Higher Education in Europe has undergone massive changes due to technological advancements and changes resulting from the Bologna Process, by which learning should be accessible for all regardless of social exclusion reasons, such as imprisonment. The resulting massification of access to Higher Education requires a flexible and inclusive training offer focused on the student. These are the primary aims of Distance Learning at the Open University of Portugal. The aim of this paper is to understand the viewpoints of twenty-six respondents (students, applicants to courses and senior rehabilitation technicians) on the reality of Higher Education in Distance Learning and e-Learning in a Portuguese prison. This study occurs in a context of a non-positivist paradigm, placing the emphasis on the perception of individuals through a qualitative methodology. The results obtained from interviews show that the education process has many weaknesses and limitations mostly due to the lack of facilities, educational and technological resources, and support from teachers. The conclusion is that it is essential to provide better conditions for prisoners to receive this type of education, as it can be an opportunity for obtaining professional qualification and for personal development, thus increasing their prospects of success in the future. La enseñanza superior en Europa ha venido experimentando grandes transformaciones gracias a los avances tecnológicos y a los cambios derivados del proceso de Bolonia, que prevé la creación de condiciones para que todos tengan acceso al aprendizaje, independientemente de factores de exclusión social, como la reclusión. La subsiguiente masificación del acceso a la Enseñanza Superior exige una oferta educativa flexible, centrada en el estudiante e inclusiva: son estas las prioridades de la Educación a Distancia de la Universidade Aberta en Portugal. Este artículo tiene como objetivo conocer las impresiones de veintiséis individuos (estudiantes, candidatos a estudiantes y técnicos superiores de reeducación) sobre la realidad de la Enseñanza Superior en la modalidad de Educación a Distancia y aprendizaje virtual (e-Learning) en una cárcel portuguesa. Este estudio se encuadra en un paradigma no positivista y hace hincapié en la percepción de los individuos, recurriendo a una metodología de carácter cualitativo. Los resultados, obtenidos mediante entrevistas, revelan la existencia de enormes debilidades y limitaciones en el proceso educativo, debido, sobre todo, a la falta de instalaciones y medios, recursos pedagógicos y tecnológicos, y apoyo de los profesores. Se ha concluido que es fundamental crear mejores condiciones de asistencia a distancia en las cárceles, porque esta formación superior puede ser una oportunidad de cualificación profesional y desarrollo personal, que incrementa sus perspectivas de éxito en el futuro.

O desenvolvimento exponencial das tecnologias e, consequentemente, da educação a distância e do elearning, os novos públicos que têm acesso a este nível de ensino, o facto de ser, pela sua natureza, um espaço de inovação na relação e construção do conhecimento, os desenvolvimentos científicos, concretamente na área da educação e das tecnologias, são fatores que têm feito emergir necessidades de análise, de avaliação e de reflexão da produção científica, tornando-as tarefas substanciais da comunidade académica. Com este artigo pretende-se esboçar alguns cenários de futuro na educação a distância e elearning, no ensino superior, olhando para a situação de Portugal no contexto europeu. Foram definidos três momentos de investigação. Num primeiro momento, pretende-se delinear o estado da arte da investigação sobre educação a distância e elearning, no ensino superior, mas ir para além dele, num segundo momento, convocando a discussão e a reflexão dos protagonistas no processo. Num terceiro momento, pretende-se confrontar as perspetivas nacionais com as perspetivas de especialistas europeus neste domínio. Os resultados que agora se apresentam constituem ainda um trabalho em progresso e por isso com resultados preliminares e parciais da primeira fase de investigação.Palavras-chave: educação a distância, elearning, ensino superior, investigação, gestão, inovação Abstract: Higher education experiments complex moments of change to a worldwide extent. With the exponential development of technology and, therefore, the distance education and learning, where a new public has access to this level of education. Other factors like being, by its nature, a space for innovation in the relationship and construction of knowledge, scientific developments, particularly in education and technology, contribute to emerging needs analysis, evaluation and reflection of the scientific production, making it the substantial tasks of the academic community. This study aims to outline scenarios of future in distance education and e-learning, in higher education, looking at Portugal's position in the European context. It has been defined three stages of the investigation. Initially, it is intended to outline the state of the art of research on distance education and e-learning, in higher education, but go beyond, in a second moment, summoning discussion and reflection of the protagonists in the process. Thirdly, the prospects of national and European perspectives of specialists in this field will be faced up. Con este artículo se pretende esbozar algunos escenarios de futuro en la educación a distancia y e-learning en la educación superior, mirando la situación de Portugal en el contexto europeo. Higher Education in Portugal has undergone massive changes due to information and communication technologies (ICT) advancements and changes resulting from the Bologna Process, by which learning should be accessible for all regardless of social exclusion reasons, such as imprisonment. The aim of this paper is to understand the viewpoints of fifteen respondents (students and senior rehabilitation technicians) concerning the quality of pedagogical processes in Distance Learning in a Portuguese prison. This study occurs in a context of a non-positivist paradigm, placing the emphasis on the perception of individuals through a qualitative methodology. The results obtained from interviews show that the education process has many weaknesses and limitations, with respect to its organization, evaluation, resources available and hourly availability. The conclusion is that it is essential to provide better conditions for prisoners to receive this type of education, as it can be an opportunity for obtaining professional qualification and for personal development, thus increasing their prospects of success in the future.

Displaced persons encounter some difficulties in accessing higher education, yet higher education remains their inalienable rights. This study focused on ways of managing the higher education needs of internally displaced persons. Three hypotheses guided the study. The descriptive survey research design was adopted in the study. The entire population was used since it is not large enough to warrant randomization. The sample comprised 600 participants (38 teachers and 562 senior secondary (SS 1-3) students from three secondary schools. The instrument used for data collection was questionnaire titled Higher Education Needs for Displaced Persons Questionnaire (HENDPQ) on a modified four point Likert scale. The precision and internal consistency of the instrument was determined using Cronbach reliability method which gave rise to a coefficient ranging from 0.76 - 0.81. The data was collected personally by the researchers with the help of three research assistants. The data collected was analyzed using Pearson Product Moment Correlation Analysis at 0.05 level of significance. The result of the analysis revealed that there is a significant positive influence of higher education needs on development of displaced persons, provision of scholarships/bursaries on access to higher education; and provision of certified distance learning and e-learning opportunities on access to higher education for displaced persons. Based on these findings it was recommended that the government should urgently manage the higher education needs of displaced persons through adequate provision of scholarships/bursaries, distance learning and e-learning opportunities to enhance access to higher education.

Considerando as mudanças ocorridas na educação superior europeia com a implementação do Processo de Bolonha (PB) cujas ações impactam diretamente na ação docente e na formação do professor, este artigo tem o objetivo de mapear as pesquisas realizadas em Portugal sobre a formação de professores no contexto do PB com vista a compreender as implicâncias que uma reforma no ensino superior desta amplitude pode impactar nos trabalho docente dos professores. A metodologia utilizada foi revisão sistemática utilizando pesquisa nos Repositórios Científicos de Acesso aberto de Portugal (RCAAP) que agrega metadados das principais instituições universitárias e de pesquisa daquele país. Os resultados demonstram que os estudos sobre os impactos do PB sobre a formação docente ainda são incipientes  e que, dada a dimensão das mudanças em diversos aspectos que envolvem a profissão docente, existe a necessidade de mais pesquisas e estudos que visem investigar e propor melhorias para os problemas levantados.   PALAVRAS-CHAVE: Formação de professores; Processo de Bolonha; Ensino Superior.     ABSTRACT Considering the changes that have occurred in European higher education with the implementation of the Bologna Process (PB) whose actions have a direct impact on teacher action and teacher training, this article aims to map the research carried out in Portugal on teacher education in the context of PB with a view to understanding the implications that a reform in higher education of this magnitude can impact the teaching work of teachers. In this article, the authors analyze various aspects of the distance learning discourse of the countries participating in the Bologna Process from the point of view of the impact of the pandemic on the development of higher education. The author pays special attention to the practical aspects of the activities of Russian universities during the pandemic, their interaction with each other and the problems of cooperation in the context of distance learning. Naturally, the stress caused by the epidemic and the transition to distance learning, especially for senior teachers, could not but affect the quality of training, but competently and professionally selected materials provided students with an educational result, and teachers with positive feedback and opportunities for self - development. The aim of the article is to demonstrate the experience of distance learning in the context of the pandemic and its impact on the higher education system. The author used the following methods: comparative research; methods of collecting empirical information; conceptual and terminological analysis; a method for solving problems. The results of the study can certainly be considered as revealing the positive dynamics of the development of the Bologna process in the higher education system, especially in the context of the pandemic.

Being a crucial part of the JLE scope, higher education is witnessing an era of supra-national, national, and institutional changes, including massification via massive online open courses (MOOC), politically launched or influenced trends like the Bologna process, increasing academic mobility spurred by globalisation and continued development of internationalised education, interculturality and multiligualism, worldwide innovations in higher education and teaching approaches (deep active learning, blended learning methods, gamification, storytelling, alignments of higher education and work, translanguaging in higher education instruction). Further, the JLE editors dwell upon other relevant issues, including transformation of universities, student-teacher relationship, social equity and access to higher education, students’ engagement and commitment to learning, university excellence factors.The editorial entails some guidelines for potential authors regarding priority themes JLE is going to promote within its scope.

The educational system is a synergetic system; it is an open, nonlinear, dynamic and complex system. The importance of synergetics for education and science is associated with the possibility of creating a transdisciplinary dialogue, more effective study of interdisciplinary links, using this interdisciplinary direction for a deep understanding of the unity of laws of nature and society, and thus personal development as the ultimate goal of all educational activities. Reforming and modernizing of higher education in Ukraine, increasing the importance of independent work of students in the total amount of classroom and extracurricular training have led to priority interest in the introduction of e-learning content and other components of distance and telematics education, focused on ensuring compliance of national educational standards with international requirements and full participation of Ukraine in the development of European and world educational area. This article outlines the introduction stages of the latest technologies for teaching medical and biological physics with adequate reflection of the specifics of the pedagogical process in higher medical education in Ukraine. The rational combination of the latest technologies and classical methods of teaching natural sciences promotes mutual synergistic strengthening of the effects of their application and minimizes cognitive dissonance and disproportion of information needs and proposals in higher medical education of Ukraine. The article also tackles the issue of distance learning courses and programs by the world’s leading higher education institutions that have resulted in a significant increase in the number of Ukrainian higher education institutions that actively develop and use e-learning Internet resources and other forms of distance learning.

This article contributes to the conceptual and empirical distinction between (the assessment of) appraisals of teaching behavior and (the assessment of) self-reported competence acquirement within academic course evaluation. The Bologna Process, the current higher-education reform in Europe, emphasizes education aimed toward vocationally oriented competences and demands the certification of acquired competences. Currently available evaluation questionnaires measure the students’ satisfaction with a lecturer’s behavior, whereas the “Evaluation in Higher Education: Self-Assessed Competences” (HEsaCom) measures the students’ personal benefit in terms of competences. In a sample of 1403 German students, we administered a scale of satisfaction with teaching behavior and the German version of the HEsaCom at the same time. Using confirmatory factor analysis, the estimated correlations between the various scales of self-rated competences and teaching behavior appraisals were moderate to strong, yet the constructs were shown to be empirically distinct. We conclude that the self-rated gains in competences are distinct from satisfaction with course and instructor. In line with the higher education reform, self-reported gains in competences are an important aspect of academic course evaluation, which should be taken into account in the future and might be able to restructure the view of “quality of higher education.” The English version of the HEsaCom is presented in the Appendix .

This article reports on the use of blended learning in higher education. Blended learning has become popular in higher education in recent years. It is a move beyond traditional lecturing to incorporate face-to-face learning with e-learning, thereby creating a blend of learning experiences. The problem is that learning in higher education is complex and learning situations differ across contexts. Whilst there is face-to-face contact at some institutions, others offer distance learning or correspondence learning. In each context, the mode of learning may differ. The challenge is to cater for various learning opportunities through a series of learning interactions and to incorporate a blended approach. The aim of this study was to examine various ways of defining blended learning in different contexts. This was done through an examination of experiences of the use of blended learning in different higher education contexts. The study presents a case of blended learning in a postgraduate course. The experiences from all these cases are summarised and conclusions and recommendations are made in the context of blended learning in higher education in South Africa.

The Bologna Process, Information and Communication Technology, and market forces have brought manyinnovations and great changes to higher education systems throughout Europe. Reforms in higher educationhave taken a new direction, towards making higher education students more autonomous. However, manycountries have not really adopted this innovative way of teaching and still maintain an old ‘transmission’ stylewhich often entails teachers trying to pour knowledge into the minds of their students. Promoting autonomouslearning (the ability of students to manage their own learning) in higher education is crucial both for theindividual and society, as the idea of an academic student comprises critical reflective thinking and theimportance of becoming an independent learner. This article will discuss the importance of promotingautonomous learning throughout self, peer and co-assessment for higher education quality enhancement. Thepaper will examine the case of International Black Sea University’s MA students enrolled in the Higher EducationManagement program. The analyses of a survey will be used to discuss the significance of autonomous learningfor students and their readiness for self, peer and co-assessment.
