One of the challenges for implementing Sustainable Development Goals (SDGs) is the measurement of indicators that represent progress towards such goals. Measuring such progress enables data-driven decision-making and management of SDG-relevant projects and strategies. The premise of this research is that measuring such indicators depends on measuring so-called means of implementation, i.e. activities that directly contribute to the achievement of SDGs. Building on this premise, this article studies how the measurement of digital government (DG) can contribute to the measurement of SDGs. In particular, how the indicators originating in three DG measurement instruments can inform the SDG indicators. The main finding is an alignment matrix, showing how the DG indicators contribute with varying level of specificity to the measurement of 10 SDG indicators.

The research study examines the Digital government strategies of different countries and compare it with the Digital Pakistan Policy 2018. Different countries focus on the different factors/themes as per requirement of their countries and need of their citizens. Therefore, a requirement for re-search that compares the different digital government strategies has been identified. Secondary data on eGovernment strategies of different governments have been examined to investigate best practices in other countries. The qualitative data analysis software program NVivo has been used to facilitate code-based analysis of different digital government strategies. The findings and recommendations can be successfully utilized for the improvement of digital government strate-gies and its alignment with Sustainable Development Goals (SDGs) 2030.

В статье рассматриваются динамика позиций России в рейтинге EGDI, а также глобальные тенденции в области развития электронного управления. Digital transformation is now an essential part of the sustainable development of many countries. The pandemic has cemented the role of digital government and accelerated the digitalization of government. The article examines the dynamics of Russia's positions in the EGDI ranking, as well as global trends in the development of e-government.

Abstract. The article identifies that an important area of sustainable development and public administration reform is an effective e-government process, which should be provided with appropriate funding. The purpose of the article is to determine further opportunities for financing e-government of Ukraine in the framework of projects and public administration reform, taking into account the experience of the European Union to achieve the goals of sustainable development and digitalization of the country. The methodological basis of the study is the analytical data of UNDP Ukraine, the National Agency for Civil Service Affairs of Ukraine, the European Commission, the study of the digital government of the Organization for Economic Cooperation and Development. The key factors of the state in the direction of digital society and sustainable democratic governance are identified (human rights, transparency and integrity, parliamentary reform, civil society and youth work, health care reform and public procurement support, digital transformation). Peculiarities of financing the Public Administration Reform Strategy of Ukraine are analyzed, the largest share of financing of which is the budget program «Support to the implementation of comprehensive public administration reform» and EU budget support. The peculiarities of e-government financing in the EU countries are determined. The necessity of external sources of financing of digital projects in Ukraine due to their insufficient financing is substantiated. The largest donor countries for financing e-government projects in Ukraine (Denmark, Estonia, Great Britain, Sweden, Switzerland, Germany and Poland) have been identified. Based on the study of European experience in financing models of e-government development projects, existing funding instruments for Ukraine (funds of the joint interstate development strategy, grants, charity, public-private partnership) and promising funding instruments have been identified, the use of which will increase openness, transparency and efficiency and ensure the development of open data.
