It is likely that the storm of coronavirus disease 2019 (COVID-19) in South Africa will calm only when the country attains herd immunity. In South Africa, the COVID-19 vaccine roll-out plan will first prioritise key frontline forces, the elderly and those with comorbidities. Although there is some new academic insight on COVID-19 within the context of churches, not much has been written on the role that churches can play in partnership with government towards procuring vaccines for the poor people of South Africa. The contribution towards vaccine procurement by churches is juxtaposed with the proclamation of the year of the Lord’s favour in Luke 4:18–19 and the feeding of 5000 men (excluding women and children) in Matthew 14:13–21, Mark 6:30–44, John 6:1–14 and Luke 9:10–17. This is done against an environment where corruption in the procurement of personal protective equipment, unjust food parcel distribution and subverted relief packages occurred during the hard lockdown of 2020. This article makes use of both missio Dei and missio hominum as its missiological theory in conformity with calls for public health restoration during and after COVID-19. It employs a literature review to support missio Dei and missio hominum as compassion and fundraising for the poor in the face of COVID-19, as exemplified by Paul in 1 Corinthians 16:1–4 and Jesus in Mark 6:8 and Luke 8:1–3.Contribution: In order to preserve lives that would otherwise be lost whilst waiting for the COVID-19 vaccine, this article entreats all churches of South Africa to launch a nationwide church fundraising effort towards procuring COVID-19 vaccines for the poor following the example of the Solidarity Fund, which was established by President Cyril Ramaphosa as one of the early interventions to cushion the impact of COVID-19.

This Article Assesses the impact of the Cuban military on strategic, diplomatic and political relationships in southern Africa. It does not deal with why Cuba and its Soviet benefactor have interested themselves in the region, nor does it discuss Soviet influence on Cuban foreign policy. The aspects covered here include: (1) how Cuba and Angola fit into the complex pattern of regional relations in southern Africa; (2) an outline of the region's main territorial actors and guerrilla movements, along with a brief history of Cuban involvement in the area; (3) the response of South Africa to this foreign spoiler of its regional hegemony, (4) regional cooperation in southern Africa insofar as it is a response to South Africa's militancy in the face of international communism as represented in the region by Cuba; and (5) Cuba's effect upon the economy and polity of Angola and Mozambique.

Although research on survival strategies is still at a relatively early stage, there are clearly some areas where there is considerable difference in emphasis placed by historians on the relative importance of particular “expedients” deployed by the poorin extremisThere is, for example, uncertainty regarding the amount of support given by neighbours as opposed to relatives. There is some historical contention, too, over the importance to the elderly of care by their children, as opposed to alternative sources of maintenance such as earnings, charity and especially the formal institutions of poor relief. After all, in the early modern period the principle source for a study of the survival strategies of poor people is always likely to be the records of poor relief or charitable agencies and institutions. The obvious danger here is that historians of poor relief consistently overestimate the importance of such relief to the poor. Both Richard Wall and Pat Thane, using evidence from nineteenth- and twentieth-century England, for example, have demonstrated that the elderly received far more support from relatives than has been realized. Professor Thane has argued that this situation is unlikely t o have been new. Other historians, however, are much more sceptical over the value of intergenerational flows of wealth from children to elderly parents.

AbstractThe object of this article is to present a critical analysis of the impact of the notion of ‘VIPsm’, a phenomenon through which human beings are socially ‘categorized’ or ‘classed’ according to status or wealth or position being held in society. The article is predicated on South Africa’s discernible constitutional pursuit of attaining social stability and equitable social justice. This work is also considerate of the country’s known unpleasant history of apartheid’s acute race-based social exclusions, and in contrast, the post 1994 persistent social and economic inequalities which thus far proliferates material disadvantage, poverty, social discontent and protests amongst citizens. The article employed ‘Transformational Leadership theory ‘and ‘Power and Influence theories’ as tools of analysis, given that the Constitution, 1996 is transformative in nature and thus require ‘transformational leaders’ in order to achieve its major goal of burying wounds of the past, to build one unified nation that is socially stable. It is asserted that social challenges and superfluous differential treatment of humans besieging contemporary South Africa are suggestive of the presence of leadership that is self-centered, opulence driven, and has little or no regard for the poor and thus, disfavor the solidarity principle.

This article discusses the impact of the Integrated Food and Nutrition Programme (IFNP) in light of collaborative partnerships for poverty reduction in a developing municipal area in South Africa. The programme aimed to develop home, community and school food gardens to meet the daily nutritional needs of poor households and the process was then to be broadened into marketing surplus garden produce, providing employment and income-generating opportunities. The programme thus aimed to address more than just basic food and nutrition. The purpose of the research was to obtain data through participant observation, focus group discussions and extended household interviews. Drawing on the qualitative interviews conducted with the beneficiaries of the IFNP, the article describes the manner in which poverty can continue to entrench the social exclusion of the poor (despite a specific policy intervention to improve their circumstances) when appropriate stakeholder collaboration is not fully developed and harnessed. The research recommendations include improving weak institutional environments, which may hinder effective service delivery, identifying appropriate skills development for the poor, ensuring community involvement in policy processes, maintaining efficient communication in collaborative partnerships, and maintaining personnel training on policy development and in project management skills.

Background:Lack of sustainable and affordable health financing mechanisms in India has exposed the poor ininformal sector to iatrogenic poverty. Hardship financing of health services has negative financial consequences on thefuture income of these households. This can be mitigated through micro health insurance (MHI) because it aims to removefinancial barriers to access and utilize health services.Objectives:Recognizing the dearth of studies on impact of MHI schemes in India, we carried out an in-depth study onSampoorna Suraksha Programme (SSP) in Karnataka to assess the effect on access and utilization of healthcare services.Methods:We designed a descriptive cross sectional household survey that collected data from 1146 households toevaluate the impact using logistic regression analysis.Results:Insured individuals were more likely to access and utilize inpatient services compared to uninsured individuals.Moral hazard measured as length of stay in the hospital was absent. Horizontal equity in utilization based on gender andincome was observed. Insured used private providers than public hospitals or self-medicine. The results of the studysupport the positive impact of MHI on access and utilization of health services.Conclusion:The findings of the study enhance our understanding of the positive role of MHI in the promotion of betterhealth behavior of the poor people who usually forego treatment during illness. This would reinforce policymakers toadvocate MHI to mitigate iatrogenic poverty in India, the land of villages.

In January 1844, Joseph Hekekyan, a British-trained engineer in Muhammad Ali's service, recounted how the Commission of Ornato (a joint commission of Europeans and Ottoman subjects charged with overseeing city planning and public health efforts in Alexandria) had toured the Maristan Qalīwūn, a hospital founded as a pious endowment in the thirteenth century, with the purpose of assessing its conditions and determining how many poor people could be sheltered in this institution. As Hekekyan reflected on the men, women, and children who had already made this “asylum for the poor” in Cairo their home, he noted how they were lodged, fed, and clothed “by the munificence of the Pasha” and how their presence represented the uninhibited charity of the Egyptian government. He was most concerned with how the government supported all of the shelter's residents without distinguishing between inhabitants of Egypt's countryside and those of Cairo and the length of residents' stay (many had married and had children during their residence). Hekekyan put forth his own suggestions for how the government should deal with the poor, calling for the introduction of atadhkirasystem (identifying the indigents' place of residence) and proposing that the parishes take care of their own poor (Hekekyan 1844, 2: folio 239).

Vaccines are critical cost-effective tools to control the COVID-19 pandemic. However, the emergence of more transmissible SARS-CoV-2 variants may threaten the potential herd immunity sought from mass vaccination campaigns.The objective of this study was to provide an up-to-date comparative analysis of the characteristics, adverse events, efficacy, effectiveness and impact of the variants of concern (Alpha, Beta, Gamma and Delta) for fourteen currently authorized COVID-19 vaccines (BNT16b2, mRNA-1273, AZD1222, Ad26.COV2.S, Sputnik V, NVX-CoV2373, Ad5-nCoV, CoronaVac, BBIBP-CorV, COVAXIN, Wuhan Sinopharm vaccine, QazCovid-In, Abdala and ZF200) and two vaccines (CVnCoV and NVX-CoV2373) currently in rolling review in several national drug agencies.Overall, all COVID-19 vaccines had a high efficacy against the traditional strain and the variants of SARS-CoV-2, and were well tolerated. BNT162b2, mRNA-1273 and Sputnik V had the highest efficacy (>90%) after two doses at preventing symptomatic cases in phase III trials. Efficacy was ranging from 10.4% for AZD1222 in South Africa to 50% for NVX-CoV2373 in South Africa and 50 % for CoronaVac in Brazil, where the 501YV.2 and P1 variants were dominant. Seroneutralization studies showed a negligible reduction in neutralization activity against Alpha for most of vaccines, whereas the impact was modest for Delta. Beta and Gamma exhibited a greater reduction in neutralizing activity for mRNA vaccines, Sputnik V and CoronaVac. Regarding observational real-life data, most studies concerned the Pfizer and Moderna vaccines. Full immunization with mRNA vaccines effectively prevents SARS-CoV-2 infection against Alpha and Beta. All vaccines appeared to be safe and effective tools to prevent symptomatic and severe COVID-19, hospitalization and death against all variants of concern, but the quality of evidence greatly varied depending on the vaccines considered. There are remaining questions regarding specific populations excluded from trials, the duration of immunity and heterologous vaccination. Serious adverse event and particularly anaphylaxis (2.5-4.7 cases per million doses among adults) and myocarditis (3.5 cases per million) for mRNA vaccines ; thrombosis with thrombocytopenia syndrome for Janssen vaccine (3 cases per million) and AstraZeneca vaccine (2 cases per million) and Guillain-Barre syndrome (7.8 cases per million) for Janssen vaccine are very rare. COVID-19 vaccine benefits outweigh risks, despite rare serious adverse effect.

Unlike the situation in the past, when local government’s role was limited to service delivery, local government is now constitutionally mandated to play an expanded developmental role. As a “co-responsible” sphere of government, local government is obliged to contribute towards realising the transformative constitutional mandate aimed at social justice. South African scholars and jurists share the view that social justice is primarily concerned with the eradication of poverty and extreme inequalities in access to basic services, and aims to ensure that poor people command sufficient material resources to facilitate their equal participation in socio-political life. In order to enable municipalities to fulfil their broad constitutional mandate, the system of integrated development planning (IDPs) came into effect in South Africa in 2000. Each municipality is obliged to design, adopt and implement an integrated development plan in order to achieve its expanded constitutional mandate. The IDP is considered to be the chief legally prescribed governance instrument for South African municipalities. The purpose of this article is to explore and critically investigate the relevance and potential of IDPs in contributing towards the achievement of social justice in South Africa. This article argues inter alia that the multitude of sectors that converge in an IDP makes it directly relevant and gives it enormous potential to contribute towards social justice because, depending on the context, municipalities could include and implement strategies that specifically respond to diverse areas of human need. In this regard, the legal and policy frameworks for IDPs provide a structured scheme that could be used by municipalities to prioritise and meet the basic needs of especially the poor. Despite its potential, it is argued that the ability of IDPs to respond to the basic needs of the poor is largely constrained by a series of implementation challenges partly attributed to the underlying legal and policy framework.

Abstract The Afro-Asian People’s Solidarity Organization’s (AAPSO) Presidium Committee on Women met to prepare for the United Nations Conference on Women in Nairobi, Kenya. The committee aimed to tackle the impact of colonialism and imperialism and the ways they disproportionately impacted the lives of women. The AAPSO wanted to do this through a series of workshops focusing on the status of women in apartheid South Africa, the destabilization of women and children in Africa and Asia, the burden of debt in developing countries, and the subversive role of transnational corporations in mass media. The committee also recognized that women, particularly in Africa and Asia, formed the forefront of resistance movements, driving the struggle. This meeting shows that the Presidium Committee on Women optimistically saw women’s social justice as an integral component to the larger anticolonial and anti-imperial project.
