Philosophers of earlier ages have usually spent time in considering thenature of marital, and in general familial, duty. Paley devotes an entire book to those ‘relative duties which result from the constitution of the sexes’,1 a book notable on the one hand for its humanity and on the other for Paley‘s strange refusal to acknowledge that the evils for which he condemns any breach of pure monogamy are in large part the result of the fact that such breaches are generally condemned. In a society where an unmarried mother is ruined no decent male should put a woman in such danger: but why precisely should social feeling be so severe? Marriage, the monogamist would say, must be defended at all costs, for it is a centrally important institution of our society. Political community was, in the past, understood as emerging from or imposed upon families, or similar associations. The struggle to establish the state was a struggle against families, clans and clubs; the state, once established, rested upon the social institutions to which it gave legal backing.

Despite differences in coloration Miller and Benson are birds of a feather. Although he is no Pollyanna, Miller believes that there has been a modest and decent series of advances in the social sciences and that the most conscientious, diligent, and intelligent researchers will continue to add to this stock of knowledge. Benson is much more pessimistic about the achievements of yesterday and today but, in turn, offers us the hope of a far brighter tomorrow. Miller explains Benson’s hyperbolic views about the past and future by distinguishing between pure and applied science and by pointing out Benson’s naivete about politics: the itch to understand the world is different from the one to make it better; and, Miller says, because Benson sees that we have not made things better, he should not assume we do not know more about them; Benson ought to realize, Miller adds, that the way politicians translate basic social knowledge into social policy need not bring about rational or desirable results. On the other side, Benson sees more clearly than Miller that the development of science has always been intimately intertwined with the control of the environment and the amelioration of the human estate.

AbstractQuite a few recent ECJ judgments touch on various elements of territorial rule. Thereby, they raise the profile of the main question this Article asks: Which territorial claims does the EU make? To provide an answer, the present Article discusses and categorizes the individual elements of territoriality in the EU’s architecture. The influence of EU law on national territorial rule on the one hand and the emergence of territorial governance elements at the European level on the other provide the main pillars of the inquiry. Once combined, these features not only help to improve our understanding of the EU’s distinctly supranational conception of territoriality. What is more, the discussion raises several important legitimacy questions. As a consequence, the Article calls for the development of a theoretical model to evaluate and justify territoriality in a political community beyond the state.

The Aviation Group of the Ministry of Technology (formerly the Ministry of Aviation) is responsible for spending a large part of the country's defence budget, both in research and development on the one hand and production or procurement on the other. In addition, it has responsibilities in many non-defence fields, mainly, but not exclusively, in aerospace.Few developments have been carried out entirely within the Ministry's own Establishments; almost all have required continuous co-operation between the Ministry and Industry. In the past the methods of management and collaboration and the relative responsibilities of the Ministry and Industry have varied with time, with the type of equipment to be developed, with the size of the development project and so on. But over the past ten years there has been a growing awareness of the need to put some system into the complex business of translating a requirement into a specification and a specification into a product within reasonable bounds of time and cost.

For European literati of the early twentieth century, Fyodor Dostoevsky represented a mythically Russian spirituality in contrast to a soulless, rationalized West. One such enthusiast was Georg Lukács, who in 1915 began a never-completed book about Dostoevsky's work, a model of spiritual community that could redeem a fallen world. Though framing his analysis in the language and themes of broader Dostoevsky reception, Lukács used this idiom innovatively to go beyond the reactionary implications this model might connote. Highlighting similarities with Max Weber's account of political ethics, I argue that Lukács developed an ethic derived from his reading of Dostoevsky, which focused on the idea of a hero defined by an ability to resolve the specific ethical dilemma of adherence to duty and moral law on the one hand, and, on the other, the need to restore spontaneous human community at a time when the social institutions embodying such laws had fallen into decay. Crucially, he deployed the same framework after his conversion to Marxism to justify revolutionary terror. However different his position from Dostoevsky's, it was through engagement with these novels that Lukács not only clarified his thought but also came to identify Lenin as a Dostoevskyan hero figure.

The fiscal sociology literature views the state at the heart of development, but in most developing countries, formal taxation is limited. Instead, local residents make substantial contributions outside the state to the provision of public goods. That is, they engage in what we call social extraction rather than state taxation. This article conceptualizes social extraction and the social institutions that drive extraction. Furthermore, it considers variations in the content of social institutions, and it proposes research agendas that allow us to understand how social institutions impact resource mobilization and development at the community level. It draws lessons from a large, cross-disciplinary literature that includes work in anthropology, sociology, economics, psychology, and political science.

The topic of my talk is a very ancient one indeed. It bears upon the place of humankind in nature, and upon the place of nature in ourselves. I shall, however, be discussing this range of questions in terms which have not always been available to the philosophers of the past when they have asked them. When we ask these questions today we do so with hindsight of some two centuries of endeavour in the ‘human sciences’, and some one and a half centuries of attempts to situate the human species within a theory of biological evolution. And these ways of thinking about ourselves and our relation to nature have not been confined to professional intellectuals, nor have they been without practical consequences. Social movements and political organizations have fought for and sometimes achieved the power to give practical shape to their theoretical visions. On the one hand, are diverse projects aimed at changing society through a planned modification of the social environment of the individual. On the other hand, are equally diverse projects for pulling society back into conformity with the requirements of race and heredity. At first sight, the two types of project appear to be, and often are, deeply opposed, both intellectually and politically.

This chapter highlights the collaboration between individuals in state institutions and the private sector during the 1840s in Bremen, Bavaria, Prussia, and Austria. Earlier expectations for the potential of telegraphy were confronted with the sobering reality of technological development. On the one hand, the efforts of the state, scientists, and railway companies were supported by the increasingly free circulation of technical knowledge between institutions, experts, and private citizens scattered across the German ‘landscape of innovation’. This circulation is illustrated by an examination of various technical periodicals, while the example of Werner Siemens, a Prussian lieutenant posted in Berlin, is used to illustrate the social connections which also often supported these exchanges of information. On the other hand, the period also witnessed an accentuation of the tensions between and within the private sector and the state, as the latter sought to establish its own interest in obtaining the technology. This combination of necessary collaboration and disagreement caused frustrations which, by 1847, threatened to stall the process of development.

This chapter explores Rousseau’s account of the tension between community and individual by examining the Second Discourse and the Social Contract on the one hand, and Julie on the other. In his political theory Rousseau defines the state of nature as a mere fantasy which belongs to an optative imagined past. In leaving the state of nature, people trade basic needs for decadent desires. Rousseau introduces the general will as a practical device for managing the asociability of the private will, which is driven mainly by appetite. To safeguard the general will from its wayward members, individuals must form a social contract which transforms them into sociable beings. In Julie Rousseau explores the sacrifices that individuals make in joining the general will, as Julie is torn between personal desire on the one hand and social conformity on the other. Rousseau’s literature suggests that the two are incompatible and thus ‘judges’ his philosophy, exploring the deathly outcome of contract. Rousseau’s use of literature to critique the social contract constitutes his major legacy to British Romantic writers.

The state election in Bremen in 2019 was marked by a head-to-head race between SPD and CDU and ended up with a considerably increased turnout and a historical result . The Christian Democrats managed to beat the Social Democrats for the first time in Bremen’s postwar history . The Greens achieved their second-best outcome in a Bremen state election and had the choice between a so-called Jamaica coalition or a left coalition . Whereas the pragmatic oriented Left Party succeeded to accomplish a two-digit result of 11 .3 percent, the Liberals and the Alternative of Germany underperformed with an outcome of about six percent of the votes . After a round of exploratory negotiations between Christian Democrats, Greens, and Liberals on the one hand and between Social Democrats, Greens, and The Left on the other hand, the rank and file of the Green Party decided to hold coalition talks with Social Democrats and the Left Party . Once the red-green-red coalition was built, the Senate’s president and SPD front-runner, Carsten Sieling, resigned . Instead, Andreas Bovenschulte became the Senate’s new president . Bovenschulte is a former chairman of Bremen’s Social Democrats and had already been elected to lead the SPD parliamentary party .

In this comparative study of ancient belief and practice, the Egyptian evidence is analysed first, then placed in the wider context of the Near East. It is argued that, while laws and curses are both ways of preventing damage by threatening potential evildoers with punishment, the difference lies in the fact that in the one case punishment is to be enforced by social institutions, in the other by divine agents. Curses take over where laws are bound to fail, as when crimes remain undetected and when the law itself is broken or abandoned. The law addresses the potential transgressor, the curse the potential law-changer who may distort or neglect the law. The law protects the social order, the curse protects the law. These points are illustrated by extensive quotation from Egyptian and Near Eastern texts.
