Unsolved methodological problems of creating a single digital knowledge space are considered. The methodology of information space intellectualization is presented as one of the priority trends of modern information development. The characteristics of the information infrastructure of the digital economy are defined: intellectual type of scientific knowledge storage, visibility. Actual theoretical problems that require operational solutions in the context of designing a single digital space of scientific knowledge are formulated. Solutions to the problems of selecting objects of information modeling and reflection, dialectics of individual and system objects in the structure of a single digital space of scientific knowledge, industry-specific and differentiated approaches to the design of a single digital space of scientific knowledge are proposed. Organizational models of the unified digital space of scientific knowledge are considered. The idea of a single digital space of scientific knowledge is considered through the prism of the experience of organizing inter-organizational projects in the Russian information market.

Despite the development of technical means, the processes associated with the search for complete and accurate scientific information in a huge number of data sources are becoming more complicated. To reach a new level in the use of information processing technologies, first of all, a transition to a semantically meaningful representation is necessary for scientific knowledge extracted from information in a digital environment. In modern conditions, characterized by multidisciplinary research, the desired effect can be achieved by developing universal approaches to the storage and presentation of scientific knowledge. These approaches are reflected in the concept of the Common Digital Space of Scientific Knowledge. The paper presents an overview of the basic concepts in this area, which are used both to represent the elements of space and to provide access to them not only for humans, but also for software agents. Semantic libraries are considered as tools for constructing the knowledge space.

Trends in the development of scientific communication and questions are formulated, the answers to which should determine the image of the future of scientific communication in Russia. An overview of government decisions and projects in recent years related to the development of scientific information is offered. Among them are the President’s instructions, the draft law «On science and scientific policy», the creation of the National electronic library and the Single Russian electronic knowledge space and the National encyclopedia portal. The concepts of digital science development developed in the Ministry of education and science are analyzed in detail. It is claimed that their provisions do not correspond to the real state of Affairs in Russian scientific information systems. Proposing an action plan aimed at creating a Single digital space of scientific knowledge as the successor to GSNTI or the national system of scientific information as a separate fragment, Single Russian electronic knowledge spaces. The principles that can be used as the basis for a Single digital space of scientific knowledge are formulated.

The article analyzes the problems of modern epistemology in the context of pre­senting the views and philosophical heritage of the famous Russian philosopher Mikhail Alexandrovich Rozov. The relevance of the theory of social relay devel­oped by him and the corresponding “wave” ontology, especially in the period of thematic, terminological and substantial transformations of modern epistemo­logy, is shown. The author carry out the idea that without solving the ontological and methodological problems of the empirical analysis of scientific knowledge, it is impossible to correctly investigate knowledge. The article describes in detail the logic of Rozov’s reasoning, and also demonstrates the scale of M.A. Rozov on the reforming of epistemology and philosophy of science, on the formulation of an urgent agenda, problems, goals and objectives of the study of knowledge. The bottom line is that understanding semiotic objects (scientific knowledge) as phenomena of social memory, which are reproduced according to direct or indi­rect (verbalized) patterns, opens a new world of social relay races. The broad ap­plicability of Rozov’s theory in various empirical contexts is demonstrated, which allows discussing both traditional and modern philosophical and method­ological problems of the natural and socio-humanitarian sciences, as well as in epistemology and philosophy of science.

In the field of the use of digital technologies in tax administration, Russia occupies a leading position. The main results of the work of the Federal Tax Service of Russia in this direction are increasing tax collection, bringing business out of the shadows through the introduction of a system for controlling VAT refunds (ASK VAT-2), online sales registers, marking goods with RFID tags (fur market) and QR codes (pharmaceutical market), electronic offices of taxpayers. However, the prospects for the introduction of digital technologies in the field of tax administration are associated with the construction of the architecture of a single information space through the use of blockchain technologies and artificial intelligence, which is reflected in this article.

This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.

Examples of using new technological solutions for transferring images of physical objects into virtual space are given. The technology for representing digital 3D models in the environment of a common digital space of scientific knowledge is proposed. The principle of scientific virtual exhibitions formation in the environment of a common digital space of scientific knowledge is considered.
