used is the Decision Tree (decision tree). While the algorithm used as a decision tree forming algorithm is the C4.5 Algorithm. The data processed in this study is the installment data of Mega Auto finance loan customers in July 2018 in Microsoft Excel format. The results of this study are an application that can facilitate the Mega Auto finance Funds Section in obtaining credit marketing targets in the future

The Soviet Union played an important role in liberation of Norway and Denmark from the Nazi invaders. However, nowadays we often notice historical falsification which leads to certain disagreements in the bilateral relations. The article analyses how modern Norway and Denmark view Soviet impact in their liberation from Nazism. It also focuses on acute problems in our countries’ relations arisen from rewriting of history, as well as prospects for their solution.

Over the past decade, bilateral relations between China and Russia have attracted the attention of the whole world. As neighbors and rapidly developing countries, China and Russia are becoming increasingly important in the international arena. The strategic partnership and interaction between China and Russia occupy a significant place in the politics of both countries. Cooperation is developing dynamically in various fields, primarily in politics. After 2012, a change of government took place in China and Russia, which brought new changes to international relations. Studying the involvement of the media in this process can clarify their impact on international relations, in particular, their role in the relationship between China and Russia.
