Effects of the perceived trustworthiness of the government and connectedness to nature on payments for ecosystem services: A case study of national parks in South Korea

Ecosystem services, as public goods, are often undersupplied because private markets do not fully take into account the social cost of production. To alleviate the concern about this imbalance situation, payments for ecosystem services (PES) have emerged as a preferable alternative. While temples in Korea have owned a considerable part of the national parks, a PES approach can be used as a viable option to alleviate the conflicts among visitors, non-visitors, and temples. The purpose of this paper is to assess the economic values of ecosystem services provided by temple forests as a compensation mechanism. Using a contingent valuation method, an online survey was conducted with 1000 respondents. Study results showed that the economic benefits of the conservation of temple forests were estimated to be substantial, ranging from ₩5980 (US $5.42) to ₩7709 ($7.08) per household per year. The results also confirmed the effects of social factors such as individuals’ trust in the government’s environmental policies and importance on the conservation of temples’ cultural and religious values on the willingness to pay. With a growing interest in securing ecosystem services through a PES approach, estimating economic benefits of the conservation of inholdings in public protected areas will be a valuable piece of information as an important policy decision-making tool.

Ciletuh Bay has a natural magnificence that attracts local and foreign tourists. Tourist interest was reflected by the many visits demanding the government manage it properly to achieve social, economic, and ecological sustainability. Research on the assessment of cultural ecosystem services in Ciletuh Bay has not been carried out. At the same time, this is necessary for policymakers to maintain sustainable Ciletuh Bay coastal ecotourism. This study aims to estimate the value of cultural ecosystem services in Ciletuh Bay in two ways. The first method is assessing the balance of supply and demand for cultural ecosystem services that adopt the Burkhard Model, namely through individual preferences for the beauty of several types of landscapes in Ciletuh Bay. The second assessment is an economic valuation using the travel cost method (TCM). The results showed that the balance of supply and demand for cultural ecosystem services in Ciletuh Bay contained several types of landscapes in unstable conditions. The economic value of Ciletuh Bay coastal ecotourism is IDR 862,640,124,311.00/year or IDR 77,911,861.00/ha/year.

AbstractWe explore the potential for payments for ecosystem services (PES) to reconcile conservation and development goals, using a case study of an experimental PES intervention around the Nyungwe National Park in Rwanda. The scheme involves the purchase of biodiversity conservation services from local communities in four selected locations. Although a portion of the payment is awarded at the household level, it is the collective action of the community that determines the level of the payment. Contracts are negotiated annually and include performance indicators within each participating community. We examine the ability of PES to achieve conservation and development objectives, through three sub-questions: Is the PES scheme effective? Is it legitimate and fair? Is it equitable? Our findings indicate that the relationship between these evaluation criteria is complex, with both trade-offs and synergies. In this case study the effectiveness of PES is dependent on the equitable distribution of the payment, participants’ belief and acceptance of the service being paid for, institutional histories that aid in the establishment of legitimacy and fairness, and the complementary nature of PES to more conventional enforcement methods.

AbstractA key question in the literature on payments for ecosystem services (PES) is how payments incentivize conservation action and, in particular, how they interact with other motivations, including motivations for environmental stewardship. Related to this question are concerns about the temporal sustainability of PES: what happens when payments cease and whether a ‘no pay, no care’ environmental ethic is fostered. I present empirical research from a case study in western Uganda, where forest-adjacent communities are paid in exchange for planting trees on private lands, for carbon sequestration. The study demonstrates the range of values people have for trees in the landscape and the range of motivations for participating in PES schemes. However, the analysis shows that payments are clearly the main motivation for involvement, except in one area where people are more motivated by aesthetic and existence values for trees. Given the widespread importance of money in motivating involvement, I investigate the profitability of participation over time. This profitability analysis, in combination with qualitative data on perceptions of, and plans for, the future, contributes to understanding the temporal sustainability of PES. I draw on various strands of evidence to argue that the way participants prioritize payments may constitute a threat to the long-term maintenance of PES activities, particularly in situations such as in this case study, in which there is a mismatch between payments and contract length.

Urban public parks can provide convenience for residents to get close to nature and provide places for daily ecosystem services. It is of practical and theoretical significance to choose urban public parks as the entry point to explore the changing trends and supply paths of urban residents’ daily ecosystem service consumption. Based on the government ‘s research? of urban public parks in Beijing from 1993 to 2018, this study explores the residents’ ecosystem services consumption demands and the contributions of park constructions to these demands. The results show that: (1) in the past 25 years, the frequency, duration, participation rate, and evaluation of people’s daily ecosystem service consumption have increased significantly. In other words, the ecosystem services demands are increasing. (2) different constructions of a park have distinct contributions to the increasing demands of ecosystem service consumption. The contributions from constructions of the natural landscape and the infrastructure have been in decline since 1993, yet they contribute the most to the demands of residents’ ecosystem services consumption until 2018. The contributions made by constructions of management and maintenance, and transportation around urban public parks have been on the rise and the significant points occurring after the 2008 Olympic Games. Our research proposes a method to determine the relation between the demands of residents’ ecosystem services consumption and the contributions of park constructions to these demands, which has significant implications for optimizing the constructions of urban public parks to better meet the demands of ecosystem services consumption.
