Abstract— One of the problems that causes educational inequality is the lack of access to Internet service, this is what happens in the Awajún communities in Huampami Amazonas– Perú, a remote area abandoned by the Peruvian state where Internet access is scarce. According to the province, at the primary level, in Condorcanqui only 5.29% have access to the internet, while at the secondary level 32.43% have access to the Internet service. That is why in this research work, it is proposed to bring the internet service through a point-to-point link using hot air balloons, because this wireless technology has a better performance in terms of service availability, latency, and transmission speed. Finally, through the Radio Mobile software and Google Earth, the simulation of the point-to-point link is carried out where a line of sight is obtained as a result, which indicates that it is feasible to make a radio link, in addition a reception level of - 49.8 dBm and a distance between the two points of 7.79km, it is also determined that the hot air balloon must be at a height of 90 meters for the coverage to be greater. The internet service is provided by a given number of servers located in the main node of internet service provider (ISP). In some cases; the overload problem was occurred because a demand on a given website goes to very high level. In this paper, a fuzzy logic control (FLC) has proposed to distribute the load into the internet servers by a smart and flexible manner. Three effected parameters are tacked into account as input for FLC: link capacity which has three linguistic variables with Gaussian membership function (MF): (small, medium and big), traffic density with linguistic variables (low, normal and high) and channel latency with linguistic variables (empty, half and full); with one output which is the share server status (single, simple and share). The proposed work has been simulated by using MATLAB 2016a, by building a structure in the Fuzzy toolbox. The results were fixed by two manners: the graphical curves and the numerical tables, the surface response was smoothly changed and translates the well-fixed control system. The numerical results of the control system satisfy the idea of the smart rout for the incoming traffics from the users to internet servers. So, the response of the proposed system for the share of server ratio is 0.122, when the input parameter in the smallest levels; and the ratio is 0.879 when the input parameters are in highest level. The smart work and flexible use for the FLC is the main success solution for most of today systems control.

Abstract:The internet developed for the first time in Indonesia in the early 1990s. Starting from the pagayuban network, it is now expanding without boundaries anywhere. A survey conducted by the Indonesian Internet Service Providers Association (APJII) said that the number of internet users in Indonesia in 2012 reached 63 million people or 24.23 percent of the country's total population. Next year, that figure is predicted to increase by close to 30 percent to 82 million users and continue to grow to 107 million in 2014 and 139 million or 50 percent of the total population in 2015. million people. This matter also results in political communication with the internet media, or is often said to be cyber politics. Cyber politics in Indonesia has faced growth in recent years. There are many facilities that support the growth of cyber politics, such as Facebook, Twitter, mailing list, YouTube, and others.Keywords: Cyberpolitik, Internet  Abstrak:Internet berkembang pertama kali di Indonesia pada awal tahun 1990-an. Portraits polychromes are a series of books associated with multimedia documents presented on the Internet site of the GRM since 2001. In releasing this collection, our primary concern was to increase awareness of the electroacoustic repertoire and the reserves in the GRM archives. The GRM, being a pioneering centre of electroacoustics, is fortunate to possess a consistent and significant reserve dating back to the beginning of the 1950s. At present, the catalogue contains around 2,000 works, accompanied with supplementary documents: composer's biographies, reviews, photographs, documentary movies, radio broadcasts, recorded public lectures, theoretical research work, transcriptions and analyses. In addition to the heritage value of the GRM's collection, the enterprise of the Portraits polychromes, with the aid of multimedia tools, aims to advance the progress of research on analysis and the transcription of musical works.

The net neutrality principle states that users should have equal access to all Internet content and that Internet Service Providers (ISPs) should not practice differentiated treatment on any of the Internet traffic. While net neutrality aims to restrain any kind of discrimination, it also grants exemption to a certain category of traffic known as specialized services (SS), by allowing the ISP to dedicate part of the resources for the latter. In this work, we consider a heterogeneous LTE/WiFi wireless network and we investigate revenue-maximizing Radio Access Technology (RAT) selection strategies that are net neutrality-compliant, with exemption granted to SS traffic. Our objective is to find out how the bandwidth reservation for SS traffic would be made in a way that allows maximizing the revenue while being in compliance with net neutrality and how the choice of the ratio of reserved bandwidth would affect the revenue. The results show that reserving bandwidth for SS traffic in one RAT (LTE) can achieve higher revenue. On the other hand, when the capacity is reserved across both LTE and WiFi, higher social benefit in terms of number of admitted users can be realized, as well as lower blocking probability for the Internet access traffic.

<p>The provision of rural broadband infrastructure is a challenge for network operators across the globe, irrespective of their size. Wireless Internet Service Providers (WISPs) have shown that the small-scale deployment of wireless broadband infrastructure is a viable alternative to relying on cellular network providers for remote coverage. However, WISPs must often resort to using off-grid renewable energy sources such as solar energy for powering network sites, often resulting in undesirable, low-performance backhaul radios being used between sites out of concern for excessive energy consumption.  The challenges of managing performant wireless backhaul networks in respect to energy constraints at remote, off-grid sites informs the need for energy-proportional design. Backhaul radios typically used by WISPs are not energy-proportional, meaning they use a consistent amount of energy, irrespective of wireless link utilisation. Using data from a real WISP network, diurnal traffic patterns show that WISP networks could benefit from energy-proportional design, without having to sacrifice performance.  To encourage the development of high-performance, energy-proportional WISP backhaul networks, ElasticWISP, an optimisation architecture that reduces network-wide backhaul energy consumption while satisfying the user-demand for traffic, is introduced. ElasticWISP dynamically controls the configuration of backhaul radios based on bandwidth demands and the network-wide energy consumption of these radios. Through simulations driven by real WISP topology and data traffic, results show that ElasticWISP can offer energy savings of approximately 65% when WISP operators follow the proposed backhaul design methodology.  Finally, a lightweight Multiprotocol Label Switching (MPLS)-based traffic engineering scheme, based on Segment Routing, is proposed. The implementation, named Segment Routing over MPLS (SR-MPLS), keeps traffic engineering path-state within each packet, meaning per-flow state is only held at SR-MPLS ingress routers. The lightweight approach of SR-MPLS also eliminates the otherwise necessary network-wide label flooding of traditional Segment Routing, making it ideal for bandwidth-sensitive wireless backhaul networks. Evaluation of SR-MPLS shows that it can perform as well as – and sometimes better than – competitor schemes.</p>
