Institutions Respond to Changing Federal and State Environments

Institutions of higher education must respond to the changing landscape of federal and state expectations. This chapter explores how that landscape has changed over the past two decades and how some institutions are responding. At the federal level, changes have affected financial aid, research funding, and government regulation. Changes at the state level include significant reductions in state support and increases in tuition. These changes are occurring as higher education becomes more of a marketplace than a public service. The chapter offers some strategies for institutions hoping to garner increased support, particularly at the state level.

Resumo: É notável que, no Brasil, o número de trabalhos na área de Ciências Biológicas, fruto de pesquisas em programas de pós-graduação, grupo de pesquisas, cursos de graduação, projetos de extensão ou de qualquer outro espaço científico, têm crescido consideravelmente nestes últimos anos. Em Mato Grosso, dentre diversas Instituições de Ensino Superior, o Instituto Federal de Mato Grosso (IFMT) também é responsável por uma parcela das publicações. Diante disto, este trabalho de caráter bibliográfico e do tipo “Estado do Conhecimento”, tem por objetivos mapear e delinear um perfil ou tendência das publicações voltadas para o Ensino de Ciências Biológicas, e apresentadas entre 2013 e 2017 nos eventos científicos de nível estadual, em que houve a participação da Pró-Reitoria de Ensino do IFMT na organização. Os resultados obtidos demonstram que o perfil delimitado através desse estudo, têm aspectos semelhantes aos delineados pelo “Estado da Arte” da área de Ciências Biológicas, em periódicos nacionais apresentados por Sales et al. (2011), ou em dissertações e teses estudados por Teixeira e Megid Neto (2012).Palavras-chave: Estado do Conhecimento. Ensino. Ciências Biológicas. Abstract: It is notable that in Brazil, the number of works in the area of Biological Sciences, the result of research in graduate programs, research groups, undergraduate courses, extension projects or any other scientific space, have grown considerably in the latter years. In Mato Grosso, among several institutions of higher education, the Federal Institute of Mato Grosso (IFMT) is also responsible for a portion of the publications. In view of this, this work of bibliographical character and the "State of Knowledge", aims to map and outline a profile or trend of publications focused on Teaching Biological Sciences, and presented between 2013 and 2017 at state level scientific events, in which there was the participation of the Pro-Rector of Teaching of the IFMT in the organization. The results show that the profile delimited through this study, have similar aspects to those outlined by the State of the Art of the Biological Sciences area, in national journals presented by Sales et al. The types of whistleblowing claims made against institutions of higher education are not well understood nor are the various mechanisms used to solicit, investigate, and learn from such claims at the institutional and state levels. This research obtained and analyzed whistleblower claims made against institutions of higher education and explores and facilitates a discussion around the value of learning opportunities that come from whistleblowing claims. Aggregate claims data and detail workpapers for claims made against the 45 publicly funded colleges and universities in the state of Ohio, in the midwestern United States was analyzed to identify patterns and areas of focus which could improve institutional processes and internal controls. Four areas resulted from the analysis: hiring and pay practices, prevention of the theft of institutional assets, prevention of the theft of student funds, and an institutional accreditation issue. All claims that were reported reflected real concerns on topics of strategic importance to institutions and their management practices, although not all were substantiated or corroborated. One quarter of the claims resulted in proven cases for recovery and prosecution. At the state level, completeness of investigation and administrative learning were sometimes not pursued due to the code enforcement nature of the governing bodies whose mandate was limited to the identification and prosecution of crimes, although improvement opportunities clearly existed. The case of Ohio demonstrates that open government and public information request processes can provide sufficient information to allow insight into the nature of the claims and to identify improvement opportunities for both the institution and state level administration. Abstract Based on archival material and interviews, the paper argues that the autonomy of Hong Kong's institutions of higher education has varied since 1911, with the colonial state initially exercising tight control and relaxing it especially as the transfer of sovereignty over Hong Kong approached. China has sought to reassert control especially since 2014 in what continues to be contested space.

Levels of stress and violence at work have been increasing globally for the past few decades. Whether the setting is business and industry or a college campus, this disturbing trend affects a growing number of people, including those who do not work directly in these environments. In this paper the authors describe the relationship between stress and violence and offer recommendations as to how managers and administrators can reduce employee and student stress levels and help to prevent hostile behaviour from occurring in private companies, public agencies and institutions of higher education. Proactive strategies for preventing violent incidents are included together with suggestions on how to deal effectively with such incidents when they do arise.

During the past decade widespread revision of mathematics courses of study on the state level has taken place. One outstanding characteristic of these revisions, taken as a whole, is that in their attempt to correct educational ills of many years’ standing they suggest flexible mathematics programs for all high school pupils throughout their stay in high school. These programs are varied and planned to meet the needs of various types of pupils.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

Topicality of the research subject. The government authorities are concerned about higher education as human capital is being formed in this area.This concern is lessening as macroeconomic indicators show a lack of economic opportunities. Statement of the problem. Limited state funding for higher education requires improved spending of budget funds. Analysis of the recent research and publications. The state funding of higher education is considered at the macro- and micro levels from different angles. Selection of the unresearched parts of the general problem. There is no link between state funding of higher education at the macro level and the use of government funds at the micro level. Statement of the task and the purpose of the research. The method for the assessment of the finance provision of higher education has been improved, which makes it possible to achieve congruence between the mechanism of state order and the choice of educational services by consumers. Method or methodology of the research. A method for assessing the effectiveness of the financial provision of higher education in the space that has the parameters of “educational degree” and “field of knowledge” has been proposed. Statement of the basic material (results of the work). The low effectiveness of the use of state financial resources in relation to specialties and institutions of higher education of Poltava region has been determined. In the segment of “junior specialists” 113 places of the state order were not selected, and in the segment of “bachelors” – 98 places of state order. For most specialties in the segments the license amount did not correspond to the amount of state orders. The segments of the market of educational services differed significantly as to the state order. In the segment of “junior specialists” the share of the state budget places in the amount of demand was 85.16%, the share in the segment of “bachelors” – 60.24%, and in the segment of “masters” –  36.17%. The state stimulated potential consumers with the help of the state order to buy educational services. The state did not fund the realization of the HEI potential, encouraging them to commercialize educational programs. Field of application of results. The field of higher education. Conclusions. The proposed assessment methodology enables determining the effectiveness of the use of the state financial resources for specialties and institutions of higher education and the selection of possible alternative models for the distribution of the state order for their further financing.
