E-Government Adoption in Canadian Municipal Governments

This study examines Ontario, Canada’s municipal e-government adoption. This chapter specifically focuses on how e-government has increased citizen-initiated contacts with these local governments. This study uses survey data of these local governments to determine the key factors that predict increased citizen contact with e-government. What these municipal governments most commonly are doing is informational e-government, such as providing downloadable forms for manual completion. Transactional e-government is done less often, with very few local governments offering online payment of taxes, for example. The regression results indicated that offering more online services or e-services and having a separate information technology (IT) department developing the e-government budget increased citizen contact with e-government. The traditional factors that are used to explain citizen-initiated contact, such as socioeconomic status of the community, were not found to have any impact on increasing citizen contact with e-government.

The Barrier-Free Basic Plan (BFBP) of Japan is based on Article 25 in the Act on the Promotion of Smooth Transportation, etc. of Elderly Persons, Disabled Persons, etc., abbreviated as the “Barrier-Free Act”. BFBPs are created by municipal governments and play a crucial role in progressing the accessibility of existing buildings/facilities in cities. However, the number of municipal governments which have their own BFBPs stands at only 304 out of a total of approximately 1700 municipalities in 2020. The purpose of this paper is to describe the barriers and difficulties that administrative officers face in creating and managing BFBPs. The questionnaires were distributed in 2018 to 183 municipal governments which have their own BFBPs. The procedures of analyzing the results were as follows: 1) motivation for creating their own BFBPs, 2) supportive advisers in proceeding with the creation of BFBPs, 3) difficulties of creating their own BFBPs, 4) key factors promoting the quality of BFBPs, and 5) self-evaluation of their own BFBPs. In conclusion, the challenges that administrative officers faced in creating BFBPs and the required measures to raise the quality of BFBPs on a practical level were discovered, by considering the population scales of municipalities and the establishment year of the BFBP. The continuous removing of obstacles in existing buildings based on BFBPs will allow for more comfortable and accessible cities for everyone.

The emergence of Web 2.0 technologies in recent years has the potential of allowing governments to move beyond simply disseminating information and providing more online services to citizens to the point of engaging them in policy-making and administrative processes. This survey study attempts to find out the extent to which public officials in Alabama municipal governments utilize existing Web 2.0 technologies to engage citizens and to affect their attitudes toward e-government. The preliminary results indicate that although some progress has been made in terms of providing more online services to citizens, Alabama municipalities, particularly small ones, have yet to take advantage of the existing Web 2.0 technologies to make the transtition into e-governance. This chapter concludes with a discussion of the implications of the research findings for advancing e-government in local governments and future research on e-governmnent.

In the absence of vaccines to fight the COVID-19 pandemic, in 2020 governments had to respond by rely on non-pharmaceutical interventions (NPIs). Socioeconomic inequalities likely influenced the uptake of NPIs. Using Norwegian survey data, we study whether income was associated with increased handwashing, keeping 1 m distance, using facemasks increased use of home office, and less use of public transportation. Except for using facemasks and less public transportation in a non-work context, all analyzed NPIs showed an independent positive association with income. Social disparities in NPI uptake may be important drivers of higher risks of disease outcomes for people of lower socioeconomic status.

This study examines the structural relationship among key factors influencing student satisfaction and achievement in online learning. A structural model was developed by considering course structure, student–student interaction, instructor presence, student engagement, student satisfaction and achievement as key factors. In order to verify the effectiveness of the developed structural model, we utilized the survey data collected from a total of 250 students enrolled in two asynchronous online courses offered at Kyung Hee University in Korea in the fall semester of 2020. Then, the collected survey data were analyzed using the structural equation model. The verification of the statistical analysis results indicates that the course structure has a more significant effect on the student satisfaction and achievement than the other key factors such as the student–student interaction, instructor presence and student engagement. It also reveals that the student engagement affects only the student satisfaction and has a mediated effect between student–student interaction and student satisfaction.

Abstract With the development of information technology, the Information System (IS) has not the characters of rareness and inimitability, so an IS cannot form core competence alone. Forming synergic relationship and keeping higher synergic degree between IS and corporate strategy will help the enterprises acquire competence advantage and realize IS value. This paper analyzes the conditions of forming synergic relationship between an IS and strategy, and points out that the key factors for a synergic degree are the strategy rationality and the matching degree between the IS and strategy. Based on the analysis result and BCG growth share matrix, this paper constructed a synergy degree measure model to evaluate the synergic relationship between the IS and corporate strategy. Finally, a case study is used to verify the feasibility of the model.

The problem with the low quality of financial reports in local governments is the reason this research was conducted. This research was conducted with the aim of analyzing the use of information technology on the quality of financial reports by considering the internal control system (SPI) factor. The location of this research is in the Karisidenan Surakarta area which includes 6 districts and 1 city. The population of this research is all state civil servants (ASN) in local governments who work in accounting. The sampling technique was using purposive sampling method. The results showed that the use of information technology had a positive effect on the quality of financial reporting in local governments, while the internal control system moderated the effect of the use of information technology on the quality of financial reporting in local governments.

This study is one of Turkey at the sea coast in Izmir and Ankara in other inland fisheries are conducted to determine consumer preferences. 306 people in Izmir and 405 people in Ankara were directly interviewed and the orginal data for the research was gathered. Survey data were anlyzed with using SPSS and Microsoft Excel software packages. According to the survey data; it is determined that individuals consumed mostly white meat at the rate of 81%, and consumed white meat at the rate of 19%. At least 46% of these individuals consume fish once a week at a minimum. It is determined that 83% of the individuals in Ankara consumed white meat, 17% consumed red meat. It is found out that at least 30% of these indiviudals consumed fish once a week at a minimum. Aquaculture products are highly important for the nutrition due to its being animal protein resource. In spite of the fast growing population and big problems seen in balanced diets, aquaculture products are not efficiently benefited. As a result of our country to increase fish consumption habits and consumption of fishery products on human health in the short and long term benefits should be explained. To this end, local governments and other regional organizations and institutions of the people in the area where the handle will be of interest to fisheries and should be in promoting.

Penyelenggaraan kewenangan pemerintah daerah telah bergeser ke arah prinsip ultra vires doctrine yang nampak pada perumusan kewenangan pemerintah daerah menjadi urusan pemerintah daerah, dan pembagian kewenangan pemerintah pusat dan daerah mengedepankan prinsip yang kongkuren.Kondisi ini ditandai dengan penyelenggaraan urusan pendidikan yang terbagi antara pemerintah kabupaten/kota dengan pemerintah provinsi, dimana untuk pendidikan dasar diselenggarakan oleh pemerintah kabupaten/kota sedang pendidikan menengah dikelola oleh pemerintah provinsi. Penelitian ini dilakukan dengan pendekatan motode kualitatif melalui observasi dan kajian pustaka.  Hasil dari penelitian ini menunjukkan penyelenggaraan urusan pendidikan menengah yang dialihkan kepada pemerintah provinsi akan menimbulkan sejumlah kecenderungan baru dalam pengelolaannya baik pada pemerintah daerah maupun pada pemerintah provinsi. Pertama, bahwa kebijakan – kebijakan yang selama ini dikeluarkan oleh pemerintah daerah terkait bidang pendidikan tidak seluruhnya akan diakomodir oleh pemerintah provinsi. Kedua, kecenderungan pada meningkatnya alokasi anggaran pada pemerintah provinsi sebagai ekses pengalihan kewenangan tersebut. Ketiga, proses evaluasi, pengawasan dan pengendalian penyelenggaraan pendidikan menengah oleh pemerintah provinsi yang akan semakin berat dilihat dari sisi letak geografis wilayah, dan keempat kekhawatiran akan kurang terakomodirnya muatan kearifan lokal dalam penerapan kurikulum, dimana sebelumnya setiap kabupaten/kota tentunya memiliki karakteristik budaya yang berbeda sebagai bentuk kearifan lokal yang dapat menjadi penguat dalam penyusunan kurikulum pendidikan. Key Words : Penyelenggaraan Urusan Pemerintahan, Pendidikan Menengah   Abstract Implementation of local government authority has shifted towards the principle of ultra vires doctrine which appears on the formulation of local government authority to the affairs of local government, and the division of central and local government authority put forward the principle of kongkuren. This condition is characterized by the implementation of educational affairs divided between district / municipal governments and provincial governments, where basic education is administered by district / municipal governments while high school is managed by the provincial government. This research was conducted with qualitative motive approach through observation and literature review. The results of this study indicate that the implementation of secondary education affairs transferred to the provincial government will lead to new trends in the management of both local government and provincial governments. First, that the policies that have been issued by local governments related to the education sector will not be entirely accommodated by the provincial government. Second, the tendency to increase budget allocation to the provincial government as an excess of the transfer of authority. Third, the process of evaluation, supervision and control of the implementation of high school by the provincial government will be more severe in terms of geographical location of the region, and the four concerns will be less accommodated local wisdom content in the application of the curriculum, where previously each district government / different as a form of local wisdom that can be a reinforcement in the preparation of educational curriculum.
