In the implementation of national development, the workforce has a very important role and position as actors and development goals and is required to participate and play an active role with entrepreneurs in efforts to improve and improve the nation's standard of living by increasing production and work productivity. Peace of mind and tranquility of workers can only be achieved if employers and workers can understand and live up to their respective rights and obligations so as to foster mutual understanding, mutual respect, and respect without neglecting the values ​​of rationality and accountability. Abuse of Narcotics among the younger generation which can damage health and destroy the future of the younger generation and also the continuation of the future of the State then in legal considerations the birth of Law of the Republic of Indonesia Number 35 of 2009 concerning Narcotics is, to create a prosperous, just and prosperous Indonesian society that is evenly material and spiritual based on Pancasila and the 1945 Constitution of the Republic of Indonesia, the quality of Indonesia's human resources as one of the assets for national development needs to be continuously maintained and improved, including the degree of health; Therefore, to improve the health status of Indonesian human resources in the context of realizing the welfare of the people, it is necessary to make efforts to improve in the field of treatment and health services, among others by seeking the availability of certain types of Narcotics which are urgently needed as drugs and to prevent and eradicate the dangers of abuse and illicit Narcotics trafficking and Narcotics Precursor. The method used in this research is a qualitative normative juridical research method, namely a research method that refers to the legal norms contained in legislation. The conclusion of Articles 18 and 19 of Law of the Republic of Indonesia Number 36 of 2009 concerning Health, states that the Government is responsible for empowering and encouraging the active role of the community in all forms of health efforts, and the Government is responsible for the availability of all forms of quality, safe health efforts.  efficient, and affordable.

This paper focuses on the creation of human capital in the industrial districts. I argue that the recent firm strategy perspectives may explain regional (district) differences. In this context human resources are critical to creation and dissemination of the knowledge-based resources. I further distinguish between the degree of control and ownership of resources and transferable and non-transferable human capital. Using this conceptual framework I analyze industrial district addressable non-transferable resources. This paper suggests that firms should take on a more active role in creating and exploiting local addressable human resources. The paper ends by describing an illustrative example: the Spanish ceramic tile industry.

The increasingly global business competition has an impact on the increasing demands of competitiveness among companies in Indonesia in order to survive, the ability of decision making and solving a problem and effective managerial capability requires the company has strong intellectual capital and embrace open system to be able to respond more easily to the needs and needs of stakeholders in the company. Knowledge Management System (KMS) is a system created to facilitate the capture, storage, retrieval, transfer and reuse of knowledge. The purpose of making KMS is to create and build technology that can help users to reduce the tacit knowledge into explicit knowledge to be used in dealing with a problem with knowledge in accordance with the procedures of a company or organization in the action to handle the problem. Every company or organization has done the implementation of knowledge management system, not least in Bank Central Asia (BCA). BCA's strategy focuses on growth, credit quality and efficiency that enable BCA to achieve high-quality growth and enhance its role as a transactional Bank providing payment settlement services in support of achieving a strong Indonesian economy and national development goals. This research explains how far the application of knowledge management system conducted by BCA.

Over recent years Brazil has played an increasingly active role internationally, the result of its model of integration and its foreign policy directives. The health sector is a valuable and strategic area for Brazilian technical cooperation to achieve various objectives, including its development goals. This article describes the main directives of Brazilian foreign policy, conceptually defining and characterizing South-South Cooperation, illustrated through an analysis of two Brazilian technical cooperation initiatives in healthcare: one in South America, the other in Africa. The study concludes that, irrespective of the interests and power asymmetries existing in South-South Cooperation, the objectives of this cooperation were achieved through the technical work

The modern economy and society are in a state of crisis, which is linked to the exhaustion of the existing development paradigm based on the concept of "market fundamentalism". High rates of technological development and the transition to a new technological order exacerbate the contradictions of the existing social and economic organization, causing problems that can lead to a civilization crisis. It is necessary to develop new theoretical concepts that are adequate to the modern period of global transformations. The author shows that such concepts should be based on the theories of the New Industrial Society of the second generation and noonomy. Integration of the elements of these theories into the system of modern knowledge, as well as the implementation of their conclusions into the practice of economic policy will help to overcome existing problems and successfully achieve the goals of Russia's national development.

The purpose of this study is to determine and analyze the degree of community participation in the Community Nursery (Kebun Bibit Rakyat-KBR) program in Wasai Village and Arfai I Village, the district of South Manokwari, in the Manokwari Regency. Also this study aims to identify the factors that influence the level of community participation, and then formulates several management efforts to improve community participation in the program. The result found that communities that get involved in the KBR program are community groups of various types of professions, ethnicities and genders. The level of community participation in the KBR program is included in the high category for the whole set of activities in the KBR. However, for activities related to technical knowledge on planting and administration, community participation was still low. The significant factor affects the successful implementation of the KBR program was the direct involvement of community leaders. The support and involvement of community leaders played an important role in motivating the community to actively age in the KBR program. In addition, financial benefits of the program for individuals and village communities became the other determining factor that motivated the community to actively join in the KBR program. The alternative formulation offered in the early preparation of KBR activities was the program socialization. The early information has to be designed more effectively, so that the community is able to understand the procedures for implementing the KBR program, especially activities related to technical knowledge. Moreover, the involvement of other community leaders was a concern for the implementation of the KBR program since they were considered as the role models of social communities. Finally, collaborative programs with multi-stakeholders would be a solution to provide multiple benefits for the community as part of regional and national development goals.

Tourism is very necessary to continue to be developed to improve the economy in Indonesia and increase the position of the country geographically, which is very strategic for tourism and the world economy. For this reason, the ability to communicate in English is absolutely necessary, in order to compete with workers from other countries, so that they can contribute to the improvement of the national economy. The ability to communicate in English is a strategic sector in the development of highly competitive human resources in the tourism industry sector and in the global economic community. By having good English communication skills, it will be easier to grab market share in the tourism industry sector and the economic sector. The tourism sector as one of the prime industrial development is developed in order to further increase the rate of national development. For this reason, it is necessary that the government continues to increase its resilience, policies, and increase the development of tourism with a view to further developing the community's economy and increasing the ability to speak English so that human resources are able to compete in various tourism industries so that the economy will increase.
