Los cambios en el mercado laboral, los modelos tecnológicos y digitales que se imponen en la sociedad, las altas cifras de abandono escolar que hay en determinados países, así como las nuevas competencias de cualificación y de formación, hacen que muchos gobiernos se planteen –al menos como un estudio prospectivo- la conveniencia o no de ampliar la enseñanza obligatoria hasta los 18 años. No es una medida nueva para algunos países, pero sí lo es en el caso de Finlandia, cuya obligatoriedad ha dado comienzo este curso escolar, en agosto de 2021. Para ello, the Ministry of Education and Culture y the Finnish National Agency for Education han puesto en marcha el Plan 2021-2024, a partir del cual se pretende implementar esta disposición. De esta forma, Finlandia proyecta aumentar las tasas de empleo que afectan a esta población, aumentar también los indicadores de igualdad entre los jóvenes, así como el nivel formativo y de competencias. A la vuelta de unos años se podrá ver la efectividad de esta medida y la oportunidad o no de la misma. Concretamente, a final de este ciclo, en 2024, está previsto una evaluación del impacto de la reforma.

According to Law No. 40 of 1999 concerning mass media, press has the function to educate. Moreover, according to Alwi (2011: viii) the language used by the press has more influence than the language used by teachers in school. Based on that, the mass media has an obligation to promote Indonesian language properly and correctly. Proper Indonesian is to use the language in accordance with the communication situation, while using Indonesian correctly is using language in accordance with the rules. The suitability of the rules based on the guidelines recognized and published by the Ministry of Education and Culture’s National Agency for Language Development and Books, namely the General Guidelines for Indonesian Spelling and Indonesian Language, Foreign Language Guidelines and the Large Indonesian Dictionary. This research sought to examine the use of foreign terms in four printed newspaper in Banten Province, namely Radar Banten, Banten News, Banten Post, and Banten Raya which were published in July 2018 with 23 headline news articles. This research employed descriptive qualitative method with data analysis steps, namely (1) listening; (2) identification and classification of data based on the use of foreign terms found; (3) data interpretation; and (4) making conclusions. Based on the results of data analysis, it is found that there are twenty-five (25) data of foreign terms that have been absorped or translated but are not written in the equivalent form or translation. There are also fifteen (15) data that indicate errors in writing based on the standard form of foreign terms that have Indonesian word equivalents and four (4) data that do not have word equivalents but their writing are not in accordance with the guidelines, which must be underlined or italized

AbstractChile has a consolidated culture of evaluation in its educational system because, for more than three decades, first the Ministry of Education and currently the National Agency for Educational Quality have implemented national census tests every year to monitor the established curricula’ learning. International Large-scale Students Assessment (ILSA) studies have substantially contributed to this monitoring since the late 1990s. Both, the definition of the disciplines and domains evaluated and the results obtained, have motivated curricular reforms to adapt what is taught to children and young people to prepare them for a globalized world, with a strong presence of information and communication technology. The Chilean students’ results have impacted the system, especially by highlighting its weaknesses, related to little improvement over decades, differences in learning achieved by different groups of students, and performance below than expected in the most economically and culturally advantaged sectors. To accomplish these challenges, the system has changed its organization and developed diverse strategies. Data provided by ILSA studies have been used to promote policies and programs for the improvement and strengthening of the most vulnerable groups and a general approach that promotes gender equality in education, politics, and labor. ILSA studies have also been a reference for innovation in educational assessments, allowing the country to evaluate and explore innovative learning areas such as digital and financial competences.

Hvilke roller har eksamen i norsk grunnopplæring? I Forskrift til opplæringslova framgår det blant annet at eksamenskarakteren skal fastsette kompetansen til eleven ved slutten av opplæringen i faget. Denne artikkelen viser imidlertid at policydokumenter og policyutviklere har en rekke forventninger til hva man skal oppnå ved å ha eksamen og hva man skal kunne benytte eksamensresultater til. I et samspill mellom teori og empiri identifiser artikkelen tre roller for vurdering: å sertifisere, styre og støtte læring og undervisning. Dette begrepsapparatet brukes til å analysere både eksamens formelt definerte formål, og tilsiktede og utilsiktede funksjoner ved eksamenssystemet. Artikkelen baserer seg på tre typer historiske data: (i) Stortingsmeldinger, (ii) Utdanningsdirektoratets årlige rapporter, Utdanningsspeilet, samt (iii) ekspertintervjuer gjennomført i 2013 med en statssekretær og en seniorrådgiver i Kunnskapsdepartementet, og direktøren og en avdelingsdirektør i Utdanningsdirektoratet. I tillegg er det gjort en analyse av gjeldende bestemmelser, slik de kommer til uttrykk i Forskrift til opplæringslova og Rammeverket for eksamen av 2017. Artikkelen avdekker manglende avklaringer av eksamens formål og peker på at dette kan føre til at politikere og andre policyutviklere forvalter og videreutvikler eksamenssystemet på sviktende grunnlag. Videre kan det føre til at Utdanningsdirektoratet, Fylkesmannen og andre tilsynsmyndigheter, skoleeiere, skoleledere, lærere, foreldre og elever bruker eksamensdata på uheldige måter. Artikkelen konkluderer med at lovverk, forskrift og rammeverk for eksamen bør gjennomgås og endres til eksplisitt å uttrykke de rollene eksamen skal fylle og ikke. Slik kan man få et bedre utgangspunkt for å utvikle eksamensprøver og sikre hensiktsmessig bruk av eksamensresultater både nasjonalt og lokalt.Nøkkelord: eksamen, standpunkt, vurdering, policy, karakterer, formål.The multiple roles of national exams in the certification, governing and support of learning and instruction in Norwegian secondary education.AbstractWhat are the roles of the national exams in the Norwegian school system? The regulations of the Education Act simply state that exam marks should reflect the student’s competency upon completing the education. This article demonstrates that policy documents and policy-makers express a range of expectations in the use of exam results. By integrating theoretical and empirical encounters, the article identifies three roles of educational assessment: to certify, govern and support learning and instruction. This conceptual framework is used to analyse the formally defined purposes of the exams and intended and unintended functions of the examination system. The article is based on three types of historical data: (i) Ministry reports to the Parliament («white papers»), (ii) the annual report of the National Agency for Education and Training («The Education Mirror») and (iii) expert interviews undertaken in 2013 with a state secretary and a government official in the Ministry of Education and Research, and the general director and department director of the National Agency for Education and Training. Additionally, it analyses current regulations of the Education Act and the «The Examination Framework» of 2017. The article illuminates that clarification of the purposes of the exams is insufficient and maintains that this may lead politicians and other policymakers to undertake insufficient approaches to the administration and development of the examination system. Further, it can cause inappropriate use of examination data by the executive agency, school inspectors, municipalities, school leaders, teachers, parents and students. The article concludes that legislation, regulations and the Examination Framework should be reviewed and changed to explicitly state the roles the examination system is expected to fulfil. This way, one may achieve a better foundation for the development of exams and facilitate sound use of exam data both nationally and locally.Keywords: examinations, teacher judgments, assessment, policy, grades, purposes

The 6th International Scientific and Practical Conference “Bologna Process: Governance in the System of Higher Education of Ukraine in the Context of Quality Assurance” was conducted at Kyiv National Taras Shevchenko University on November, 7, 2017. Among the organizers of this event were Ministry of Education and Sciences of Ukraine, Institute of Higher Education NAES of Ukraine, National Erasmus+ Office in Ukraine and British Council of Ukraine. The problems of reformation of Ukrainian system of higher education in the context of contemporary legal and normative changes and integration in European Higher Education Area (EHEA) and European Area of Research (EAR) as far as the governance in the system of higher education in the context of quality assurance from the perspectives of joining to European Quality Assurance Register and functioning of National Agency for Higher Education Quality Assurance were discussed.

Law Number 24 Year 2009 gives a mandate to National Agency of Language Cultivation and Development, Ministry of Education and Culture through the Centre for Language Strategy and Diplomacy Development to increase function of Indonesian language as an international language. The mandate is then realized by the Centre by launching a program deploying Indonesian language teachers to 23 countries. As part of its evaluation, this research aims to identify obstacles in developing Indonesian as a Foreign Language (IFL) abroad particularly during the program from 2015 to 2017. This research used a descriptive qualitative method through document analysis. The data were obtained from 95 assignment reports by the Indonesian as a Foreign Language (IFL) teachers assigned by the Centre for Language Strategy and Diplomacy Development. The results show that there are eight aspects of obstacles found. The aspects are learning standard, students, teachers, infrastructures, institutions, environments, administration abroad, and inter-agency coordination.

The relevance of the article is that in the theory and practice of administrative law the leading place is occupied by the category of tools of public administration. The sphere of providing higher education in Ukraine is not exclusive. The article forms licensing and accreditation as tools of public administration of higher education in Ukraine. It is determined that such procedures determine the efficiency of educational institutions and the quality of education they provide. Medicines are a group of consumer goods of special social importance. It is substantiated that licensing in the field of higher education is a tool of public administration (Ministry of Education and Science of Ukraine), the content of which is the issuance, renewal and revocation of free economic licenses, issuance of duplicate free economic licenses, invalidation of free economic licenses, licensing cases and license registers. control over the observance by licensees of license conditions, issuance of orders on elimination of violations of license conditions, as well as orders on elimination of violations of legislation in the field of higher education. It is substantiated that accreditation is a tool of public administration (National Agency for Quality Assurance in Higher Education), which is provided by current legislation in order to verify the ability (opportunity) of free education to carry out quality educational activities to train specialists in a particular specialization. It is concluded that licensing and accreditation as tools of public administration of higher education in Ukraine - is the need for higher education to confirm the compliance of the educational program of a particular specialty and level of higher education standard of higher education and the right of higher education to appeal to a certain subject of public administration (Ministry of Education and Science of Ukraine and the National Agency for Quality Assurance in Higher Education).

The issue of unpayable educational loan that lead to student’s defaults has become a worrying trend all over the world. This research aims to examine the relationship of anxiety, parental influence, media awareness, and religiosity on student’s perception on educational loan repayment. A survey approach has been adopted to investigate student’s perception on educational loan repayment in Universiti Utara Malaysia. The data for this study were collected via structured questionnaires which were completed by 359 undergraduate Muslim’s students who acquire their financial loan from National Higher Education Fund Corporation (NHEFC). The data were then quantitatively analyzed using SPSS program. The findings of Pearson’s correlation showed a positive correlation between student’s perception towards educational loan repayment and religiosity, parental influence, media awareness, and anxiety. Further analysis using a multiple regression indicated that all independent variables explained 32.9 per cent of student’s perception on educational loan repayment. The result again indicated that religiosity and parent’s influence are most influential factors on student’s perception towards educational loan repayment. Whilst, media awareness slightly contributed to student’s perception towards educational loan repayment and anxiety gave no impact. The result implied that the Ministry of Education may design the syllabus in school and university curricular by adding the value of responsibility in loan repayment especially in religious and moral subjects. Besides, the Ministry Education of Malaysia are also urged to use media to disseminate the information regarding the importance for students to make loan repayment to parents as well as students. The collection of student loan then can be used for the next generation in financing their study which could result the prosperity of nation.

In Vietnam, since 2015, the Ministry of Education and Training of Vietnam has decided to abolish university entrance exams and advocates the use of high school graduation exam results of candidates for admission to go to universities. The 2015 and 2016 exam questions for the Math exam are the essay questions. From 2017 up to now, the Ministry of Education and Training of Vietnam has applied the form of multiple-choice exams for Mathematics in the high school graduation exam. There are many mixed opinions about the impact of this form of examination and admission on the quality of university students. In particular, the switch from the form of essay examination to multiple-choice exams led the entire Vietnam Mathematical Association at that time to send recommendations on continuing to maintain the form of essay examination for mathematics. The purposes of this article are analysis and evaluation the effects of relevant factors on the academic performance of advanced math students of university students, and offer solutions to optimize university entrance exam. The data set was provided by Training Management Department and Training Quality Control and Testing Laboratory of the University of Finance – Marketing. This dataset includes information about math high school graduation test scores, learning process scores (scores assessed by direct instructors), and advanced math course end test scores of 2834 students in courses from 2015 to 2019. Linear and non-linear regression machine learning models were used to solve the tasks given in this article. An analysis of the data was conducted to reveal the advantages and disadvantages of the change in university enrollment of the Vietnamese Ministry of Education and Training. Tools from the Python libraries have been supported and used effectively in the process of solving problems. Through building and surveying the model, there are suggestions and solutions to problems in enrollment and input quality assurance. Specifically, in the preparation of entrance exams, the entrance exam questions should not exceed 61-66 % of multiple choice questions.
