This article explores household formation among the Greek Orthodox population of a mixed village of Cappadocia inhabited by Muslims, as well. The village, Çukur, was located on the right bank of the river Kızılırmak, 49 kilometers north–northwest of Kayseri.1 I aim to show that complex forms of household formation were the main type of social organization and were especially durable over time, with a high average household membership. I attempt to clarify whether the predominance of extended households—which, as other studies have shown, is not that common in the Asian portion of the Ottoman Empire—was related to the Christian character of this section of the Çukur population, or whether the agricultural basis of the village economy played a more important role.

Affordability is, perhaps, the greatest housing problem facing households today, both in the UK and internationally. Even though most households are now well housed, hardship is disproportionately concentrated among low-income and younger households. Our failure to deal with their problems is what makes housing so frustrating. But, to improve outcomes, we have to understand the complex economic and political forces which underlie their continued prevalence. There are no costless solutions, but there are new policy directions that can be explored in addition to those that have dominated in recent years. The first, analytic, part of the book considers the factors that determine house prices and rents, household formation and tenure, housing construction and the roles played by housing finance and taxation. The second part turns to examine the impact of past policy and the possibilities for improvement - discussing supply and the impact of planning regulation, supply subsidies, subsidies to low-income tenants and attempts to increase home ownership. Rather than advocating a particular set of policies, the aim is to consider the balance of policies; the constraints under which housing policy operates; what can realistically be achieved; the structural changes that would need to occur; and the significant sacrifices that would have to be made by some groups if there are to be improvements for others. Our emphasis is on the UK but throughout the book we also draw on international experience and our conclusions have relevance to analysts and policy makers across the developed world.

This article belongs to the special cluster, “Politics and Current Demographic Challenges in Central and Eastern Europe,” guest-edited by Tsveta Petrova and Tomasz Inglot. We explore housing finance and policy in East Central Europe to understand the connection between housing, in particular independent household formation, and the demographic crisis. The combination of high debt-free homeownership rates with illiquid housing finance and limited rental markets produces conditions where housing restricts independent household formation and likely has a restrictive effect on fertility. We first assess the housing regime type in East Central Europe and demonstrate that it closely corresponds to the “difficult housing regime” in Southern Europe, which has well-established negative effects on independent household formation and fertility. Then we present a detailed case study of Hungary, which is a country with very low fertility rates and substantial changes in housing finance and policy over time. In particular, the issue was recently politicized through housing policies centered on household formation to counter the demographic crisis. We present a detailed analysis of policies related to access to housing for young adults through increased access to markets or state housing support schemes. These policies attempted to reduce dependence on families, but after the crisis, we find that these policies reinforce, rather than challenge, dependence on families for housing solutions, thereby limiting independent household formation. While these policies may serve a rhetorical role demonstrating a state response to the demographic crisis, we claim that their impact on fertility can be at most minimal because of stringent restrictions in access that concentrates on upper-middle-income households and limited financial commitment.

This chapter analyzes the implications of modeling fertility choices as outcomes of intrahousehold conflict and bargaining. It argues for a reformulation of fertility theories that are embedded in more realistic theories of household formation and joint decision making within the household. Empirical evidence suggests that disagreement regarding fertility choices is commonplace. In addition to a level difference in the desired fertility of women and men, there is evidence of considerable heterogeneity across households. The data on fertility preferences suggests at least the possibility that within-household disagreement on fertility is an important determinant of fertility outcomes. The chapter also shows how the vast majority of economic models of fertility have been based on a unitary model of the household, where the household is conceived as a single entity with a single utility function.
