E-Government in itself requires reorganizing of governance with institutions and organizations with the aim of running them more efficiently. This is done using various applications created specifically for actions in the fields of economics, health, safety, education, etc. These applications are products that are used directly by all citizens. In the field of e-Learning, in educational institutions such as universities, the users of these applications are lecturers and students who are considered to have the highest skills in Information and Communication Technologies (ICT). Based on this, e-Learning systems in educational institutions can be configured in such a way that tasks and responsibilities are divided into user levels. This would make the maintenance of system not dependent on the administrator only, but on all levels of users. Consequently this makes the whole system more sustainable, decentralized, with low-maintenance. Such a configuration has been running with the Moodle platform at Kadri Zeka University Kosovo (UKZ) for five year since 2016.

The purpose of the study is to investigate the movement towards visualization in e-learning. The study methods include a survey and a theoretical modeling method. The study focuses on analyzing data from the 2020 public opinion survey “School graduates and students expressed their opinion on distance education” by the Russian Public Opinion Research Center (VCIOM) and develops a four-tier framework model for e-learning content visualization that integrates four theories of learning, namely behaviorism, cognitivism, constructivism, and activism. The results indicate that visualization in e-learning as a trend is strongly associated with global information and communication technologies (ICTs) development. The survey by VCIOM found that 38% of surveyed students in Russia viewed their educational institutions as averagely equipped for online distance learning, 22% - well-equipped, 26% - rather well-equipped, 12% - rather poorly equipped, and 7% - poorly equipped. This study offers content visualization framework that will make it possible to organize the teaching and learning process.

E-learning nowadays plays an important role in teaching because it is oriented toward the use of information and communication technologies that have become a part of the everyday life and day-to-day business. E-learning contributes to traditional teaching methods and provides many advantages to society and citizens. The main goal of the chapter is to explore e-learning use in developing countries, using Croatia as an example. This chapter identifies perspectives and obstacles defined by users and non-users of e-learning. Four in-depth interviews were conducted to get a more extensive picture of educational institutions that use e-learning in the teaching process. The results of this research indicate that the potential implementation of e-learning in developing countries faces a number of obstacles, mainly due to the restricted resources of professors and institutions measured both in time and financial terms.

Informatization of education enriches traditional teaching methods with new forms and methods, which are based on the broad and harmonious use of ICT. Electronic pedagogy acquires the status of one of the most popular trends in the development of pedagogy of our time, in which such a tool as e-learning courses is the result of the accumulation of modern information and communication technologies with the theory and practice of e-learning. The article examines the standards of information exchange between learning systems and free software used to create e-learning courses. It is noted that electronic training courses are part of distance learning systems, as well as an independent tool. The considered systems of creation of electronic training courses allow creating electronic educational resources independently or partially, relying on the modern vision of the object model of information representation.

Information and Communication Technologies have become more prevalent in the last few years and has made a great impact on society. Worldwide, a lot of education programs offer new forms of education that are frequently supported by information and communication technology (ICT) to cater to young minds. E-learning in particular has been adopted by educational institutions all over the world and it is being used as a part of “blended learning” where it is incorporated into systems along with traditional classroom learning. Nowadays, it has become more relevant than ever due to the COVID-19 pandemic that the world is facing. Although these systems differ from classroom learning, they allow easy communication among teachers and students at any time necessary and provide an entire repository for students to use. For teachers, it acts as an environment for creating courses, assignments, giving feedback and grading students. In this paper, two such E-learning platforms namely Moodle and Google Classroom are compared and contrasted based on their usability and simplicity.

The article analyzes the state of implementation of information and communication technologies (ICT) in the organization of e-learning in higher education (using the experience of specialities «Tourism» and «Social Work»). The urgency of e-learning technologies application and related information and communication technologies is proved. Author determined the advantages and disadvantages of the popular platform Moodle e-learning. The results of research on active use of ICT, e-learning platforms, choice of ICT-based survey of the Ukrainian higher educational institutions that provide teaching training courses in specialities «Tourism» and» «Social work» are presented. It has been found that teachers prefer e-learning platforms, various Internet sites, multimedia presentations, video software Skype and Viber.

The article analyzes the state of implementation of information and communication technologies (ICT) in the organization of e-learning in higher education students using the experience of specialties «Tourism». The urgency of e-learning technologies application and related information and communication technologies is proved. The results of research on active use of ICT, e-learning platforms, choice of ICT-based survey of the Ukrainian higher educational institutions that provide teaching training courses in specialties «Tourism». Describes examples of the use of various multimedia resources in the classroom. The author analyzes the problems and prospects of using information and communication technologies in the high school, as a pledge of constructing an intensive process of assimilation of knowledge and skills. It has been found that teachers prefer e-learning platforms, various Internet sites, and multimedia presentations.


Due to the COVID-19 pandemic, several educational institutions needed alternatives to continue the processes of teaching and learning. As an alternative, we can mention E-Learning that uses Information and Communication Technologies promoting online learning. In this sense, a group of students at a Brazilian university was asked whether they know this modality and the experiences, they have lived cause positive expectations for the resumption of the school term remotely. Most students who know E-Learning feel more optimistic, while the others who do not know that the lack of experience with the sport leaves them in a more challenging situation. The main challenges identified are excessive asynchronous activities and short deadlines. Therefore, it is believed that planning combined with teacher training in E-Learning can contribute to educational processes.

E-mail e Facebook são ferramentas de comunicação bastante difundidas. Todavia, a despeito da popularidade, o uso na educação a distância contemporânea parece não explorar todo o potencial delas. Um questionário sobre o tema revelou as percepções de 50 alunos ou egressos de cursos a distância, todos profissionais da rede pública municipal de educação de Maricá. E-mails eram usados constantemente para diferentes finalidades em cursos a distância, mesmo quando havia a alternativa do correio de mensagens disponível nos ambientes virtuais de aprendizagem. Os participantes percebiam o e-mail como um recurso facilitador da aprendizagem. Mas, na prática, utilizavam-no para trocar informações básicas, sobretudo, sanar com o tutor dúvidas sobre assuntos de secretaria e buscar informações sobre avaliações. Todos também haviam empregado o Facebook para fins educativos, mas somente três em cursos a distância. Para a maioria, ele era um recurso facilitador dos estudos, usado frequentemente para comunicação, debate de conteúdos ou esclarecimento de dúvidas. Os pesquisados gostariam de usar a rede social em cursos a distância por confiarem em sua potencialidade para facilitar a comunicação, conhecer e encontrar colegas e promover a interação. Tanto o e-mail quanto o Facebook podem ser mais bem aproveitados para a aprendizagem a distância. Palavras-chave: Tecnologias de informação e comunicação; Aprendizagem; E-mail; Facebook. The Use of e-Mail and Facebook in e-Learning According to Perceptions of Students and GraduatesAbstract E-mail and Facebook are widespread communication tools. However, despite the popularity, the use in e-learning does not seem to explore all potential of the tools. A questionnaire on the subject helped identify the perceptions of fifty students or graduates of e-learning courses, all professionals of public educational institutions of Maricá. E-mails were constantly employed for different purposes in e-learning courses even when messages of virtual learning environments were available. Participants perceived the e-mail as a resource facilitator of learning. But, in practice, it was used to exchange basic information, especially, ask questions about administrative matters to the tutor and seek information about tests. All subjects had used Facebook for educational purposes, but only three in e-learning courses. For most, it was a resource facilitator of studies, often used for communication, content debate or answer doubts. Subjects would like to use the social network in e-learning because they believed in its potential to facilitate communication, to know and meet classmates and to promote interaction. The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.
